00:00In other news, the number of arrested authorities who are fighting the election gun ban is almost ten.
00:07This is even less than a week since it was first implemented.
00:11Meanwhile, the PNP has also turned to the police who have details on some individuals.
00:18Ryan Lasigas is in the center of the news live.
00:22You're right Angelic, the increase in the number of gun ban violators is continuing
00:30while the Comelec Checkpoint is being built for the upcoming elections.
00:35Meanwhile, Angelic, the PNP is tightening its grip on the candidates for the May 2025 National and Local Elections
00:44which prohibits the use of private individuals as their security or the so-called goons
00:51after the PNP recalled the PNP personnel who are guarding the government officials.
01:00More than 800 people of the Philippine National Police or PNP are serving as guards to some personalities,
01:07politicians, and government officials who were recalled in the upcoming elections.
01:12According to the Police Regional Office 3 Director and PNP Spokesperson, Police Brigadier General Jane Fajardo,
01:19445 were removed from the government officials.
01:24228 were removed from the private individuals and 197 were removed from the candidates.
01:31Brigadier General Fajardo said that if there is a serious threat to an individual's life,
01:37the PNP is giving an extension of one month before removing the escort until the application for authorization from the Comelec is finalized.
01:46It is possible for the PNP to get protective agents from licensed and private security agencies,
01:53but it will only allow a maximum of two guards.
01:57Those protection agents should have a license to exercise their profession
02:04and they should be employed by the so-called private detective agencies.
02:11Other than that, private individuals cannot be bodyguards of anyone who will run,
02:19especially while we are under the Comelec election, at least during the election period.
02:24The PNP's retaliation to the police security personnel is part of the policy that is being implemented every election
02:30to avoid politics and to remain non-partisan.
02:35Those assigned to the main office of the PSPG, according to General Nestor Babagay, the Director of the PSPG,
02:46they will undergo a repressure course so that after the election,
02:51they can be deployed to the areas that need protective security.
02:58For those assigned to the regions, they will be distributed and used for election duties
03:07so that the territorial police will be more effective.
03:12Meanwhile, the PNP's Comelec checkpoint continues.
03:15In fact, 63 bullets were fired by the authorities.
03:20Almost 100 were arrested by the PNP.
03:23The nationwide Comelec gun ban is not being implemented in the country.
03:27According to the statistics, 33 were arrested at the checkpoint,
03:3110 were arrested in the bypass operation,
03:3336 were arrested in the police response,
03:36and three were arrested in serving the search warrant.
03:39Among the arrested were 78 civilians, three security guards, two AFP personnel,
03:46one person from the Bureau of Corrections,
03:48and one appointed government official from BARMM.
03:52Some are showing licenses to own and possess firearms and firearms registration.
04:01But we are explaining that since the election period started,
04:05only those individuals who have exemptions in the Comelec,
04:10even if they have a permit to carry firearms outside the residences and places of business,
04:18are sanctioned or at least covered by the gun ban.
04:21According to the DILG, more than 6,000 checkpoints were laid by the PNP throughout the country
04:27since January 12.
04:29According to the DILG Secretary John Vicremulia,
04:32this is part of the strategic measures on peace and safety concerns for the 2025 national and local elections.
04:43Angelique, the PNP still reminds motorists to cooperate whenever they pass through the alleged Comelec checkpoints.
04:54They also remind motorists that plain view doctrine is the only thing that will allow them to pass through the checkpoints.
05:00This means that a motorist's vehicle cannot pass through the checkpoints.
05:07And the nationwide gun ban will last until June 12.
05:14Angelique.
05:15Yes, Ryan.
05:17Is this the plain view policy?
05:19It means that the glove compartments cannot be opened, the trunk cannot be opened.
05:24Who really has a gun that when the window is opened, he will hold the gun?
05:29Naturally, he will not show that he has a gun.
05:33Is that effective?
05:34Well, so far, Angelique, the PNP recovered almost 100 firearms.
05:47The PNP can say that it is effective no matter what.
05:51Even if it is just plain view doctrine that they allow to pass through the Comelec checkpoints.
05:58Most of the reasons for the arrests, Angelique, is that they do not know about the Comelec gun ban.
06:06Because of the upcoming election.
06:08And the other reason is that they have the permit to carry firearms license.
06:13But they are not included in the coming election period.
06:17That is why the authorities are still taking it.
06:19Angelique, I just want to add something.
06:22The things that can be warranted to the police who are investigating a motorist vehicle,
06:29if they can see that when the vehicle is just opened, when the window is closed,
06:33you can see the gun, or you can see the commotion inside,
06:37or there are other things that are happening inside the vehicle,
06:42that's the only time that a motorist can go to the checkpoint
06:48and do an additional inspection inside their vehicle.
06:53Angelique.
06:54Okay. Thank you very much, Ryan Lesigas.
