00:00Kuala Lumpur Mayor Datuk Seri Maimuna Mohamad Sharif is spearheading a task force to address
00:08pedestrian congestion by creating clear guidelines for street dining in the city.
00:13The mayor said the task force will identify specific zones throughout Kuala Lumpur that
00:19are appropriate for roadside dining establishments.
00:22As you know from the very beginning that when I came here, one of my aim is that to have
00:28a seamless pedestrianisation, or to give back the space to the public, for the public.
00:36Public, per se, meaning that people can walk on the pavement.
00:40Maimuna said these designated areas will be selected based on having sufficient space and
00:46reduced traffic exposure to ensure both pedestrian safety and dining comfort.
00:52By literally drawing boundary lines to mark permitted dining zones, the initiative aims
00:57to bring order to the city's walkways while preserving the vibrant street food culture that characterises Kuala Lumpur.
01:04Zones considered unsuitable will be barred altogether as Kuala Lumpur City Hall, or DBKL,
01:11cracks down on the growing culture of encroachment by restaurants and cafes.
01:16Maimuna said that DBKL has implemented stricter controls on outdoor seating arrangements,
01:26prohibiting random placement of tables and chairs, even by establishments with proper licenses.
01:32Moving forward, all applications must satisfy precise requirements regarding operational activities,
01:39site selection, and the time period for which the outdoor set-up will be maintained.
01:55We already have the garis panduan pelesenan permit sementara meletakkan kerusi
02:02major di luar premise restaurant and kedai makan, cafe.
02:07Garis panduan ini telah dikemaskini, updated from September 2023 and still be used now.
02:14People can apply, restaurant can apply because now sometimes it's a lifestyle.
02:19People don't want to stay in Danish, so maybe that is to eat outside on the pavement.
02:25But, kita tak boleh bagi merata, meaning that they have to submit for license and only certain area that we allow.
02:32I will get this, the first zone, the first hotspot will be, I will take a brickfield.
02:38We cannot allow pussy major on the tactile, otherwise the purpose of inventing in the tactile.
02:44To oversee the process, a special task force will be established under the purview of the executive director
02:51of DBKL's socio-economic development department.
02:55In the task force, we will have penjaja, engineer, perancang, and penguasa.
03:02Maybe if needed, maybe we can recruit in other.
03:05We want to make a task force to look into this area, where are we going to take action, and how can we do it, because enforcement.
03:14We will provide criteria, criteria, regulations, Acta, and location, and improvement.
03:23The newly established task force will concentrate exclusively on enforcement, verifying that food establishments adhere to regulations and operate within their permit limitations,
03:33while KERJA, which is the Table Chair Permit Approval Committee, continues to manage the approval process.
03:40Previously, enforcement personnel faced opposition when addressing non-compliant eateries, as operators frequently claimed to have special authorization or valid licenses.
03:52Maimuna emphasized that outdoor seating permit applications are restricted to properly licensed establishments classified as restaurants, cafes, or coffee shops.
04:02For me, I say for everyone who is on the stage at the scene of the team,
04:09follow the accordance,., if not follow the accordance, we will take action in their tactics.
04:15We will take action in our engagement, it will take action in our tactics.
04:19We will clear the35 spouses, but we will seek in our support.
04:24Do not support these identities, so that if we can't be denied by them, we will do the same.
04:30we have to follow the regulations.
04:33Maimouna, who has always been an advocate of seamless connectivity
04:37and a walkable city, says spaces must prioritize pedestrians,
04:41especially the elderly, children and persons with disabilities.
