00:57Can we discuss the other aspect of it?
01:01So, these are all things,
01:03regarding rules, regulations, controlling authority,
01:06technology, technology transfer, critical technologies.
01:10These are all the points that we will discuss today.
01:17The Prime Minister will also address this plenary session in a while.
01:22The information that we have with us will be addressed by the Prime Minister in a while.
01:26And the global concerns about AI,
01:30how India can address these global concerns,
01:34or how India can play a role in this,
01:36we will discuss this in a while.

01:51So, we are showing you these pictures.
01:53From Paris, the capital of France,
01:55where the Prime Minister has arrived at this plenary session
01:59to participate in the AI Action Summit.
02:03These pictures are very important
02:05because the Prime Minister will also address this plenary session in a while.
02:09And what does India think about this?
02:13What is India's view on AI?
02:15How is India moving forward in this direction?
02:19Madam President of the European Commission,
02:22Mr. Vice President, Deputy Prime Minister,
02:26ladies and gentlemen, dear guests, dear friends,
02:29just a quick word to say how delighted we are
02:31to welcome you here.
02:33Yesterday, many of you had conversations
02:40and engaged in dialogue yesterday here at the Grand Palais,
02:44which was built for the World Expo in 1900.
02:51And showed how France is committed to progress and science.
02:58And it's the first time that this newly renovated pavilion,
03:03the Palais d'Antin, has been made open once again to the general public.
03:08So, it was built, this pavilion was built in 1937.
03:14It was Mr. Perrin, who was a Nobel laureate for chemistry.
03:19And he was convinced that by demonstrating to the French
03:24and to the world what science can do,
03:26we could convince them to embrace progress.
03:31And therefore, have science serve the interests of humanity.
03:36And I think that is our challenge with artificial intelligence,
03:40which is to ensure that these incredible technological innovations
03:47with new computing power,
03:51that all of the incredible advances of AI
03:54and its implications in various sectors
03:58be in the interests of humanity in a world that is disrupted by crisis.
04:05Thanks to open dialogue, we're lucky enough to have India,
04:08the US, China, Europe, the African continent,
04:11and the Latin American continent here.
04:13We have heads of state and government, researchers,
04:16civil society, entrepreneurs, investors.
04:22And that gives us an opportunity to engage in dialogue
04:27and to advance on this path of understanding science
04:30and ensuring that it serves collective progress.
04:33I won't be much longer.
04:34I'm incredibly pleased to have you here at this summit,
04:39which I co-chair with Prime Minister Modi.
04:42And so, dear Prime Minister, dear Narendra,
04:45I'm actually going to give you the floor now
04:47so that we can hear from you
04:49and hear what India has to say to the world on AI.
04:52Thank you very much for being here.
05:15AI and the Future of Humanity
05:17A Dialogue with Narendra Modi
05:29Excellencies, friends,
05:34let me begin with a simple experiment.
05:40If you upload your medical report to an AI app,
05:53it can explain in simple language,
06:00free of any jargon,
06:04what it means for your health.
06:10But if you ask the same app
06:16to draw an image of someone
06:23writing with their left hand,
06:28the app will most likely draw
06:34someone writing with their right hand.
06:42Because that is what
06:47the training data is dominated by.
06:53It shows that while the positive potential of AI
07:00is absolutely amazing,
07:04there are many biases
07:07that we need to think carefully about.
07:12That is why I'm grateful to my friend,
07:18President Macron, for hosting this summit
07:25and for inviting me to co-chair it.
07:31Friends, AI is already reshaping our quality,
07:41our economy, our security, and even our society.
07:50AI is writing the code for humanity.
07:56AI is writing the code for humanity in this century.
08:06But it is very different
08:10from other technology milestones in human history.
08:17AI is developing at an unprecedented scale and speed
08:25and being adapted and deployed even faster.
08:30There is also a deep interdependence across borders.
08:38Therefore, there is a need for collective global efforts
08:46to establish governance and standards
08:51that upload our shared values,
08:55address risks, and build trust.
09:01But governance is not just about managing risks and rivalries.
09:11It is also about promoting innovation
09:17and deploying it for the global good.
09:23So, we must think deeply and discuss openly
09:31about innovation and governance.
09:37Governance is also about ensuring access to all,
09:44especially in the global south.
09:50It is where the capabilities are most lacking,
09:57be it compute, power, talent, data,
10:05or the financial resources.
10:09Friends, AI can help transform millions of lives
10:16by improving health, education, agriculture,
10:23and so much more.
10:26It can help create a world
10:31in which the journey to sustainable development goals
10:37becomes easier and faster.
10:43To do this, we must pull together resources and talent.
10:54We must develop open-source systems
11:00that enhance trust and transparency.
11:06We must build quality datasets free from biases.
11:14We must democratize technology
11:18and create people-centric applications.
11:25We must address concerns related to cyber security,
11:33disinformation, and defects.
11:39And we must also ensure that technology is rooted
11:46in local ecosystems for it to be effective and useful.
11:54Friend, loss of jobs is AI's most feared disruption.
12:04But history has shown that work does not disappear
12:13due to technology.
12:16As nature changes and new types of jobs are created,
12:24we need to invest in skilling and reskilling our people
12:31for an AI-driven future.
12:36Friends, there is no doubt that the high energy intensity of AI
12:45needs to be looked into.
12:50This will require green power to fuel its future.
12:59India and France have worked together for years
13:05through initiatives like the International Solar Alliance
13:10to harness the power of the sun.
13:16As we advance our partnership to AI,
13:20it is a natural progression from sustainability to innovation
13:28to shape a smarter and responsible future.
13:35At the same time, sustainable AI does not only mean
13:44using clean energy.
13:48AI models must also be efficient and sustainable
13:54in size, data needs, and resources requirements.
14:03After all, the human brain manages
14:11to compose poetry and design spaceships
14:18using less power than most light bulbs.
14:27Friends, India has successfully built
14:32a digital public infrastructure for over 1.4 billion people
14:41at a very low cost.
14:45It is built around an open and accessible network.
14:53It has regulations and a wide range of applications
14:59to modernize our economy, reform governance,
15:05and transform the lives of our people.
15:10We have unlocked the power of data
15:14through our data empowerment and protection architecture.
15:24And we have made digital commerce democratic
15:32and accessible to all.
15:35This vision is the foundation of India's national AI mission.
15:45That is why during our G20 presidency,
15:51we built a consensus on harnessing AI responsibly
16:00for good and for all.
16:04Today, India leads in AI adoption
16:12and techno-legal solutions on data privacy.
16:19We are developing AI applications for public good.
16:27We have one of the world's largest AI talent pools.
16:36India is building its own large language model
16:43considering our diversity.
16:48We also have a unique public-private partnership model
16:56for pooling resources like compute power.
17:02It is made available to our startups and researchers
17:09at an affordable cost.
17:12And India is ready to share its experience and expertise
17:20to ensure that the AI future is for good and for all.
17:30Friends, we are at the dawn of the AI age
17:36that will shape the course of humanity.
17:42Some people worry about machines becoming superior
17:49in intelligence to humans,
17:52but no one holds the key to our collective future
18:00and shared destiny other than us humans.
18:09That sense of responsibility must guide us.
