00:00Penang Executive Councillor Zairil Kirjohari has defended the proposed Pan-Island Link
00:061 highway after warnings by critics that its construction could undermine the ridership
00:11potential of the planned light rail transit system.
00:14Zairil, the State Infrastructure Committee Chairman, said PIL-1 would complement the
00:18LRT rather than compete with it, ensuring an integrated transport system that caters
00:23to diverse mobility demands.
00:26He said the two projects serve distinct alignments and catchments, addressing different transportation
00:31needs.
00:32He added that the LRT project was part of Penang's strategy to achieve a 40% public
00:37transport mode share.
00:39He said even if this target was attained, it would still leave 60% of the population
00:44reliant on road transport.
00:46Zairil also said the model mirrored successful examples from other countries such as Singapore
00:51where the rail network had achieved a 70% mode share.
00:55Despite this, the Republic continues to invest in road infrastructure to meet its economic
00:59and population demands, he said.
