00:00I'm here at Lee House in Peterlee, which has been closed for a number of years and has grown into a state of disrepair.
00:06According to the police, it's attracting anti-social behaviour and low-level crime.
00:10The first thing which strikes you is the clock, which locals say has been stuck on the same time for a number of years.
00:15You've also even got some evidence high up there on the tower block.
00:19The building's privately owned, and as we can see as we move towards it here, there's a large number of windows which have been smashed in and not been repaired.
00:27As we make our way around here, you will see there's also lots of sayings about CCTV.
00:32There's a saying here in particular about warnings about drinking alcohol in the area, which indicates there may have been a problem with this in the past.
00:39As I walk around the building, there's large numbers of areas which have been boarded up to prevent entry and where things may have been smashed.
00:46There's lots of litter which has been discarded, and there's also further evidence of vandalism with graffiti smashed in windows.
