01:12Details to follow.
01:17But before developing these titles, His Majesty King Mohammed VI addressed yesterday a message of congratulations

01:30Mahmoud Ali Youssef was elected as president at the 38th Ordinary Summit of the African Union.
01:38In this message, the sovereign expresses to Ali Youssef his warm congratulations and his sincere wishes for success in the exercise of his high functions.
01:48And assures the new president of the African Union Commission of the absolute support of the Kingdom of Morocco
01:54to all initiatives aimed at promoting solidarity and constructive cooperation between African countries.
02:05And immediately, direction Marrakech with the continuation of the 4th edition of the World Ministerial Conference on Road Safety.
02:17More than 100 ministers from all over the world participate in the 4th edition of the World Ministerial Conference on Road Safety.
02:34Which continues for a second and a last day in Marrakech.
02:38Morocco makes road safety a strategic project.
02:43Declaration yesterday of the head of government at the opening of the works.
02:47The kingdom has put in place a series of laws, projects and initiatives for the strategic management of road safety.
02:55Affirmed Aziz Arnauch who mentioned among other things the adoption of a new road code
03:01and the improvement of road infrastructure in the kingdom.
03:08And on this occasion, the Minister of Transport and Logistics Absamad Kioch announced the launch of the international price Mohamed VI for road safety.
03:18A distinction to reward innovative initiatives in the fight against road insecurity.
03:26More details with Raja Ingo.
03:29For its first edition, the international price of 500,000 dollars was awarded in ex-aequo to the World Health Organization
03:38and to the United Nations Road Safety Fund.
03:41The two organizations stood out in their efforts for the development of prevention and reduction strategies for road risks.
03:49Each of the two institutions was thus awarded a reward of 250,000 dollars.
03:55It is a great honor to receive the prize of His Majesty Mohamed VI.
04:02It is the first road safety prize.
04:05It is a recognition of the work we have been doing for two decades
04:09and also an encouragement to continue to do more for road safety in the world.
04:14This distinction will be awarded once every four years,
04:18on the occasion of the holding of the World Ministerial Conference for Road Safety.
04:23The opening ceremony was also marked by the launch of a commemorative stamp
04:28and a special coin piece dedicated to the 2025 edition.
04:32It symbolizes Morocco's commitment to safer and more sustainable mobility.
04:38Discussions were held on the use of technology and artificial intelligence
04:46in road control and data collection in a targeted and immediate way.
04:51I salute the efforts made by the Kingdom in this regard,
04:54particularly in the launch of the African Observatory dedicated to data collection related to road safety
05:01because data collection is the basis of all policies.
05:08Under the theme of Engaging for Life,
05:11this international event is marked by the participation of official delegations
05:16led by more than 100 ministers in charge of the transport,
05:20interior, infrastructure and health sectors sectors.
05:25And as for road safety in Morocco,
05:28despite the increase in accidents in recent years,
05:33authorities have managed to reduce the number of fatal accidents
05:38thanks in particular to the implementation of the road map of the NARSA,
05:43Omar Hilal, ambassador of Morocco to the United Nations,
05:46explains to us the importance of Marrakech's statement on road safety.
05:51I invite you to listen to it.
05:53The road accidents practically strike 2 to 3 to 5% of the GDP of each country,
06:03in addition to the millions of deaths, in addition to the hundreds of injured.
06:08It is also a statement that focuses on,
06:12first of all, education from school,
06:15on the awareness of the imperative to ensure the safety of people.
06:21Secondly, it reinforces the measures that have been adopted by the States,
06:26making them even more restricting.
06:28Thirdly, the sharing of experiences between countries
06:33where there has been a reduction in the number of deaths, accidents and injuries.
06:40And fourthly, it is for the first time that we are focusing on financing,
06:45helping developing countries,
06:47because it is very beautiful to adopt a statement,
06:50to adopt commitments from all member countries,
06:53but especially developing countries,
06:56if they do not have sufficient financial assistance,
07:00support, technical cooperation, institutional assistance,
07:04it would be difficult for them to implement these measures
07:08that have been adopted to ensure the safety of people.
07:11Moreover, at the African meeting yesterday,
07:16African countries asked to benefit from the Moroccan experience.
07:20Alhamdulillah, thanks to the instructions of His Majesty the King,
07:25to the strategy of citizen protection,
07:28and especially the roadmap.
07:31Thus, Morocco has managed to reduce the number of accidents, deaths and injuries,
07:38but it is not enough.
07:40We need to reduce it by half by 2030,
07:45and by 2050, normally, there will be a commitment to zero accidents,
07:50zero deaths and zero injuries.
07:52But this requires a lot of effort,
07:55whether in terms of civic education,
07:58in terms of responsibility of the States,
08:00in terms of responsibility of civil society,
08:02which also plays a very important role,
08:05but the fundamental support of the State in the framework of an integrated strategy.
08:12But know that despite the recorded advances,
08:15road accidents are still one of the main causes of mortality in Morocco.
08:21The situation remains therefore worrying,
08:24as explained to us by Alaa Ben Ali in this story.
08:28In Morocco, road accidents cause an average of 3,500 deaths and 12,000 serious injuries,
08:36or an average of 10 deaths and 33 injuries per day.
08:40Moreover, the year 2024 recorded a notable increase in body accidents in urban areas,
08:46with 96,810 recorded incidents,
08:50an increase of 14% compared to the year 2023.
08:54In addition, in 2024, Morocco recorded 1,063 deaths and 5,046 serious injuries.
09:01Moreover, and according to data, road accidents represent a colossal cost for Morocco,
09:06estimated at 19.5 billion dirhams per year,
09:10or nearly 1.7% of the country's GDP.
09:14And to slow down the bleeding,
09:16the Kingdom of Morocco has put in place a national road safety strategy for 2017-2026.
09:22The latter has resulted in a 22.47% decrease in deaths
09:27due to road accidents between 2015 and 2022
09:30thanks to initiatives such as strengthening road infrastructure,
09:35increased awareness and strict road code application.
09:39Finally, this remarkable improvement at the national level
09:42has also found an echo on the international scene,
09:45where the Kingdom was supported by the United Nations in June 2023
09:49to organize this year the World Road Safety Conference,
09:54scheduled for February 18 and 19 in Marrakech.
09:57The choice of Morocco as a permanent seat of the Pan-African Institute for Development
10:14testifies to the eminent place occupied by the Kingdom
10:17on the African and international diplomatic scene.
10:20This is what Emmanuel Kandem, General Secretary of this Institute,
10:25said at the end of his interviews with the Minister of Foreign Affairs, Nasser Boretta.
10:30He also highlighted the strategic importance of the city of Dakhla,
10:35a gateway between Sub-Saharan Africa and North Africa,
10:38where the IPD will be established.
10:41And in Dakhla, the Minister of Communication and Culture
10:47and his French counterpart Rachida Dati
10:50have inaugurated a regional annex of the Institute for Audiovisual and Cinema.
10:56This new structure also reinforces the offer of training
11:00in the fields of audiovisual and cinema,
11:03by offering young people in the region specialized training in this field.
11:13And during this official visit of the French Minister in Morocco,
11:17several cooperation agreements were signed yesterday in Rabat
11:21between Morocco and France in the cultural field.
11:25Mehdi Ben Saeed and Rachida Dati also signed a declaration of intention
11:30of cooperation in the field of audiovisual and cinematographic archives.
11:38And speaking at a press conference
11:41jointly with the French Minister of Culture, Rachida Dati,
11:45Mehdi Ben Saeed highlighted the excellence of cooperation and partnership
11:50between Paris and Rabat in several sectors, including the cultural industry.
11:55Let's listen to Rachida Dati.
11:57How does the game become an industry?
12:00How does the game become an asset for a country?
12:03For Morocco, it was a real asset, an economic lever,
12:07a lever of growth as well.
12:09It is the first creative and cultural industry in the world.
12:12It is 186 billion euros in turnover, more than 1.7 billion users.
12:17And so it is an asset for many countries.
12:20Morocco is also a pioneer in this sector of creative and cultural industries.
12:25Moreover, your minister is very committed to this sector,
12:28since in just a few years, this sector has developed strongly
12:32and has become strongly attractive.
12:34It has become attractive for young Moroccans,
12:36but it has also become attractive for a foreign youth,
12:39because we find on this campus and in this place, in this university,
12:42it is enough to interview students, many students of foreign nationalities.
12:47We have a strong partnership with the ISAR institution,
12:50which trains all these young developers, these young creators,
12:54who in a few months will present their finished projects.
12:57And of course, we have already seen the state reports.
13:00We had the opportunity, during the state visit with the French president,
13:04to be able to meet with these students, with these young creators,
13:08with developers, with some of them who had a job,
13:11who had a job, who were of a certain age,
13:14and who had successfully launched themselves in this gaming and video sector.
13:19And so, the advantage of this sector, you can get involved at any age,
13:23whatever your training, you have to be brave,
13:27volunteer, and be very creative, and there is a political will behind it.
13:32In Morocco, there is a real political will, of course,
13:36to develop this sector.
13:38Moreover, on cultural cooperation, since my arrival,
13:42we have put in place the agreements that we had signed
13:45before the French President and His Majesty the King Mohammed VI.
13:48It is a very personal commitment, I was going to say,
13:51with a real vision, a real ambition of His Majesty the King Mohammed VI.
13:55And the youth can, indeed, have the pleasure
13:59to get involved in this sector with concrete results.
14:02Moreover, the Minister comes very regularly to see the evolution of this project,
14:07of the actions, in a very concrete way.
14:09Moreover, he has committed to come back at the time of the presentation of the projects,
14:13at the end of this training that we have with France.
14:15Moreover, we are going to organize in 2026
14:18meetings that we have called Malraux, in this field.
14:21Obviously, Moroccans are invited,
14:23and there will also be residences of creators, of artists, also creative.
14:27And I have committed, as I have done throughout this year,
14:31to facilitate, in particular, the granting of visas
14:34to allow these residences of artists,
14:37but also these exchanges between our two countries, between our two youths.
14:42In the rest of the news,
14:44Morocco and Mauritania are preparing to open a second commercial passage,
14:48after that of the Gelgaras,
14:50this new road junction of a length of 53 km,
14:54which must connect the two countries,
14:56is beginning to take shape, according to the Ministry of Equipment.
14:59The department is working on the construction of the road
15:03that connects Jdria, Farsia and Mahbes,
15:06on 128 km,
15:08and the construction of the national road surface
15:11between Smara and the Mauritanian border.
15:15The total investment is estimated at 215 million dirhams.
15:19I suggest you listen to this speech.
15:21Issassin Mouaed, he is in charge of the division of equipment in the province of Smara.
15:26This project is about housing
15:30a place for a road station in the region of Amgala.
15:35This project also includes the development of some buildings,
15:40a residence for officials,
15:43a gold castle to feed the region,
15:46a cafeteria,
15:48a prayer room,
15:49sanitary spaces.
15:51The region will also provide electricity
15:56by using photovoltaic panels.
15:58This project is located in a space
16:02which is next to the Mauritanian border,
16:04which is an important area
16:08that allows the link between Mauritania and the city of Smara.
16:12Now, international news.
16:15On the one hand, Russians and Americans
16:17agreed yesterday in Riyadh
16:19to establish a mechanism
16:21intended to settle their disputes.
16:24In this sense, they will appoint negotiators
16:27on the war in Ukraine.
16:29This was decided at the end of a meeting in Riyadh
16:32between the US Secretary of State Marco Rubio
16:34and his Russian counterpart Sergey Lavrov,
16:37the first to talk about this level between Russians and Americans
16:40since the Russian invasion of Ukraine in February 2022.
16:45By the way, Donald Trump says he is more confident
16:48in the possibility of an agreement with Moscow.
16:51In reaction, the head of diplomacy of the European Union
16:54called on the United States last night
16:56not to fall into Russian traps,
16:59estimating that Moscow is trying to divide the West.
17:05In Brazil, the judicial system is tightening
17:08around former President Jair Bolsonaro.
17:11He was inculpated yesterday
17:13for a presumed coup project
17:15aimed at preventing the return to power of his successor Lula.
17:19The parquet detailed in a statement
17:22the inculpation of the former right-wing extremist leader.
17:25Between 2019 and 2022, he was in power,
17:27but also 33 other suspects
17:30accused of inciting and executing
17:33acts contrary to the three powers
17:35and to the state of democratic law.
17:37The indictment was submitted to the Supreme Court,
17:40which must now decide whether to open a trial or not.
17:43But if a trial is opened, Jair Bolsonaro,
17:46he will be sentenced to 12 to 40 years in prison.
17:53The news in the continent is marked
17:55by these new attacks on Sudan,
17:57attacks by paramilitaries
17:59that have killed more than 200 people in the south of the country.
18:03Two villages in the state of the White Nile have been targeted.
18:06According to a group of lawyers,
18:08the rapid support forces
18:10have attacked non-armed civilians
18:12in areas without military presence.
18:15Both parties are accused of executions
18:18and war crimes in this conflict
18:20that killed tens of thousands of people
18:22and displaced more than 12 million.
18:28Direction Tunisia now,
18:30where unemployed PhD students
18:32organized a protest rally
18:35in front of the offices of the Ministry of Higher Education.
18:38They demand the regularization of their situation.
18:41From Tunisia, Najwa Bacha for the details.
18:46Despite years of dedication to studies and research,
18:50Adlen Benfebte, PhD student and researcher,
18:53finds himself in unfavorable conditions
18:56and faced with persistent unemployment.
18:59Adlen decided to break the silence
19:02in the face of what he calls
19:04a social injustice of which he is a victim.
19:07The case of PhD students without employment in Tunisia
19:10resurfaces.
19:13I have been unemployed for so long
19:15that I have lost count of the number of years
19:18during which I have not worked.
19:20I finished my studies and obtained my doctorate in 2011,
19:23but I am not the only one.
19:25There are those who have spent 20 years or more without work.
19:28Personally, I think the problem
19:30comes from the Ministry of Higher Education,
19:33which has closed the contests for 4 or 5 sessions,
19:36which has doubled or even tripled the number of PhD students.
19:40It is worth noting that the Ministry
19:42currently exploits us in precarious jobs
19:45and occasional working hours.
19:47It is a shame to talk about a PhD student
19:50who does not even have enough money
19:52to buy a cup of coffee.
19:55According to the statistics of the Ministry of Higher Education
19:58and the Ministry of Higher Education of the Scientific Research,
20:017,000 PhD students are currently unemployed.
20:05The movement of Tunisian PhD students
20:07excluded from work observed this Tuesday in Sittine
20:10in front of the Ministry of Higher Education
20:13as a protest against what it calls
20:16an alternation of the government
20:19in the face of their claims
20:21and its non-reactivity
20:23concerning the recruitment of PhD students without employment.
20:27Today, there are 7,000 unemployed PhD students.
20:30In this demonstration,
20:32we renew our request to the executive power
20:35to speed up the publication of decrees
20:38after 5,000 positions have been identified
20:41to employ PhD researchers in various ministries,
20:45including the Ministry of Higher Education
20:48and in all research laboratories.
20:51We also demand a reform of the recruitment methods
20:55which are still subject to favouritism
20:58in the competitions.
21:01PhD researchers point out
21:04the administrative slowness within the ministry.
21:07Moreover, they call for an urgent revision
21:10of the government decrees
21:12to facilitate their professional integration.
21:15President Kays Saïd has asked for a quick resolution
21:18of the matter recently.
21:24To conclude, a wave of freshness
21:27has been inviting for some time
21:29in the daily life of Senegalese people.
21:31A meteorological phenomenon
21:33that the inhabitants sometimes have a hard time dealing with.
21:35Our reporters Echata Diakite and Moussa Ndiel
21:38went to the National Agency for Civil Aviation
21:41and Meteorology.
21:43I suggest you follow the report.
21:47A freshness that increases day by day
21:51with often unpredictable winds
21:53in the daily life of Senegalese people
21:55for a few months.
21:57A situation that some have a hard time dealing with.
22:00It's really, really, really cold.
22:02I thought by noon there would be a bit of sun.
22:05That's why I didn't wear a sweater to see the freshness.
22:09But it's really cold this time in Dakar.
22:12It looks like we're in Europe.
22:14It's very cold.
22:16It's very, very cold.
22:18It's like we're in the third age.
22:21However, from the point of view of the specialists,
22:24this wave of freshness is not as intense.
22:27It just got longer.
22:29We have three to four months of freshness.
22:31The freshness started in November, December, January
22:34and a bit towards the beginning of February.
22:37It's as if this situation has returned.
22:40It's a situation that used to occur in Senegal.
22:43As I said, it's not a freshness that is really extreme.
22:47Compared to what we recorded in the past years,
22:50it was a freshness that was marked.
22:53But it tickles the Senegalese
22:55because we stayed for three to four years
22:58without having this kind of freshness.
23:00To deal with this freshness,
23:02some have chosen sport to get a feeling of warmth.
23:06But the situation is more complicated for the elderly.
23:10When I have time, I go to the beach to jog
23:15so that I can get back in shape.
23:21We face rheumatism and body aches, etc.
23:28In Senegal, the initial period of freshness
23:31is often expected from the beginning of December to the end of January.
23:35For this year, it will continue until March,
23:38according to weather forecasters.
23:41A temperature that changes during the day
23:44with a rise in the middle of the day
23:47could fall at night with freshness
23:49across the entire territory.
23:52This concludes this newscast.
