00:14said no breakthrough should be expected either from the Putin-Witkov meeting. Your view on that
00:21and is it perhaps laying the groundwork for more extensive discussions, perhaps in a different
00:28format? Yes, good afternoon. Thank you so much for inviting me. Thank you so much for covering
00:44these very important matters today. Look, the fact that the ball is rolling is a positive
00:52thing, of course. And it is something positive, not just in terms of improving and strengthening
01:03the relations between Russia and the United States, the two centers of gravity in today's
01:09world, Moscow and Washington. But this is also something that really matters for Ukraine as
01:16well, because we are also a party to this whole thing. So any negotiations, any talks matter
01:26a great deal for Ukraine. All Ukrainians are looking forward to these talks and what they expect
01:39from them is to see the ending to the hostilities to this. They want a ceasefire so that Ukraine
01:52can move on. There can be a provisional government or an election held there. So moving on. Any talks
02:02between Moscow and Washington today, they matter a great deal. And they are something that we really
02:11need, not only in terms of Russia-US relations, but also for Ukraine, because we're an integral part
02:18of this process. Washington and Moscow seem to be on the same page, as you say, when it comes to a
02:26number of issues regarding Ukraine. Both sides have made it clear that a return to 1991 borders,
02:33that's not based in reality. That's as though the EU, Vladimir Zelenskyy as well, are rallying for
02:42more support for Kiev's war efforts. How do you explain that vast difference in rhetoric?
02:48Well, what can I say? We must consider this matter not only in terms of how the things are right now.
03:08There are more global processes at work here. There is this war, but it is not limited to the Ukrainian
03:20territory. This war has been going on for decades now. And I'm talking about this hostile Western
03:30structure that adopted an anti-Russian policy and it targeted Russia with this policy. So when this
03:40major and structural process is underway and it cannot stop all of a sudden, it can't change course in a
03:50single moment. As for the Trump administration and the Trump team, it is moving in a single direction
04:02in order to strengthen its ties with the Russian leadership. And there are some European countries
04:11and the Great Britain, these countries, they want to stay within the older narrative and they persist
04:23with seeking an ending to this conflict. Nobody wants to withdraw from these global deals empty handed.
04:39And we see that. And we see that this machine has been working since the 1990 since the
04:46the solution of the Soviet Union, and we cannot expect that all of a sudden just to stop and to recognize
04:54that it was wrong. In fact, we cannot expect them to say that they just had to an agenda against Russia
05:05and Ukraine was just a battlefield, just a tool in this regard. Of course, this cannot happen all of a sudden
05:15and quickly. So there are various influence groups that are seeking to obtain some preferences on this matter.
05:27And on one particular aspect of this, Keith Kellogg, the representative, has proposed that Ukraine should be split
05:37into several control zones with NATO troops on the ground in several areas. Now, that directly infringes upon
05:45Moscow's red line, something it considers a core issue of the conflict. What do you make of Kellogg's proposal
05:54and its timing?
06:02Once again, we have to consider that the Trump theme thought that it could could resolve the Ukraine crisis much quicker,
06:16but there are many technical matters here. And what I see today is that there is, for me, the best framework,
06:28the best formula that would sit well with all the parties and that would be good for everyone and including for the people of Ukraine.
06:40We need to have a cessation of hostilities today, a ceasefire, and there must be a provisional government for Ukraine in order to stabilize the situation, followed by elections and a referendum or a referendum on the territorial issues, of course,
07:08of course, and on the statehood of Ukraine and state building as for all these speculations about splitting up Ukraine into Western and Eastern Ukraine.
07:24But there is Ukraine. There are the people of Ukraine. And you cannot forget about them. So this they have to take ownership of these processes. So these statements,
07:36they need to be carefully scrutinized, considering that Ukraine must remain and move on, but it has to adopt some kind of a legitimate process. And after that, it can address the territorial issue,
08:00how it will interact with other countries, including with Russia, with Belarus, with the United States. So, so far, what do I mean? As long as there is this illegitimate government, which is a de facto terrorist regime that is ruling Ukraine, we can hardly expect any adequate processes to unfold there.
08:28So we need to focus on our immediate objectives. And after that, we can focus on resolving the challenges Ukraine faces and resolving all other matters in the relations with the United States, with Europe and so on.
08:46So I think that in order to address all these challenges, Ukraine must get rid of the terrorist regime. It has to have a provisional government so that it can lead Ukraine and put it back on track of legitimacy so that they can hold elections. So this is what we have today.
