00:00You were asked by the camera about various issues in the Senior High School Voucher Program
00:04that is being investigated by DepEd by the Umanoy Ghost Beneficiaries.
00:09Witness Tina Panganiban-Perez.
00:14In some questions, the Department of Education did not issue a Php 200 million fund for the Senior High School Voucher Program
00:23for the school year 2023-2024.
00:26This is what DepEd said in a hearing of the House Committee on Basic Education and Culture
00:31regarding the Umanoy Ghost students who are benefiting from the program.
00:35Since January 2021, 55 DepEd students have left the Senior High School Voucher Program.
00:43Twelve are being investigated now.
00:46Those schools have different findings.
00:51Not only those students who do not have school records or no class attendance,
00:59but also those who are unqualified voucher recipients.
01:04Unqualified because they're supposed to apply via the voucher application program,
01:12but they did not apply.
01:16The private schools categorized them as automatic grantees.
01:19DepEd has yet to say how many ghost students are included in the Senior High School Voucher Program.
01:27The voucher program was implemented to help private schools
01:32with students who cannot receive DepEd due to the large number of students and lack of facilities.
01:40According to DepEd, the beneficiary in the Junior High School receives Php 9,000 to Php 13,000.
01:48While in the Senior High School, Php 14,000 to Php 22,500.
01:53In 2024, Php 40 billion was allocated for the DepEd voucher program.
02:00It's almost the same for 2025.
02:03Some parents and teachers complain that the choice of beneficiaries is not good
02:09because some are eligible even though some are not.
02:13Because in their school, the priority is Php 100,000.
02:17If you apply for that voucher, they will get it.
02:21So they were able to get it.
02:23But for those who are not eligible, they are pitiful.
02:27The number of students who are unqualified is increasing.
02:30It's increasing.
02:31Well, for us, the Fly-by-Night Senior High Schools that spread,
02:37especially in Kamanaban,
02:39they are offering incentives.
02:41In public schools, they will give incentives to each head that will enroll in their high school.
02:47It's just because we only have a few private schools that are a bit tired, Mr. Chair.
02:53We are looking at filing criminal cases.
02:56The committee said that only 10% of the students who are eligible for the program are actually monitoring.
03:03DepEd and Payak's answer is that their objective is to reach Php 100,000.
03:10That's their moving forward objective.
03:13I guess, in their next academic calendar.
03:17But again, it's impossible for Php 10,000 to reach Php 100,000.
03:20But at least we saw a significant increase.
03:23DepEd and Payak are studying how to implement the voucher program.
