Abbiamo un insieme di obiettivi di spesa ma anche di riforme ed è evidente che le riforme, se sono riforme concrete, portano risultati non nel primo o nel secondo anno di applicazione ma hanno degli effetti che si prolungano negli anni e dovrebbero migliorare complessivamente la situazione economica del Paese, facilitando ad esempio gli investimenti piuttosto che il rilascio delle autorizzazioni, secondo le proposte inserite nella Legge di Riforma del Pnrr”.
