00:39These pictures are very important.
00:41More than 100 countries are participating in this.
00:46What is AI like today?
00:48What kind of direction will AI take in the future?
00:51How can we learn from it?
00:53How can we use AI constructively?
00:57Can we discuss the other aspect of it?
01:01So, these are all things,
01:03regarding rules, regulations, controlling authority,
01:06technology, technology transfer, critical technologies.
01:10These are all the points that we will discuss today.
01:17The Prime Minister will also address this plenary session in a while.
01:22The information that we have with us will be addressed by the Prime Minister in a while.
01:26And the global concerns about AI,
01:30how India can address these global concerns,
01:34or how India can play a role in this,
01:36we will discuss this in a while.
01:40All the presidents, all the leaders,
01:42and all the people connected to the tech industry,
01:45have arrived at this plenary session.
01:46Prime Minister Narendra Modi,
01:48French President Emmanuel Macron,
01:49all the people have arrived there.
01:51So, we are showing you these pictures.
01:53From Paris, the capital of France,
01:55where the Prime Minister has arrived at this plenary session
01:59to participate in the AI Action Summit.
02:03These pictures are very important
02:05because the Prime Minister will also address this plenary session in a while.
02:09And what does India think about this?
02:13What is India's view on AI?
02:15How is India moving forward in this direction?
02:19Madam President of the European Commission,
02:22Mr. Vice President, Deputy Prime Minister,
02:26ladies and gentlemen, dear guests, dear friends,
02:29just a quick word to say how delighted we are
02:31to welcome you here.
02:33Yesterday, many of you had conversations
02:40and engaged in dialogue yesterday here at the Grand Palais,
02:44which was built for the World Expo in 1900.
02:51And showed how France is committed to progress and science.
02:58And it's the first time that this newly renovated pavilion,
03:03the Palais d'Antin, has been made open once again to the general public.
03:08So, it was built, this pavilion was built in 1937.
03:14It was Mr. Perrin, who was a Nobel laureate for chemistry.
03:19And he was convinced that by demonstrating to the French
03:24and to the world what science can do,
03:26we could convince them to embrace progress.
03:31And therefore, have science serve the interests of humanity.
03:36And I think that is our challenge with artificial intelligence,
03:40which is to ensure that these incredible technological innovations
03:47with new computing power,
03:51that all of the incredible advances of AI
03:54and its implications in various sectors
03:58be in the interests of humanity in a world that is disrupted by crisis.
04:05Thanks to open dialogue, we're lucky enough to have India,
04:08the US, China, Europe, the African continent,
04:11and the Latin American continent here.
04:13We have heads of state and government, researchers,
04:16civil society, entrepreneurs, investors.
04:22And that gives us an opportunity to engage in dialogue
04:27and to advance on this path of understanding science
04:30and ensuring that it serves collective progress.
04:33I won't be much longer.
04:34I'm incredibly pleased to have you here at this summit,
04:39which I co-chair with Prime Minister Modi.
04:42And so, dear Prime Minister, dear Narendra,
04:45I'm actually going to give you the floor now
04:47so that we can hear from you
04:49and hear what India has to say to the world on AI.
04:52Thank you very much for being here.
05:15AI is a UNIVERSAL TRUTH
05:17UNIVERSAL TRUTH
05:20UNIVERSAL TRUTH
05:22UNIVERSAL TRUTH
05:29Excellencies, friends,
05:34let me begin with a simple experiment.
05:41If you upload your medical report
05:47to an AI app,
05:52it can explain in simple language,
05:59free of any jargon,
06:04what it means for your health.
06:09But if you ask the same app
06:14to draw an image
06:19of someone writing with their left hand,
06:26the app will most likely draw
06:32someone writing with their right hand.
06:40Because that is what
06:45the training data is dominated by.
06:50It shows that
06:53while the positive potential of AI
06:58is absolutely amazing,
07:03there are many biases
07:07that we need to think carefully about.
07:12That is why I am grateful to my friend,
07:17President Macron,
07:20for hosting this summit
07:25and for inviting me to co-chair it.
07:30Friends,
07:32AI is already reshaping
07:37our quality,
07:40our economy,
07:43our security,
07:46and even our society.
07:50AI is writing the code for humanity.
07:56AI is writing the code for humanity
08:03in this century.
08:06But it is very different
08:10from other technology milestones
08:14in human history.
08:18AI is developing
08:21at an unprecedented scale and speed
08:25and being adapted and deployed even faster.
08:30There is also a deep interdependence
08:35across borders.
08:39Therefore,
08:41there is a need for collective global efforts
08:46to establish governance and standards
08:51that upload our shared values,
08:56address risks,
08:58and build trust.
09:01But governance is not just about
09:06managing risks and rivalries.
09:11It is also about promoting innovation
09:16and deploying it for the global good.
09:23So we must think deeply
09:28and discuss openly
09:31about innovation and governance.
09:36Governance is also about ensuring
09:41access to all,
09:44especially in the global south.
09:49It is where the capabilities are most lacking,
09:56be it compute,
09:59power,
10:02talent,
10:04data,
10:06or the financial resources.
10:09And AI can help
10:14transform millions of lives by improving health,
10:19education,
10:21agriculture,
10:23and so much more.
10:26It can help create a world
10:31in which the journey to sustainable development goals
10:37becomes easier and faster.
10:42To do this,
10:45we must pull together
10:49resources and talent.
10:53We must develop open source systems
10:59that enhance trust and transparency.
11:06We must build quality data sets
11:11free from biases.
11:14We must democratize technology
11:18and create people-centric applications.
11:25We must address
11:28concerns related to cyber security,
11:33disinformation,
11:36and deepfakes.
11:39And we must also ensure
11:43that technology is rooted
11:47in local ecosystems
11:50for it to be effective and useful.
11:54Friend, loss of jobs
11:58is AI's most feared disruption.
12:04But history has shown
12:09that work does not disappear
12:13due to technology.
12:16It's nature changes
12:19and new types of jobs are created.
12:24We need to invest in
12:27skilling and re-skilling our people
12:31for an AI-driven future.
12:36Friends, there is no doubt
12:40that the high energy intensity of AI
12:45needs to be looked into.
12:49This will require
12:52green power
12:55to fuel its future.
12:59India and France
13:02have worked together for years
13:05through initiatives
13:07like the International Solar Alliance
13:10to harness the power of the sun.
13:15As we advance our partnership to AI,
13:19it is a natural progression
13:22from sustainability
13:25to innovation
13:28to shape a smarter and responsible future.
13:35At the same time,
13:38sustainable AI
13:41does not only mean
13:44using clean energy.
13:48AI models must also be efficient
13:53and sustainable in size,
13:56data needs,
13:59and resources requirements.
14:02After all,
14:05the human brain
14:08manages to compose poetry
14:14and design spaceships
14:18using less power
14:21than most light bulbs.
14:26Friends, India has successfully built
14:31a digital public infrastructure
14:34for over 1.4 billion people
14:41at a very low cost.
14:44It is built around an
14:47open and accessible network.
14:52It has regulations
14:55and a wide range of applications
14:58to modernize our economy,
15:02reform governance,
15:06and transform the lives of our people.
15:10We have unlocked the power of data
15:14through our data empowerment
15:18and protection architecture.
15:24And we have made
15:27digital commerce
15:30democratic and accessible to all.
15:35This vision is the foundation
15:38of India's
15:41national AI mission.
15:45That is why,
15:48during our G20 presidency,
15:51we built a consensus
15:55on hardening AI responsibly
16:00for good and for all.
16:04Today, India leads in
16:09AI adoption
16:12and techno-legal solutions
16:16on data privacy.
16:19We are developing AI applications
16:24for public good.
16:27We have one of the world's largest
16:32AI talent pools.
16:35India is building
16:38its own large language model
16:43considering our diversity.
16:47We also have a unique
16:50public-private partnership model
16:55for pooling resources
16:58like compute power.
17:01It is made available to our
17:05startups and researchers
17:08at an affordable cost.
17:11And India is ready to
17:15share its experience and expertise
17:19to ensure that AI future
17:25is for good and for all.
17:30Friends, we are at the dawn
17:33of the AI age
17:37that will shape the course of humanity.
17:42Some people worry
17:45about machines becoming superior
17:49in intelligence to humans.
17:52But no one holds the key
17:57to our collective future
18:00and shared destiny
18:03other than us, humans.
18:08That sense of responsibility
18:12must guide us.
