00:00For the discussion of those to be monitored since the campaign started, we will now call on Atty. Ona Caritos, Executive Director of the Legal Network for Truthful Elections, Olente.
00:10Good morning.
00:12Good morning to all of our viewers.
00:17Voting, buying and selling can be done online. How can we monitor such transactions?
00:24In the last barangay and S.K. election, Comelec had a partnership with various financial online platforms.
00:35They monitored the giving of money to the platforms that I mentioned so we can avoid and temper the problem of vote buying in the modern times.
00:50But won't this violate the Data Privacy Act?
00:54No. I remember in the last barangay and S.K. election, a few days before the election, I was with my office and the account was suspended.
01:12The account was suspended because when we gave allowance to the volunteers,
01:19it was detected that there are too many transactions that are the same.
01:25So the account was suspended when I was with them.
01:28So there is an internal mechanism in the platform that they are the ones who are suspended,
01:34which is not shared with Comelec to avoid using the account when giving money on the day of the election.
01:45Another big problem that we are seeing is the spreading of fake news online.
01:52Do you have any measures to prevent this from happening?
01:58We are doing two measures at the moment to fight the problem of disinformation on the online platform.
02:07First, it is part of the public education campaign that our group is doing to educate our countrymen
02:16on what they need to look at or spot to ensure that the information they are sharing is correct.
02:24Second, we have a partnership with Meta and TikTok.
02:28We have an express link. If we see disinformation, we will report it to their online platforms.
02:38Yes. In the Lente campaign, the candidates are well-known.
02:42But some of them don't want to go to debates or receive interviews because they don't need to.
02:49They can see that they have an advantage in political surveys.
02:53Yes. What we're saying is that our public education should encourage such candidates because this is the time
03:04to introduce them to all of us, to interview them and to participate in debates.
03:09If they don't follow our wishes, what will happen if they win and sit in the polls?
03:17In all of our efforts, many of our voters are relying on the results of the surveys.
03:25What is your advice, Atty. Carritos, so we can monitor our real votes?
03:32It's important for our countrymen to know that many will submit surveys in the coming days and weeks.
03:41That's why we should monitor the survey firms that are submitting the results.
03:47They have a policy that can be skewed to a certain candidate.
03:51So we should look at who is doing the survey and what is their methodology in conducting the survey.
03:59It should be as scientific as possible.
04:02We should remember that there are requirements under our electoral laws for the survey results to be released.
04:10We should say who conducted the survey, what questions were asked to the respondents.
04:16There are many requirements that we should look for in the results that we see.
04:22Atty. Carritos, I'm just trying to show that we are being rude to the posters.
04:26Shouldn't we remove the candidates? They have a right to remove the posters they posted.
04:34If they didn't do it, they will be disqualified immediately.
04:37Under the process of Comelec, there is a system where the candidates are writing the wrong place of their posters.
04:49It's a ceremonial because it's the first day of the campaign and Comelec is removing the posters.
04:54Eventually, while the campaign is running, Comelec, through its election office, will write to the candidates
05:01that their campaign for the final is posted on a poster, on a tree, or on a highway.
05:07That is prohibited. Comelec should write to the candidates and the candidates are given three days to remove their posters.
05:15Thank you very much Atty. Carritos, Executive Director of Lente. Take care.
05:22Thank you. Good morning to all of us.
