00:04So that is what this Government has done.
00:08Our review of the new hospital programme and the announcement I am making today will do
00:12two things.
00:14First put the programme on a firm footing with sustainable funding so all the projects
00:20can be delivered.
00:23And give patients an honest, realistic, deliverable timetable that they can believe in.
00:31This Labour Government is rebuilding our NHS and as we do so we will also rebuild trust
00:37in politics.
00:40Outside the scope of the review were the seven hospitals built wholly or mostly from rack.
00:45These will be rebuilt at pace to protect people's safety.
00:49Also out of scope were the hospitals already under construction or with an approved business
00:54case where building works have continued without delay.
00:59Working closely with my right honourable friend the Chief Secretary to the Treasury we have
01:03secured five year waves of investment backed by £15 billion of investment over consecutive
01:10waves averaging £3 billion a year.
01:14This funding is in addition to the £1 billion the Chancellor announced at the Budget to
01:20tackle dangerous rack and the backlog of critical maintenance, repairs and upgrades across the
01:26NHS estate.
01:27And it is in addition to the £1.5 billion we are investing in new surgical hubs, diagnostic
01:34scanners and beds.
01:36Together this forms part of the £13.6 billion capital investment announced at the Budget.
01:43The largest capital investment in our National Health Service since Labour was last in office.
01:50Madam Deputy Speaker I will now set out the new timetable.
01:55Projects in wave zero are already in the advanced stages of development and will be completed
02:00within the next three years.
02:02These are CEDA programme, Phase 3 Banbury unit, National Rehabilitation Centre in Nottinghamshire,
02:08Oriole Eye Hospital, Royal Bournemouth Hospital, St Anne's Hospital, Alamhurst Road Children's
02:14Mental Health Unit and Dorset County Hospital.
02:19Wave 1 schemes will begin construction between 2025 and 2030.
02:25These include the seven RAC hospitals, Leighton Hospital, West Suffolk Hospital, Frimley Park
02:31Hospital, Hinchingbrook Hospital, Queen Elizabeth Hospital, James Padgett Hospital and Airedale
02:37General Hospital.
02:39The other wave 1 schemes are Poole Hospital, Milton Keynes Hospital, Brighton 3Ts Hospital,
02:46Women and Children's Hospital Cornwall, Derriford Emergency Care Hospital, Cambridge Cancer
02:52Research Hospital, Shotley Bridge Community Hospital, North Manchester General Hospital
02:59and Hillingdon Hospital.
03:01Wave 2 schemes will now begin main construction between 2030 and 2035.
03:08They are Leicester General Hospital Royal Infirmary, Watford General Hospital, the Specialist
03:14and Emergency Care Hospital in Sutton, Kettering General Hospital, Leeds General Infirmary,
03:21Musgrove Park Hospital, Princess Alexandra Hospital, Torbay Hospital and Whips Cross
03:27Hospital, where I should declare an interest as that hospital serves my constituency.
03:32Wave 3 includes nine schemes which will start construction between 2035 and 2039.
03:40These are St Mary's Hospital in London, Charing Cross Hospital and Hammersmith Hospital, North
03:45Devon District Hospital, Eastbourne District General Hospital, Conquest Hospital and Bexhill
03:50Hospital Scheme, Hampshire Hospitals, Royal Berkshire Hospital, Royal Preston Hospital,
03:56the Royal Lancaster Infirmary and Queen's Medical Centre and Nottingham City Hospital.
04:01Following this statement, further details of the hospital building programme will be
04:05published on my department's website and a copy of the report will be placed in the
04:10House of Commons Library.
04:11In addition, my honourable friend the Minister of State for Health will be holding meetings
04:16tomorrow to which MPs of all parties are invited to answer any further questions about these
04:22projects.
04:24To make sure that every penny of taxpayers' money is well spent and every hospital is
04:28delivered as quickly as possible, we will shortly launch a new framework for the construction
04:34of the new schemes.
04:36This will be a different way of contracting by working in partnership with industry to
04:40mitigate cost, schedule and delivery risks and saving money through a standardised design
04:46approach.
04:47This will speed up the process of opening new hospitals and provide a foundation for
04:52a collaborative supply chain partnership.
04:55We will also appoint a programme delivery partner in the coming weeks to support the
04:59delivery of crucial hospital infrastructure across the country and provide programme,
05:04project and commercial expertise.
05:07Madam Deputy Speaker, I know patients in some parts of the country will be disappointed
05:12by this new timetable.
05:13They are right to be.
