00:01 The daily commute in Penang can be a nightmare as an outdated bus service
00:05 forces people to drive on the island's narrow street,
00:08 leading to severe congestion.
00:10 Taking all this into account, State Executive Councillor Zairil Kher Johari
00:14 believes now is the ideal time to introduce the light rail transit system
00:19 to ease the burden of commuters.
00:21 While there are other proposals, Zairil said the LRT,
00:24 which was mooted as part of the Penang Transport Master Plan,
00:27 is the most compelling, having undergone thorough due diligence,
00:30 assessment and evaluation.
00:32 Detractors of the LRT, however, believe that a bus rapid transit
00:36 or autonomous rail rapid transit will be better suited for the island
00:39 as they are less costly.
00:41 But given the island's small size and its narrow streets,
00:44 dedicated lanes for a BRT or ART could worsen congestion
00:48 rather than alleviate it, Zairil pointed out.
00:51 Paul Seng Teok, a fellow with the Institute of Civil Engineers, said
00:54 that with a speed of 70km/h, the LRT is faster than the ART and BRT,
01:00 making it more efficient for commuters to navigate traffic jams
01:03 and therefore encouraging the use of public transport.
01:06 Additionally, unlike the LRT, the ART has no proven track record
01:10 of being viable on a large scale, said T.C. Chew,
01:14 a rail and transit systems expert and fellow at the Royal Academy of Engineering.
01:19 He said the LRT is a reliable and flexible solution for Penang's transportation needs
01:23 as it has a proven track record in major cities,
01:26 is safe with automated features and can expand as needed in the future.
