00:00Priority programs of the government for the coming year, let's find out together with the National Economic and Development Authority Undersecretary Rosemarie Edilion.

00:20Usec, before we talk about 2025, what do you expect from the country's economic growth in the fourth quarter of the year?
00:31Ah, our forecasting targeting for the full year.
00:37But we saw that our fourth quarter was also good.
00:43And we are confident that we will hit our growth target.
00:49So our growth target is between 6 to 7 percent.
00:53So far, from quarter 1 to quarter 3, our growth rate is at 5.8 percent.
01:01So we think that we will hit that target.
01:06Usec, just a follow-up.
01:09If there are adjustments that will be made, especially in the recent changes,
01:14like the admission of the Trump administration to America, what are those?
01:20Yes. Actually, we have already discussed this with the economic team and the entire government.
01:30What we can see here is that we have always been allies with the United States.
01:40And in fact, we are also seeing opportunities that can happen because of the policies of the Trump administration.
01:54So, of course, our diplomatic ties with the U.S.
02:01And we also have great confidence in the initial initiatives, like the CHIPS,
02:10like the Luzon Economic Corridor, where there has been a lot of commitment from investors from America.
02:20We think that this will continue.
02:23Usec, let's go to the signing of the 2025 national budget.
02:28The economic team of President Marcos Jr. said that they expect a good new year 2025 for the Philippines.
02:36What does this mean?
02:39Yes. Well, first of all, we have seen that the government's resolve is true.
02:50The executives, cabinet secretaries have worked over the holidays
02:55just to make sure that we have a budget to pass.
03:00Because if this does not happen, what we will have is a reenacted budget.
03:07And we will go back to the past.
03:11These are the old ways.
03:13We don't want this. We want a continuous expansion.
03:18And in any case, the re-passes of the budget,
03:25their term is really Pinusisi,
03:29we really looked at number one, is the implementation ready?
03:34Well, number one, is it really aligned with the priorities of the President,
03:38those outlined in the Philippine Development Plan 2023 to 2028?
03:43Number two, is the implementation ready?
03:45Because we really think that the provision of services should be fast.
03:52So we want the preparation itself to be well-organized so that when the budget arrives, it can be executed.
04:02Madam President, what are the priority programs that you will focus on for 2025?
04:09We will continue to prioritize human development.
04:14But these are the so-called new ones, the implementation, such as, let's say, education.
04:22There is still a lot of support for education, but we will focus on quality
04:29and because we will implement the law that was recently passed,
04:36we will have remedial classes, what we call learning recovery.
04:44As for health, we will still focus on health,
04:51but we will expand the universal health care program.
04:58What we really want to focus on is primary health care.
05:06SECTED has a new program that will expand, actually, for this year, what we call tomorrow.
05:14So this one is really for consultations.
05:20The four-piece is also our priority, but what we did is, again, we enhanced the four-piece.
05:28We added a component in the first 1,000 days because we saw that our problem with nutrition,
05:37with children, and this nutrition, the problem started when they were still babies,
05:45actually, they were still at home, so we really need to focus on this.
05:51So there are enhancements to the programs.
05:57And of course, the Build Better More, our flagship programs,
06:03a lot of them were approved last year.
06:07So that means, we expected that the implementation will be in 2025.
06:15Then, the priority that will be given to our innovation agenda is also big.
06:21So we are also excited about the new,
06:25we hope that there will be new Filipino innovators,
06:35that they will be given a stage, a platform,
06:39so that their creativity and their innovation will really grow.
06:48Usec, regarding the items in the conditional implementation,
06:52what is the effect to the program and to the people if this is under conditional implementation?
06:59Yes, I don't know about the others that are under conditional.
07:05What I know is in ACAP, because NEDA is part of the guidelines for the implementation of ACAP.
07:16These are the projects that will be beneficial,
07:24but we just want to make sure that it will really go to those who will really need it.
07:32So one of the advantages of this is that it is well-targeted,
07:37and the delivery of that program will be transparent.
07:46So there will be greater accountability,
07:51because we will really clarify what will be the conditions,
07:57what will be the requirements that need to be shown,
08:00what are the needs, what are the proofs that they got that benefit.
08:07So that will be good.
08:12So I also think that for the others,
08:15the outcome will also be like that,
08:21so it's really for greater transparency,
08:23and then to make sure that the delivery of the service will really be to those who need it most.
08:34Usec, how can we help the country's agriculture sector,
08:40which has been severely affected by the following typhoons?
08:43How will this sector rise for 2025?
08:50I forgot earlier that the agriculture sector is really included in the priority,
08:55actually number six,
08:57the Department of Agriculture is in the top six in terms of the budget allocation.
09:03It is also true that one of the big problems of agriculture
09:11is that it is too vulnerable to the so-called climate shocks.
09:15We have seen in livestock, African swine fever,
09:22and sometimes in crops, infestation, pest infestation,
09:27and then the typhoons, or the first part, El Niño.
09:33So really, the focus of this will be on what will be needed for our agriculture to be resilient.
09:41So there will be investments,
09:45let's go back to improving our irrigation systems,
09:52so that during the times when there is a lot of water,
09:56we can jump into the water,
09:58and during the times when there is no water,
10:00we can give what is really needed to the farms.
10:07Then the post-harvest facilities,
10:11because actually we have already visited NFA warehouses
10:19that are really old, the rice fields are really vintage,
10:23they are still working,
10:25but there are portions where their efficiency is not optimal.
10:30So this also needs to be given a fund
10:37so that we can fix it,
10:39and especially what we really want is a drying facility,
10:43because that is also what we saw in the lessons of the past,
10:47because when it rains,
10:49even if they can harvest their rice early,
10:56because they cannot avoid getting wet,
11:00the price will go down,
11:02because the quality will go down,
11:04and it will take longer to dry.
11:09So the management of the water and the post-harvest facilities should really be together.
11:18So that is what we will focus on,
11:22but of course there are still the machinery that needs to be helped,
11:27and of course the hybrid seeds so that we can increase the production.
11:34Usec, when it comes to inflation,
11:37this 2025 until the next years,
11:41what programs will be launched to help slow down the inflation rate of the country?
11:48Actually, our outlook on inflation is good.
11:51In terms of inflation,
11:53we saw that since the second half of this year,
11:59we were able to slow down the inflation,
12:04and so we strongly believe that it will stay in the range of 2 to 4 percent.
12:13Then, our vigilant monitoring will continue,
12:18and one thing that we want to implement for next year
12:25is to have more up-to-date information for our buyers.
12:35Because here, if you find out that the price is high,
12:42you should buy the substitute.
12:43So if for example,
12:46because the demand for one product is decreasing,
12:50the price will also decrease.
12:52So over time, there should be an equilibrium.
12:58But this will only happen if we have up-to-date information,
13:04and if it is very disaggregated,
13:07if you know that in this market, the price is like this,
13:11and in this market, it is like this.
13:13You empower the consumers to make the optimal decision regarding their consumption,
13:26and really take control of that inflation.
13:29Of course, our other strategies that were implemented this year,
13:38especially in the second half,
13:40our strategic trade policy,
13:43and of course, our preparedness when there is a disaster,
13:50making sure that there are prepositions,
13:53especially food,
13:55because we know that it is very important.
13:58If there is a calamity,
14:01it should be given immediately so that the price will not increase for those affected by the calamity.
14:09Usec, what industries are expected to be strengthened
14:14by investment pledges from foreign firms for the next year, 2025?
14:22What we can see is that there are a lot of pledges,
14:27and those that have already arrived,
14:29there are a lot here in energy,
14:32and in our digitalization.
14:36For energy, in particular, renewable energy,
14:40it will be,
14:45because it means that our sources of energy will increase.
14:51So, hopefully, what will happen is that the next step is really to connect them to the grid
14:58so that we can lower the price,
15:02make our power supply more stable,
15:06and lower the price.
15:08Then we also saw that there are pledges to do with the digitalization.
15:17So, we really like this because we think that we really need to catch up
15:27with the digital transformation.
15:29So, that is one thing that we can also see,
15:35so that our growth can be inclusive.
15:42Everyone will have access to the best teachers,
15:46the best resources,
15:49because they have access to the internet.
15:52So, those are what we can see.
15:54Then, of course, there are also manufacturing that are also arriving,
16:00but we can see that the bulk is here in the energy sector,
16:05and also here in the telecom sector.
