Luke Orbos is the dynamic executive director of Bayan Academy, an institution dedicated to empowering communities through education and enterprise development. 00:44So today, we have invited a friend, a friend whose probably the family name is very familiar

01:32Sino nga ba si Michelle Luke Orbus?
01:37Well, I'm Luke Orbus, so I am related to, of course, the Orbuses.
01:49Some of them are in public work, in public service, and yung isa ho, he's a priest, Father
01:56Jerry.
01:57So I'm the son of ano, one of the Orbus siblings, si Oscar, I am the youngest.
02:05But more than the surname na kinikiri ko, it's more on the development and malasakit
02:14na kinikiri, at na naman ako, siguro, sa mga Orbuses.
02:20Mukhang balagang ang Orbuses talagang very, very well known for public service, yung malasakit.
02:29So Luke, paano ka nagsimulan itong career mo?
02:32Ano ba ang pinagsimulan mo talaga?
02:35Kuwento ko lang, very briefly, very providential yung pag-landing ko dito sa sector development
02:42space and pag-landing ko ng work sa Labayan Academy.
02:46So after college po, I went to college in DLSU Taft.
02:54So my course was Entrepreneurship sa College of Business.
02:59Then after that, kasi medyo hindi ko talaga alam kung anong gusto kong gawin.
03:05So very general, nagpaka-artistic po ako, medyo nag-music.
03:11So nag-tumogtog, nag-DJ, DJ ako on the side.
03:14Then eventually I landed several permanent work, first off with Jollibee Foods Corporation,
03:22then eventually with a bank, Citibank po.
03:26Then after that, I realized, yun nga medyo hina-hunt na ako ng parang call to public service.
03:34But of course, ang very close ko kasi sakin noon is yung role model ko, yung dad ko.
03:41Dad ko kasi abogado.
03:43So I realized, maybe I could go into law school, masugukan.
03:48So I went into law school.
03:50Well, lo and behold, natapos ko naman.
03:53But eventually, I realized na parang ang pagiging abogado,
03:58although I could be a public servant through being a lawyer,
04:02I could also be a public servant through other means.
04:04So nangyari, instead of napahaba yung pagkuhan ng law,
04:13but eventually, hindi ko na ituloy.
04:17Hindi na ako naging full-fledged lawyer but I have a law degree.
04:20And while waiting for other opportunities, while waiting for other work,
04:29eventually, may kaibigan ako na nagtatrabaho siya sa Bayan Academy.
04:35And then providentially, when I asked my brother, kasi very close kami ng kuya ko,
04:41sabi niya, Luke, alam mo ba yung Bayan Academy,
04:44ang head niyan is yung professor and guru ko sa AIM.
04:49So sabi ko talaga, sino ba yan? Si Professor Edmore ito.
04:54So sabi niya, Luke, kung ikaw mapupunta ka sa Bayan,
04:58magugustuhan ko kasi hindi lang niya yung hon yung competence mo
05:02pati yung character mo.
05:04So sabi ko, okay, sige.
05:06So I told my friend, actually, later I will reveal who my friend is.
05:10Now, he will be the head of the Bayan Family of Foundations.
05:15Actually, he's one of the heads already.
05:17So I went into, that was 2017 po.
05:21So back then, it was still Bayan Academy by itself.
05:25Later, I will explain.
05:26Kasi ngayon, component foundations na ang Bayan Academy.
05:30Part siya ng component foundations ng Bayan Family of Foundations.
05:33So I went in as a program officer lang.
05:37Taga-bitbit ako ng mga gamit ng mga professor, nila Prof. Ed.
05:42And dun talaga ninamnam ko yung experience.
05:45Kasi talagang, it was so humbling.
05:48But at the same time, I learned a lot.
05:51Kasi each and every day, ang sabi lang sa akin ni Prof. Ed
05:55tsaka ng mga leaders dito sa bayan,
05:57Luke, namnamin mo lang kung ano ang mga experience mo dito.
06:01Kasi it will mold you, it will build your character.
06:04And also, the values that you got
06:08or na-instill sa'yo ng parents mo,
06:12mas lalo pang may enhance dito.
06:14So ako, true enough, actually, those years with Prof. Ed.
06:18So talagang, na-touch po.
06:21Para siyang si Yoda, ika nga.
06:25So, fast forward.
06:28Nagpaalam ko kay Prof. Ed noong 2019.
06:32Kasi may mga kailangan kami ngayosin sa province.
06:35And at the same time, mag-aasawa po ako noon.
06:38So nagpaalam ko ng maiki kay Prof. Ed.
06:41Sabi ko, Prof. Ed, I might have to take on some family obligations in the province.
06:45Sabi niya, okay.
06:47But anytime, this is open.

06:52Kasi ang bayan naman, kumbaga, parang family talaga siya.

06:58Kahit na you leave the organization as a consultant and whatnot.

07:10Kasi during the pandemic, I found out that, yun nga po,
07:14he passed away, sadly.
07:16But, you know, even tight yung ano noon, parang yung mga quarantine.
07:22But ay, minabuti ko hung pumunta sa wake niya.
07:25At yung uncle ko hung pare, talagang ginawan ko hung paraan para makapagmisa pa hung siya
07:31kay Prof. Ed moto noong kanyang wake.
07:35So, fast forward po, noong mga 20...
07:40So, right now, I'm married with 3 kids.
07:44So, yung kaibigan ko na nagpasok sa akin noong 2017 sa bayan.
07:50Ngayon, nasa bayan pa rin siya.
07:52He's now the Vice President.
07:54Siya ko si Vice President Carlos Agun.
07:56I think this coming March 2025, he will be the President of the Bayan Family Foundation.
08:03So, noong, I think last, mga last year, early last year,
08:08nag-ano lang kami catch up kasi we're good friends.
08:11Sabi niya, actually, pumunta siya sa house.
08:13Sinabi lang niya, oh, baka pwede kang maging inong ng anak ko.
08:17Tapos, nagkikwentoan lang kami ng mga ginagawa namin sa mga aming buhay.

08:24look, yung development nasa puso mo pa rin.

08:29So, yun, pumasok ko ako noong last year, 2023, around mga October or November
08:37as a Business Development Director.
08:39Tapos, fast forward po, eto noong 2024.
08:43It was a big task.
08:45Of course, it was a big challenge.
08:48But, yun, ako na ho yung naging Executive Director ng Bayan Academy.
08:53Just, ano lang ko, para sa mga viewers natin,
08:57yung Bayan Academy, dati ho kasi isang organization yan.
09:01It's an NGO na consulting, training,
09:06and um, umbaga, may community development.
09:09Tapos, meron din ho silang microfinance dati.
09:12Pero ngayon ho, ang minabuti ni Prof. J. Bernardo,
09:16kasi actually when Prof. Ed passed away,
09:19ang talagang successor niya, ang sinabi niya si J.
09:22J., ikaw ang karapat-rapat dito.
09:24Kasi, very entrepreneurial, very, umbaga, iba rin mag-isip si Prof. J.
09:30So, pagdating niya dito, sabi niya,
09:32okay, this is how it should be, should be an ecosystem.
09:35Kasi, sabi nga nila, in the development sector,
09:38in the development space,
09:40dapat ecosystem ang approach natin sa lahat to make it holistic.
09:43So, sorry, going back,
09:45ang naging foundations na ho,
09:48although may Bayan Academy pa rin,
09:50so ang Bayan Academy, part na siya ng ecosystem of foundations.
09:54Ang mother foundation ho is the Bayan Family of Foundations.
09:59So, umbaga, ang main trust namin is
10:02social enterprise development for nation building.
10:08So, ano po yun? So, very, very good.
10:10Pero, ano ho eh?
10:12Yung ecosystem na foundations, apat ho sila.
10:14So, nahati na ho sila with different mandates.
10:18So, kami ho, as Bayan Academy,
10:21we are now focused, parang operations kami.
10:23Ano yung operations?
10:24Training, capacity development, and education.
10:27Tapos, meron kong isang foundation,
10:30they call it the Bayan Innovation Group.
10:32Yung Bayan Innovation Group,
10:34ito ho yung research and development,
10:36strategic arm, policy,
10:38research and development
10:40ng ecosystem of foundations.
10:42Sila rin ho yung parang cerebral or intellectual cap,
10:46intellectual library
10:48ng buong Bayan Family of Foundations.
10:51So, sila, ako kasi nagde-develop na mga ninyong programs.
10:55So, sila ho yun.
10:57And then, next ho is Bayan Search.
10:59So, ano ba yung Bayan Search?
11:00Bayan Search, ito ho yung ano namin,
11:02kumbaga community hand-holding foundation.
11:05Kasi, na-realize ho namin,
11:07sometimes yung mga trainings namin,
11:10hindi ho siya enough.
11:12So, ang ginabuti namin na
11:14dapat may magbabad sa mga communities mismo
11:17para to ensure na yung mga
11:19ini-impart namin teachings
11:21or at least interventions,
11:22eh, mas maging sustainable.
11:24So, yun ho yun.
11:25And lastly, yung Bayan Edge.
11:28Actually, isa ito sa pinaka matagal na foundations.
11:32Nag-start to ito as microfinance.
11:34So, ang nangyari ho kasi
11:37because of changes in the world,
11:39digitalization, digital transformation,
11:42we tried to veer away from this business model.
11:45Hindi na ho siya microfinance.
11:47Kumbaga resource, mobilization, and impact investing
11:50ang gusto na ho na ma-achieve.
11:52So, yun ho yung ecosystem.
11:55We have our separate mandates,
11:57but at the same time,
11:59we always try to coexist
12:01and to supplement each other's mandates.
12:06So, very, very, very intricate, no?
12:08Pero at the end of it,
12:10the bottom line, the center is the common tao.
12:12Yes.

12:14I mean, for example,
12:16retirees, for example.
12:18I've seen you, I've seen Bayan,
12:20you know, give programs for retirees.

12:28if a group of retirees will be coming to you

12:32how relevant can Bayan be?
12:34Or the Bayan Foundation be?

12:46they don't even know where to spend.

12:50they spend it recklessly,

12:57Bayan Academy or Bayan Foundation can be?

13:02kasi actually,
13:04my answer will not only be
13:06matatali sa retirees.
13:08In all our interventions,
13:10ang laging objective namin is
13:12what is,
13:14yung mga retirees,
13:16do they just want to
13:18repurpose or gain more wealth?
13:20It's more than that.
13:22Kumbaga, dapat ho,
13:24yung intervention namin,
13:26since they are retiring,
13:28they should leave a legacy.
13:30More purpose.
13:32Kumbaga, what they will do
13:34with the sum that they will have
13:36should just be,
13:38should not be self-centered.
13:40Kumbaga, it should be
13:42centered on
13:44yung people,
13:46napakarami, napaka heroic naman
13:48kung community.
13:51Sabi nga nila,
13:53ang smallest unit,
13:55it's not a person,
13:57it's a family.
13:59Ang adhikain namin is
14:01make these retirees
14:03in that context na parang,
14:05okay, itong iiwang kong legacy
14:07or itong kayamanan that I have,
14:09that I have worked hard for,
14:11I should share it.
14:13I should actually make more impact
14:15at the very least
14:17to my family members.
14:19Kumbaga,
14:21meron naman pini-iwan silang legacy
14:23at hindi mag-aaway dahil sa
14:25kayamanang
14:27mayiwan. Parang
14:29na-disrupt ang family.
14:31But you know, this is something,
14:33there are a lot of
14:35companies, a lot of NGOs
14:37are giving these
14:39seminars, teachings,
14:41but ano'ng separate,
14:43what do you think would be the separate,
14:45what separates Bayan?
14:47The Bayan Foundation
14:49from all the rest?
14:51Ano kaya'ng kinaibahan ninyo?
14:53Ano po,
14:55siguro ang kaibahan po namin,
14:57although,
14:59if we look at it individually,
15:01as mandates, or pa-isa-isa,
15:03kumbaga, per training,
15:05kumbaga, magiging siloed siya,
15:07meaning, ah okay, ito yung theme ng training na to,
15:09yun lang yun. Pero actually,
15:11lahat po nang dinidevelop namin na training,
15:13eh tahi-tahi po siya.
15:16Sa either sa social solidarity
15:18economy, meaning the whole ecosystem
15:20of the ASEAN, or the
15:22ecosystem of social enterprises
15:24in the Philippines,
15:26all contributing to the
15:2817 SDGs. Kasi,
15:30yung 17 SDGs,
15:32kumbaga, in-establish who yun ng
15:34UN. And at the same time, yun yung
15:36common language natin across
15:38Asia. Kasi,
15:40we believe, yung interventions,
15:42ito ng mga development organizations
15:44around Asia, if we,
15:46okay, we have, we can
15:48talk at the same language, although
15:50operationalizing it is different,
15:52but we purposively are
15:54strategic with our interventions,
15:56mas may enhance
15:58siya. For example, if I could
16:00give an example in a microcosm,
16:02our intervention with
16:04a implementing partner,
16:06I won't name names, nag-start ko siya
16:08as a contest ng mga
16:10micro-entrepreneurs.
16:12So, dagdagan na ho siya,
16:14kumbaga, not only micro-entrepreneurs,
16:16nano. So, meron ho kasing
16:18level na nano.
16:20Tas eventually,
16:22yung micro-entrepreneurs
16:24na yun, sabi namin,
16:26hindi naman lahat naging
16:28nag-sastart sa entrepreneur.
16:30So,
16:32vertical pivot kami,
16:34employment naman. So,
16:36upskilling kami for employment,
16:38kumbaga, upskilling for
16:40employment, tapos eventually,
16:42from employment to entrepreneurship.
16:44Tapos, ang next pivot noon,
16:46what if these entrepreneurs have
16:48a social mission?
16:50They have a community that
16:52they want to help, or they themselves
16:54are part of that community.
16:56So, we have that. Ang nangyari ho,
16:58meron na kaming similar
17:00program for social enterprises
17:02naman ho. So, ang nangyari,
17:04yung interventions namin,
17:06whatever the sector
17:08or the area may be,
17:10meron mo tayong pwedeng
17:12kasi we believe
17:14if our interventions are based
17:16on just area, we will be tied down.
17:18But if our interventions are also
17:20tied down per sector,
17:22we will might overlook
17:24some areas that need
17:26attention. So, parang ganun ho.
17:28Pero you have,
17:30you're very fortunate
17:32to meet the founder,
17:34si Ed Morator. Alam mo, pag sinabing
17:36Ed mo yan eh,
17:38tumahan eh,
17:40kumakalimbang ang mga
17:42tao dyan eh. I'm sure our
17:44viewers
17:46also can relate.
17:48The guy who left such a
17:50living legacy, na pag sinabing

17:54ano talaga ang nag-udjok
17:56kay Ed mo kaya? Anong ikaw?
17:58You're able to have a first hand,
18:00when he was still alive.
18:02Ano nakita mo
18:04sa kanya na nag-udjok
18:06bakit nagtayo nitong, I mean,
18:08he's well-off, right? He's a

18:44from my heart is,
18:46unempowered people
18:48will have a better
18:50future.
18:52Kung yung mga tao natin
18:54are more empowered,
18:56less reliant,
18:58as bad as it may sound,
19:00or dependent
19:02on people that will
19:04dictate on us.
19:06I won't say government or anyone,
19:08but at least,
19:10more on people empowerment,
19:12kasi people empowerment
19:14gives them not only livelihood,
19:16gives them dignity.
19:18And if overall,
19:20ganun ho yung mapush natin,
19:24yung government
19:26and other organizations
19:28are merely enablers or tools.
19:30Hindi dapat dependent
19:32sa kanila.
19:36It should promote
19:38an environment that will
19:42a government that will work
19:44for the people, shall I say.
19:46Parang actually,
19:48the people are not so much dependent.
19:50It coexists with the government.
19:52But the people there
19:54are sort of,
19:56they have a freedom
19:58to do the community,
20:00to build
20:02livelihood.
20:04Kasi lahat naman livelihood.
20:08Pakainin mo ang tao,
20:10bigyan mo ng trabaho, may dangal.
20:12May dignity.
20:16I met him when he was alive
20:18on several occasions.
20:20Very deep.
20:22Very deep yung kanyang mga insights.

20:28he was like a Mahatma Gandhi of the Philippines.

21:02entrepreneurship in itself
21:04actually mahirap na kasi
21:06for example,
21:08opportunity seeking and screening,

21:12in a peso level, I guess.
21:16You add an additional aspect
21:18which is the people and planet
21:20or any social issue, but at the same
21:22time, be more profitable.
21:24It is extra hard, but
21:26you're doing something
21:28good, not only for the community, but
21:30also for the planet.
21:34I'm sure our viewers

22:22programs that they can enroll.

23:38you share our own, but it will be a big
23:40project
23:42towards a common social mission.

23:46for big corporations
23:48na for example, okay, we want
23:50to roll out this CSR initiative
23:52kasi
23:54we have several implementing
23:56partners na kami ang
23:58nagde-deliver ng CSR initiatives nila
24:00for several years na.

24:04pala yan. I mean, in other words,
24:06anong ilang years ng

25:20teacher sa AIM,
25:22kasi of course, we cannot
25:24employ them or demand
25:26from them full time. But we
25:28recognize the expertise
25:30that they contribute. So that's why
25:32in a developed program, usually
25:34we would tap them. Ganun ho sya.

25:38nanonood siguro dyan na,
25:40I can probably become a fellow,
25:42a Bayan Fellow, and then probably
25:44they can talk to you and
25:46come up with a program that
25:48probably you might be needing, diba?

25:56Or are you growing
25:58out of beyond the shores?

26:06expanded our
26:08mandate. We have regionalization
26:10efforts primarily in
