08:25the 4th Ministerial Conference on Road Safety,
08:29with the presence of more than 100 countries, ministers of different organizations,
08:37representatives of the victims, to talk about what is called a pandemic in dormitory.
08:45And we saw this morning the commitment of the government, in particular the commitment of the Minister of Transport.
08:53One of the highlights of this event is the signing of a partnership agreement to strengthen the safety of motorcyclists.
09:00This agreement focuses on the acquisition of 20,000 homologated helmets,
09:05meeting the safety standards in force for a total cost of 6 million dirhams.
09:11And before this World Ministerial Conference,
09:14the Ministers of African Transport met in session yesterday,
09:19with the aim of making a statement on the mortality on the roads of the continent
09:24and finding ways to accelerate the implementation of the World Action Decennial Plan
09:30and the African Action Plan for Road Safety 2021-2030.

09:39The road accidents caused the death of 250,000 people in 2021 in Africa.
09:46This represents 19% of road accidents in the world,
09:50while the continent represents only 15% of the world's population and 3% of the world's motor park.
09:58Since 2010, road accidents have increased by 17% in this region,
10:03making it the most affected region on the planet.
10:07We at the WHO collect data and produce reports on the situation of road safety in the world.
10:14In 2023, we published the fifth report,
10:17which once again shows that Africa has the highest mortality rate from road accidents.
10:24We are at 19.6 people per 100,000 inhabitants,
10:28compared to other places in the world that are at 5 or less, with an average of 15.
10:36So you can see that we are well above the average, and that is constant.
10:41We have not seen a reduction.
10:43On the contrary, in the last 10 years, we have seen an increase in the number of deaths on the continent.
10:51This session of African ministers was therefore an opportunity to tackle the challenges related to coordination,
10:57but also to harmonize the policies of each country on the continent.
11:02The idea being to integrate road safety into national strategies,
11:06while aligning with the objectives of the 2030 World Road Safety Plan.
11:12At the heart of the issues, the African Road Safety Charter, ratified by 13 African countries.
11:19It takes 15 to implement a coordinated action between the African countries.
11:25A major tool of this regional construction governance is the African Road Safety Observatory.
11:33In fact, the situation in road safety is really very worrying.
11:38So what the observatory does is just to bring all these countries together,
11:43facilitate data collection, and facilitate the process of harmonization of this data collection in Africa.
11:54During this meeting, a call was also made for the financing of these African policies.
12:00Accidents on the continent actually cost more than 5% of the GDP in Africa.
12:06So many issues that will be at the heart of the Marrakech Declaration.
12:10It defines the global policy for road safety for the next five years.

15:45Cependant, nous soutiendrons en termes de logistique et de soutien politique
15:49les pays qui enverront leurs soldats.
15:51Ces échanges européens sur l'Ukraine ne se limiteront a priori pas à ce sommet.
15:59Les pays européens se rassemblent pour la paix et la sécurité de l'Europe
16:04selon l'Elysée.
16:05Mais pour le chancelier allemand Olaf Scholz,
16:08l'Europe et les Etats-Unis doivent agir ensemble pour la sécurité collective.
16:13Il ne doit pas y avoir de division de la sécurité et des responsabilités

16:21Ce qui signifie que l'OTAN repose sur le fait que nous agissons toujours ensemble

19:01pendant une période de 6 mois à 2 ans de Tunis.

19:08Elias, un jeune artisan propriétaire d'un atelier de chaussures
19:13regarde avec douleur et regret son atelier au bord de la faillite.
19:18Du jour au lendemain, il a commencé à chercher une autre source de revenus
19:23à cause de difficultés financières inattendues.
19:26Elias fait partie des personnes concernées par la nouvelle loi sur les chèques.
19:31Il a récemment dû licencier 8 ouvriers
19:34et envisage sérieusement de fermer définitivement son atelier et quitter le pays.
19:42En cas de non disponibilité d'espèces,
19:44nous utilisons généralement les chèques comme moyens de paiement avec garantie.
19:49Maintenant, avec la nouvelle loi, nous n'avons plus d'autres moyens de paiement.
19:54Regardez ces marchandises.
19:56Il s'agit d'un client qui n'a pas pu payer en espèces
19:59et bien entendu, en l'absence de chèque, n'a pas pu obtenir sa marchandise.
20:05Aujourd'hui, en tant que commerçant,
20:07je pense sérieusement à immigrer pour chercher du travail hors de la Tunisie.
20:13Les chèques bancaires représentent environ 40% du volume des transactions commerciales en Tunisie.
20:20L'utiliser comme garantie et paiement avec facilité
20:23était une solution pour les Tunisiens pour faire face à la crise économique.
20:28Aujourd'hui, la nouvelle loi vise essentiellement à limiter la consommation
20:33et aura des conséquences désastreuses, selon les experts.
20:38Depuis l'entrée en vigueur de la nouvelle loi sur les chèques en Tunisie il y a 15 jours,
20:43l'économie est pratiquement paralysée.
20:46Le consommateur qui comptait beaucoup, à hauteur du tiers du PIB national,
20:52sur les chèques pour financer ses consommations,
20:56se verra débuter de ce moyen de paiement, donc il y aura moins de consommation.
21:02Cet impact on le verra dans les semaines à venir
21:05et on ne trouvera pas une solution d'alternative à tout ça avant 6-7 mois.
21:09Donc la Tunisie connaîtra une récession économique, commerciale, interne,
21:14quant à la demande et quant à l'offre, pour les 3-4 prochains mois.
21:19La nouvelle plateforme permet aux bénéficiaires du chèque
21:22de vérifier instantanément l'existence d'une provision couvrant le montant du chèque
21:28et de la réserver instantanément au moment de la transaction.
21:32Dans les pays développés, mettre un chèque sans provision est assimilé à une escroquerie.
21:38La Tunisie qui sanctionnait auparavant cette infraction par 5 ans de prison
21:43a adopté en août 2024 une nouvelle législation assouplissant les peines
21:49et réformant le système des chèques.
21:51Depuis son application début février 2025, le marché tourne au ralenti.
22:00Retour au Maroc pour terminer et à l'approche du mois de Ramadan,
22:05plusieurs campagnes de sensibilisation sont lancées à Casablanca,
22:09objectifs renforcer la propreté des espaces publics de la ville
22:13et encourager des comportements plus responsables.

23:02Ces opérations de collecte des déchets
23:04concernent plusieurs artères principales de la ville.
23:07Elles visent essentiellement à sensibiliser l'opinion publique
23:11quant à l'importance d'adopter des comportements respectueux de l'environnement.
23:20À l'approche du mois de ramadan,
23:21notre agence en collaboration avec la commune de Casablanca et la société Casabria
23:26intensifie les efforts pour préserver la propreté de la ville.
23:29Et ce, en recourant à la collecte des déchets ménagers,
23:33à la collecte des déchets recyclables ainsi qu'au nettoyage des rues.
23:40Ces campagnes feront de Casablanca non seulement une ville prête
23:43à accueillir des événements sportifs majeurs,
23:45mais aussi un modèle pour tout le pays,
23:47où la modernisation des équipements va de pair
23:50avec l'amélioration du cadre de vie et l'engagement collectif.
