00:35So the first of these is HJR 20.
00:38This is a bill that repeals Biden-era regulations relating to consumer water heaters, consumer gas-fired water heaters.

00:50Gary Palmer sponsored it, but this bill specifically saves a factor in my district.
00:56300 Georgians will continue to have their jobs as soon as you sign that.
01:00Mr. President, this rule was issued on Christmas Eve, thinking that we wouldn't be keeping up with what the Biden administration was doing,
01:08but we moved quickly to get this bill.
01:11And this was on gas heaters.
01:12It was banning natural gas.
01:14Isn't that ridiculous?
01:15And how were you supposed to get your heat then?

02:13This is the same basic idea, but this relates to walk-in coolers and freezers and other refrigeration devices.
02:20Again, last-minute Biden-era regulation that hits ordinary Americans hard.
02:25And what do they do?
02:27They put in-
02:28Sorry.
02:29Increase the energy efficiency requirements for walk-in coolers and freezers, and therefore putting an undue burden on businesses across the country.
02:37Everything from restaurants to pharmacies, you know, hospitals were all going to be impacted.
02:43To a point where it didn't work.
02:44In other words, they made the restrictions so strong that it didn't work.
02:47And it was going to cost them so much money to actually meet the energy efficiency standards, which didn't really save much money.
02:53So this is going to actually help our small businesses across the country, Mr. President.
02:57All right.
03:04Many manufacturers would have had to close stop lines, shut down entire lines of businesses.
03:11And I just want to say, rescinding these, this was done days before, days before you took office.
03:17They pushed through these regulations.
03:20They didn't think about the cost to businesses.
03:22They didn't put American interests first.
03:24They didn't put American businesses first.
03:26I am so grateful we finally have a president who's not only walking back these insane, burdensome regulations that are ultimately going to cost us Americans and American businesses,
03:36but that you are thinking about the next generation.
03:39And as we're leading into Mother's Day, some of us are trying to parent and serve this country at the same time.
03:45Thank you for welcoming my son, who is 15, with his mother serving, watching what we're doing for him and generations to come.

04:15Again, this is a rescission of a Biden-era regulation, in this case relating to energy conservation standards for household appliances and certain consumer products.

04:41Look, this is helping fight inflation, because the cost of your, the burden on appliance manufacturers is going to drive up the cost of them producing household products,
04:52which means that when you go buy a washer, dryer, any appliance, it was going to drive up the cost for consumers.
04:58It reduces consumer choice.
05:01But in the bottom line, we've been trying to fight inflation.
05:04This fights inflation.
05:05This helps, takes the cost out of producing these products that Americans need every day.
05:09And when you think, when you add all this up, it's one regulation here, one regulation there.
05:14They always say it's de minimis.
05:15But when you add it all up, it costs a lot to American consumers, and this is fighting back.
05:19And it's not as good.
05:20And it's not as good.
05:21Not nearly as good, not nearly as efficient, and more costly.
05:25Other than that, it's wonderful.

06:58Mr. President, the airline said today that a 10% baseline tariff on all countries is
07:04here to stay, even after the deals are done.
07:06Does that mean that countries offering zero tariffs won't get reciprocity?
07:11You are going to always have a baseline.
07:14I mean, there could be an exception at some point.
07:16We'll see.
07:16You know, somebody does something exceptional for us.
07:19That's always possible.
07:19But basically, you have a baseline of a minimum of 10%, and some of them will be much higher,
07:2540%, 50%, 60%, as they've been doing to us over the years.
07:30We had a wonderful deal yesterday.
07:33We have four or five other deals coming immediately.
07:36We have many deals coming down the line.
07:38And ultimately, we're just signing the rest of them in.
07:40But we always have a baseline of 10%.
07:43And then, specifically on the possibility of an increase in taxes on wealthier Americans,
07:50what do you say to conservative Republicans who argue that this is an increase on small
07:55business owners?
07:56Well, what we're doing is we're actually, if we ever did that, it would only be, and from
08:01what I hear, people would love to do it, rich people.
08:05I would love to do it, frankly.
08:06But what we'll do is that, you know, they'll go around saying, oh, this is so terrible.
08:10Would you do it is you're giving up something up top in order to make people in the middle
08:16income and the lower income brackets save more.
08:19So it's really a redistribution.
08:22And I'm willing to do it if they want.
08:25I would love to be able to give people in a lower bracket a big break by giving up some
08:30of what I have.
08:31But I'll tell you, a lot of people say don't do it because of the fact that you have the
08:36Bush statement about read my lips.
08:38But he lost because of Ross Perot.
08:40He didn't lose because of that statement.
08:42And then on the salt tax credits.
08:43But I don't think they're going to be doing it.
08:45But I actually think it's good politics to do it where richer people give up.
08:49And it's a very small.
08:50It's like a point.
08:51But they give it up to benefit people in a lower income.
08:55And then on the salt tax credits, Mr. President, there are some Republicans who say, why is
09:01it that these 45 other states should be paying taxes to alleviate the tax burden of New York?
09:09It's only because those states are behind, very badly behind.
09:13And those people were affected very badly.
09:16And, you know, the sad part is oftentimes they were affected badly because you had bad
09:20management in those states, like in California with Newsom and, you know, people.
09:24So you had some bad management.
09:26But that's being worked on now.
09:29And they may do a piece one way or the other.
09:31It's a very complex issue.
09:34But I think it's being worked out.
09:36I think it's going to be worked out.
09:36It has not been settled yet.
09:38But they'll settle it up pretty quickly.

09:48We have to make a great deal for America.

09:55Because we already made a great deal.

10:28What he did to this country between the border and between all of the other problems, the wars,
10:33everything, what he did to this country should never be forgotten.
10:36But one of the things he did is the trade was so bad and so imbalanced.
10:40So I think we're going to come back with a fair deal for both China and us.
