00:00So hello everyone, we are still here in one of the Kadiwa stores here inside the Bureau of Plant Industry in Malate, Manila
00:08where we can see the different stores here. Of course, this is cheaper because it is here in the Kadiwa store.
00:14And this is still under the Rice For All program of our government where before, you can buy 40 pesos per kilo of rice.
00:22And now, you can buy this 25% broken rice variety of rice for only 38 pesos.
00:29And to give us additional information, we will talk to Assistant Secretary Arnel De Meza, spokesperson of the Department of Agriculture.
00:37Good morning to all of you. This is Maris.
00:40Hi Maris, good morning.
00:46Alright, Asek, for all of the Kadiwa stores, is this 38 pesos per kilo of rice, 25% broken rice variety, available?
00:56Yes, Maris. Starting today, we will lower the price of 25% broken rice for all in all of the Kadiwa and Pangulo outlets,
01:07including the Kadiwa of Pangulo Stalls in the markets and LRT and MRT stations.
01:18What was the factor to lower the price of 2 pesos per kilo of this variety of rice?
01:26Maris, of course, the continuous lowering of the price in the international market, in Vietnam alone, it went down by 15 percent.
01:35If you look at it, we started here in Rice For All at 45 pesos. It went down from 43 to 40 and now it's 38.
01:47So we are looking at the trend in pricing and that's why we can lower it to 38.
01:57So can we see in the trend that this variety of rice will possibly go down to 38 pesos?
02:03And can this be sold in more places other than the Kadiwa stores?
02:11For now, we are really through the Kadiwa.
02:14But yesterday, the DA of the Metro Manila Council helped us.
02:22One of the talks there was to expand the Kadiwa to all stores in Metro Manila.
02:30Now, there are 150 public and private markets in the entire NCR.
02:35We are only at 20.
02:37One of the talks there was to allow the Kadiwa of Pangulo outlets to be sold to all stores in Metro Manila,
02:49the 150 outlets.
02:54All right.
02:55We are different, Sek, because the National Price Coordinating Council recommended
03:00to the Department of Agriculture to declare a food security emergency
03:05to use the NFA buffer stock in order to lower the price of rice.
03:11So what is the reaction of the DA and what will be the next step of your agency?
03:20We are waiting to receive the copy of the approved resolution of the National Price Coordinating Council.
03:27From there, if we receive a review and approval from Secretary Kiko Chu Laurel Jr.,
03:36he will use the said declaration or possible declaration
03:41so that our National Food Inventory can sell rice to local governments.
03:49That was also one of the talks yesterday in the meeting of the Metro Manila Council.
03:55Because in the RPL amendment,
03:58the NFA can only sell rice outside calamity relief effort
04:06if there is a declaration of food security emergency.
04:14But if it is approved and the buffer stock is used,
04:20there will still be enough supply for any emergency or calamities.
04:26Let's hope it won't happen.
04:28That's right, Maris.
04:29Actually, last year, the National Food Authority purchased a large amount of rice,
04:35around 300,000 metric tons, equivalent to almost 6 million bags.
04:47All right.
04:49Thank you very much for the information you gave us in your time.
04:52Assistant Secretary Arnel De Mesa, spokesperson of the Department of Agriculture.
04:56Good morning to you. Take care.
04:58Thank you, Maris. Good morning.
