DepEd holds first convention on human resource development

The Department of Education (DepEd) holds its first-ever Human Resource and Organizational Development (HROD) Convention at the Philippine International Convention Center on Feb. 19, 2025 to organize DepEd HROD leaders across the country and discuss the agency's Human Resource programs and projects. A highlight was the signing of a Joint Memorandum Circular between the DepEd and Department of Budget and Management on the Implementing Rules and Regulations of the Modified Career Progression program for its personnel. 00:00First, when did you sign the Joint Memorandum with Secretary Minister Dama today and why did you call this HRMD Convention to this?
00:11This is the 5th year since we last held a convention.
00:15Before, it was every year.
00:17But this is really to motivate the people of our department.
00:22And DEPEDS is one of the biggest.
00:24So it's important that our people are well-served and motivated.
00:28This expanded career progression is what our teachers and principals have been waiting for for a long time.
00:36They have a bigger chance to promote and get a better salary.
00:44They don't transfer to other schools anymore.
00:47Some transfer to small schools and go to big schools just to promote.
00:52That shouldn't happen anymore.
00:54It's been a long time since we last held a convention.
01:00Are there other teachers and other locations that have been waiting for this since it was opened?
01:10Sorry, I can't hear you. Are you ready?
01:12Are there other places that have been waiting for this since it was opened?
01:14Yes, yes. There are many.
01:16Thousands of people have been waiting for this policy.
01:20Maybe tens and hundreds of thousands over the course.
01:23But of course, this has a cost.
01:25Because when you promote, a person's salary increases.
01:28But that's a small thing compared to the teachers' efforts.
01:36This is not just because of the salary.
01:38This is because of the recognition of their sacrifices and their service.
01:43Sir, is there a budget for February 25?
01:47Yes, yes. There is.
01:50Classes will be suspended on February 25.
01:53Most of the Catholic schools and private schools.
01:56Will you suspend classes?
01:59What is your prerogative?
02:01Will you suspend classes?
02:03Well, the declaration of holidays.
02:06Usually, it's not Deped who declares the holidays.
02:10It's either at the local level, local government, local chief executive,
02:14or at the national level.
02:16It's the office of the president who declares the holidays.
02:18It's just a special working day, February 25.
02:20Is it okay to suspend the Catholic schools?
02:23Well, that's also their prerogative.
02:25I think they have autonomy in that.
02:29It's up to them.
02:30Maybe they will make up for it.
02:32Because we have required school days, right?
02:34Well, the no compulsory charges.
02:40We are strict on that.
02:41The contributions that are required by the PTA should be voluntary.
02:50Will the school days continue in June?
02:53Will they be suspended?
02:55I think it will continue.
02:56A lot of people have adjusted to the new school year.
03:00And that's what our beloved president wants.
03:03Sir, when you learned about the fraudulence scheme in the senior voucher program,
03:07how did you feel?
03:09Well, the government has already spent P100 million.
03:13If we sum it all up.
03:15And I was confused.
03:18Why is there no punishment here?
03:20The punishment is that the voucher is removed.
03:23Maybe we will sample the people here
03:28that we think is not an accident.
03:30Because one of them made a mistake with one or two people.
03:34Maybe that's a clerical error.
03:37But those who have a pattern of taking advantage of the system,
03:47looking for a way to earn money,
03:49maybe we will sample them.
03:51Do you think there is a connection with the government?
03:53Because you are using the LRNs, their patents.
03:56That's what we are studying.
03:58Because the other information, only a few people have it.
04:01So, that's what we will see if there is a connection here.
04:05Before, we saw that there is a connection.
04:07Although, those are no longer in the deputies and have already been charged.
04:10Sir, the schools that are part of this,
04:13will there be a penalty for those schools?
04:18Yes, we should have a penalty.
04:20So that it won't happen again.
04:22And not just the schools.
04:25Even the school officials.
04:27Because they are signing it under oath.
04:29Perjury can be charged. I will teach you.
04:32Well, we are looking at safeguards going forward.
04:35We should have a higher level of validation.
04:43Because we can't validate everything.
04:45Of course, it's impossible to go to thousands of schools.
04:47But in this day and age,
04:49we should be able to use communications and technology to validate.
04:54Sir, how is the curriculum?
04:58The reception of our schools is good.
05:04They are happy.
05:05Because the subject will be reduced.
05:07Even the students are happy.
05:11And the teachers.
05:12When is the next school year?
05:14This coming school year.
05:16This coming school year.
05:17Yes, yes.
05:18But we can't rush it.
05:20Because, of course,
05:21different schools have their own capabilities to enforce this.
05:27And others, of course, will hire new staff.
05:31They will create new curriculums.
05:33We will give them time to comply.
05:52Please subscribe.
