Tinalakay ni Japan’s Cabinet Secretary for Public Affairs Kobayashi-Terada Maki ang posibleng benepisyo ng mga kasunduang militar sa pagitan ng Pilipinas at Japan, kabilang ang Acquisition and Cross-Servicing Agreement (ACSA). Layunin daw ng mga inisyatibang ito na palalimin pa ang defense cooperation ng dalawang bansa sa gitna ng lumalalang tensyon sa rehiyon, lalo na sa West Philippine Sea.

Suportado rin ng Japan ang agarang pagbuo ng China at ASEAN ng isang makabuluhang Code of Conduct (COC) para mapanatili ang kapayapaan sa rehiyon.

00:00Secretary, thank you for this interview and welcome back to Manila.
00:07Thank you very much. I'd like to be back.
00:10Yes, I'll just go straight right to it. The meeting between the Prime Minister and President Marcos.
00:16How will the proposed acquisition and cross-servicing agreement of information and security of information agreement,
00:24how will it go and could you elaborate more on the operational details and expected benefits of these initiatives?
00:32Thank you very much. So just let me touch upon the meeting between the President and the Prime Minister
00:40because they briefly met last October on the sidelines of the Assam-san meeting.
00:46So it was a great opportunity for them to discuss issues in depth and build a good personal relationship.
00:54So we had a very big step forward in terms of security and economic issues spheres.
01:00Talking about security issues, as you said, both leaders agreed to start negotiations for acquisition and cross-servicing agreement.
01:11We are about to ratify RAA. It is now discussing and approved accordingly in due time.
01:20Once ratified, our Defence Forces have already conducted joint exercises for humanitarian assistance and disaster relief
01:30and also participated in joint exercises of US-Philippines or US-Philippines-Australia.
01:36But the participation was rather limited due to the absence of RAA.
01:46So together with RAA and this coming negotiation for AXA, it will facilitate our Defence Forces to have more activities such as protocols or full engagement in joint exercises.
02:02And it will help our Defence Forces to increase our own capabilities and also become more interoperable.
02:11All right. What about the Security of Information Agreement?
02:15Like specifically, how will it enhance or probably deter any potential threats between two countries?
02:24Well, the leaders agreed to start discussions for future negotiations for future negotiations of this information, military information agreement.
02:35We start from AXA and start discussions for this kind of information sharing.
02:42This is also going to further have deep cooperation and engagement between our two different forces.
02:49So that will, of course, help to share information in a secure way for confidential information between Defence Forces, Philippine Armed Forces.
03:00Will it include information specifically on the existing conflicts or issues in the West Philippine Sea, in the South China Sea?
03:09Many different issues related to security issues. I can't talk about details, but this is the idea for allowing information sharing in depth.
03:21But how do you see that actually enhancing immediate response, those exchanges, how would it translate to actual response from both countries,
03:35when the time is required, when the situation requires for it?
03:40We have been working very closely with the Philippines for the security issues,
03:45due to the increasingly severe security environment.
03:50So, you may know our National Security Strategy updated in December 2022.
03:57The core principle, I mean the core component of our updated national security strategy is to deepen engagement with Indo-Pacific partners, especially with the Philippines,
04:13so that we can maintain and increase peace and stability in the region and deepen our engagement to upgrade deterrence capabilities of our Indo-Pacific partners together.
04:31So that's going to help in that direction.
04:34I see. Could the RAA be a precursor to a potential mutual defense treaty between the Philippines and Japan, similar to what the Philippines have with the United States?
04:45Well, more broadly speaking, we don't want to speculate future agreements.
04:52As I said, a core component of our national security strategy updated in December 2022 is to deepen our engagement in order to increase our own capabilities together with our Indo-Pacific partners,
05:10to increase deterrence capabilities each other.
05:13So this is going to help to ensure together peace and stability of the region.
05:18Does Japan support the immediate conclusion of the Code of Conduct between China and ASEAN?
05:24I really appreciate all the efforts by ASEAN countries to push to have a Code of Conduct between ASEAN and China regarding the South China Sea.
05:37I think it's very important for peaceful resolution and dialogues in order to resolve the issues.
05:47And as I said, this is probably the way to make sure that any attempts to change the status quo by force shall be addressed by the dialogues to achieve the Code of Conduct and respect of the Code of Conduct once agreed.
06:09On the culture and diplomacy aspect and innovation, what notable highlights or events can visitors look forward to at the World Expo?
06:20I heard that there's a huge anticipation on the Philippines' representation.
06:27So what can we expect from that?
06:29Well, first of all, I would like to congratulate Philippine Pavilion to be very successful.
06:33I haven't been there yet, but I heard that it's one of the most popular pavilions in the Expo.
06:41There are so many interesting events going on for six months' Expo until mid-October, so I cannot choose one.
06:49But I'm personally very excited to know that there is a One World, One Planet event every day after sunset with amazing music and lighting.
07:01And there's also a Blue and Raven Parade spectacle at the Water Plaza, and almost every day there are something happening in different national pavilions and signature pavilions.
07:14You will see many technologies and innovations, where autonomous driving buses, flying automobiles, next-generation communication infrastructure, not only transmitting images but also the touch, beating many hearts created by IPS cells, and technology to capture CO2 from the atmosphere as well.
07:42So I'm sure that I hope that many Filipinos are coming to Japan to see different spectacles, events, and technologies for innovative, sustainable future societies.
07:55But how might this event strengthen Japan's cultural and diplomatic ties globally, including the Philippines?
08:03Yes.
08:04Well, Expo offers excellent opportunities for having head of states or ministers to participate in national events and also leading the business delegation.
08:19In this challenging time, the more leaders have time to talk, the better.
08:27And in terms of soft power of Japan, so to speak, it's an excellent opportunity to have cultural interactions.
08:35And I think the message coming together to think about future society, innovative, sustainable, will resonate all the visitors coming from the world.
08:47I think we need the unity of the world more than ever.
