00:00The National Price Coordinating Council has approved the resolution to declare the Department of Agriculture

00:07as the Food Security Emergency for RISE.

00:10This is in front of a high price of rice despite the decrease of its price in the global market

00:16and the increase in the price of imported rice.

00:19According to Trade Secretary Maria Cristina Roque, who is also standing as the NPCC Chair,

00:25this will also help the NFA to issue a buffer stock

00:30so that the price of local rice and its exported supply

00:36will be stable in exchange for rice from our fellow countrymen.

00:40The Agriculture Secretary also acknowledged the resolution

00:44and said that this is an important step to use cheaper rice.

00:49First, DTI Consumer Protection and Advocacy Bureau OIC Director Cheryl Carbonell

00:56in the hearing of the House of Representatives Fifth Committee

00:59approved the so-called resolution.

01:02Under the Agricultural Tariffication Act,

01:05which was passed by President Ferdinand R. Marcos Jr. in December,

01:09the Department of Agriculture will have the power to declare the Food Security Emergency

01:15if there will be a shortage in the supply of rice or if the price will not increase as usual.

01:21Meanwhile, Agriculture Undersecretary Asis Perez also explained yesterday

01:26the approval of the maximum suggested retail price for imported rice

01:31which was increased to Php 58 per kilo and was first issued in Metro Manila.

01:39It is the NPCC that has to determine a formula that can...

01:47if there is an extraordinary increase in price or if there is a shortage.

01:54So that is what was discussed yesterday in the Council.

01:57And what the Council is saying is that it is not just a formula or a quantitative formula.

02:05A formula can be a set of indicators that would show

02:08that there is really an extraordinary increase in the price of rice.

02:12And that would allow the DA to declare that there is a Food Security Emergency.

02:19So we are still in the... we are still preparing the resolution, Mr. Chair.

02:24So we are looking at the formula that we can... or the indicators that can support

02:32if there is really an extraordinary increase.

02:36The maximum retail price is a kind of a number, a starting number,

02:47with a gradual decrease.

02:49Because, for example, what happened there, we looked at what...

02:55because there are two kinds. We have the well-milled branded and there are other brands.

03:02So you can see the Coco Pandan, there are other brands in the market.

03:06There are about 60-62 of those.

03:08So what we discussed there is that we will look for the maximum

03:14and then we add around 8-12 pesos markup based on the imported landed cost.

03:21And then that is the maximum that we should be able to see.

03:26But we are also monitoring the price of rice that is going down now.

03:33So that can change depending on our monitoring.

03:37So the base price landed cost plus a reasonable markup,

03:44that is the basis for identifying the 58.
