00:20In 1993, Lea was renting a room in Quezon City.
00:24Her rent started at 1,500 pesos per month, and now it's at 2,500 pesos.

00:51the National Human Settlements Board, or NHSB, has a new rule.
00:56The resolution has been approved for a lower rental cap,
01:00or as low as the rent can be raised for those with a lower rent of 10,000 pesos per month.
01:06From the previous 4%, starting this January, and for the whole of 2025,
01:10it will only be 2.3%.
01:13Meaning, for example, 10,000 pesos per month,
01:18the landlord can raise it up to 230 pesos per month,
01:21and up to once a year.
01:24It only applies to an existing renter who will extend or renew his rent in 2025.
01:32So if your rent, for example, ended on January 31,
01:37and you still want to continue your rent there,
01:42you can only raise it up to a maximum of 2.3%.
01:47But when January 31 comes, and you leave that unit,
01:52you can raise that unit up to more than 2.3%, higher than the previous rate.
01:59It will benefit our lower-income group.
02:04Because most of the lower-income groups don't raise their rent.
02:08But what if to increase the amount of rent,
02:11the landlord should just fire the tenant and get a new one?
02:14That's prohibited, according to the NHSB.
02:17The rent control act is very clear.
02:19You can't just fire someone because you don't agree with the rent.
02:24Because the landlord can say,
02:26I'll raise this, if you don't want it, I'll fire you.
02:29The law is there to protect them.
02:31That's why our law was set that we should have a cap.
02:36So the landlord is forced to raise the rent.
02:41And if he raises it, then correspondingly,
02:44the tenant should be willing to also accept,
02:48provided it does not breach the rental cap of 2.3%.
02:53If the parties in the barangay don't agree,
02:58they can actually file a court case.
03:01And if found guilty, the law is very clear.
03:04The penalty is between P25,000 to P50,000.
03:09Or imprisonment of 6 months plus 1 day to maximum 1 year.
03:15Or both.
