00:00May the heart still carry an umbrella or a raincoat if there is a walk tomorrow.
00:05There is still a chance of rain because aside from the continuous breath of the wind and the effect of the shear line,
00:12thunderstorms are also possible in some areas.
00:15Based on the data of Metro Weather, there is a high possibility of rain in Cagayan, Isabela, Calabarzon,
00:22Mimaropa, Bicol Region, as well as a large part of Visayas and Mindanao.
00:27Be alert in the event of a flood or landslide because there is a high chance of rain, especially in the afternoons and evenings.
00:35Based on the Special Weather Outlook of Pag-asa para sa Pista by Poong Jesus Nazareno,
00:40it will be cloudy and there is still a chance of rain in Manila from tomorrow until Wednesday, January 9.
00:49The two Chinese officials of the National Grid Corporation of the Philippines reported to the Chamber of Commerce
00:58on the Communist Party of China.
01:00The foreign ownership of the NGCP was also questioned after the two officials passed the law.
01:06Tina Pangaliban Pered witnessed this.
01:08The two Chinese officials of the National Grid Corporation of the Philippines reported to the Communist Party of China.
01:24I'm just saying that they reported to the CCP.
01:28About what's happening in the industry?
01:30It's here.
01:32About their management of NGCP?
01:34Yes.
01:36They shouldn't be doing that.
01:40The committee recommended that the NGCP chairperson be called a Chinese national.
01:46The committee also emphasized the ownership and management of the NGCP.
01:52According to the Constitution, up to 40% of foreign ownership should be owned by any public utility.
02:00But the committee said, aside from 40% of NGCP owned by the State Grid Corporation of China,
02:08there are other percentages of foreign ownership.
02:12The Synergy Grid and Development Philippines, which owns 60% of NGCP,
02:18has more than 7% foreign ownership.
02:22We are also questioning the legality of their stature.
02:28Because they are violating the law of the PSA and the Constitution regarding the 60-40 ruling on public utilities.
02:40The NGCP is also reviewing the tax paid by the NGCP.
02:44For now, the NGCP is only paying franchise tax.
02:48Unlike other public utilities that also pay corporate income tax, VAT, and others.
02:56Is that enough to revoke the franchise?
02:58I think there needs to be a reorganization to re-establish the Philippine ownership of NGCP.
03:06And Filipino management.
03:08We request that NGCP give it time to submit a response to address the concerns of the committee.
03:15The committee also pushed for a retroactive refund of the National Grid Corporation of the Philippines to consumers.
03:23That includes the disallowed expenses of NGCP and the 3% franchise tax of NGCP
03:30that was allowed by the Energy Regulatory Commission to be paid to consumers in 2011.
03:37In 2018, the commission reversed the decision.
03:41But the refund was only decided in 2023.
03:45What the committee wants is not only the 204 billion pesos that NGCP earned from 2016 to 2020 to be paid to consumers,
03:56but also a retroactive refund of the franchise tax paid to consumers since 2011.
04:04That's almost 3 billion.
04:07So, the franchise tax to ordinary consumers.
04:13But it looks like the ERC is not amenable because they said that their resolution is for 2023 onwards.
04:19We suspended the passing on of charges moving forward, so from August 2023.
04:26What is the rule of the street if you can consider that it should be retroactive?
04:31We will resume our discussions on that, Mr. Chair.
04:35The Energy Regulatory Commission clarified that if there is one, it will not be a refund,
04:40but a rebate to the electricity bill of the consumer based on the computation of the current consumption of electricity.
04:48For GMA Integrated News, I am Tina Panganiban Perez, your witness.
04:55The leadership of the Social Securing System is defending the ruling parties
04:59and is asking to suspend the contribution rate hike of the members of the SSS.
05:04According to the SSS, 1% will be implemented, which was added this January to the previous 14% contribution rate.
05:12The Minimum Monthly Salary Credit, or MSC, will also be 5,000 pesos, which was previously 4,000 pesos.
05:20The MSC is the basis to compute the contributions and benefits.
05:25This is the last of the rate hikes implemented by the SSS, in accordance with the Social Security Act of 2018.
05:34The SSS said that many will be affected if the increase is suspended,
05:38which will add more than 51 billion pesos to their collection this year.
05:44This will add funds to their programs, including Calamity Low.
05:55What more can't a Jillian Ward do?
05:58The netizens were so impressed by Jillian's performance on All Out Sundays.
06:03Jillian wore her hot pink blazer and slay slay boots in her Crazy in Love performance.
06:10She will also continue to show off her acting skills in her upcoming series, My Ilonggo Girl.
06:16She paired up with Michael Seger, who admitted that they became closer to each other.
06:21In the GMA Integrated News interviews,
06:23Jillian also shared her emotional experiences with her family after her parents separated last year.
06:35Those are the times when I get interviewed and I say that I feel burnt out.
06:40But honestly, I'm not just burnt out, I'm really emotionally exhausted
06:46because there are times when I hear my parents talking to each other early in the morning before I do my taping.
06:53I have to act like I don't hear their conversations.
06:58That's why when I go for my taping, I can cry for 14 hours a day because the emotions are real.
07:08Thank you for watching PR Kang Hel, I am Connie Sison.
