00:18 What is the role of DOST in the Philippine Business Mission of the US-ASEAN Business Council? Where will the science and technology be included?
00:32 First of all, DOST was in a meeting on August 9 with the representatives of the US-ASEAN Business Council. The US Embassy said that it is the largest contingent of the business council that went to the Philippines.
00:52 And its connection to science, technology and innovation, you know now sir Aljo, when it comes to competence, when it comes to research and development, countries are really leading.
01:09 And their science and technology is more advanced. That's why it's better to have partnerships with private US companies that want to partner with our countrymen here in the Philippines.
01:27 In other fields, like capacity building, of course we will learn from them. There are also research partnerships in other domains, like healthcare, food and agriculture, and climate change.
01:49 And one thing I want to emphasize is that lately the MOU was signed by DOST to a private company called Atmo. Atmo is a company in America that specializes in what we call Artificial Intelligence Guided Weather Forecasting.
02:11 So it's a mix of what we call storms and hazards. So maybe if we benefit from having cooperation with these private companies, our scientists, experts and students will benefit.
02:37 Because when they come to us, they get employment and deeper interaction with American scientists, experts and scientists from the Philippines.
02:53 So that's the significance of the meeting that was held on August 9 between DOST and US-ASEAN Business Council.
03:05 Yes. How will science and technology help in the mission of US-ASEAN Business Council, Forging Sustainable and Transformational Partnerships for Economic Growth?
03:23 Yes. First of all, they will come here, but they are expecting that our infrastructure, our organization is ready for them. Because, of course, Sir Aljo, that's a two-way dialogue.
03:46 So when it comes to Sustainable and Transformative Agenda, first of all, they have companies that are focused on climate change and technologies that can help in weather forecasting.
04:05 So like I said earlier, one of the representatives of US-ASEAN Business Council is a company called Atmo. And they had a preliminary agreement and exploration on how Atmo, given that they have cutting edge or state-of-the-art weather forecasting,
04:31 can help us in our problems in climate change challenges. And the benefit of that, especially for farmers, is that artificial intelligence, climate forecasting, is more accurate, more granular.
04:51 We can say that the predictability in the accuracy of data is more useful for our farmers. We can also say that, for example, if we are afraid of floods or something like that, we can say that the data is more accurate as well as predictability that we can get from such corporations.
05:19 When it comes to transformative digitalization, we have people who say that we should have the ability of LGUs to establish smart cities.
05:37 Because smart cities, what it means is that the foundation is connectivity of citizens to their officials. And of course, we are saying that they can facilitate the process of papers when we are transacting with the government.
05:58 So, those are the things that I am saying that have a ground-level impact on the visits of the US-ASEAN Business Council representatives.
06:13 What private companies from America have shown interest in our country that has a science and technology theme? And what sectors in the country can provide support for this?
06:28 I will start with the specific companies that came here and we talked about. First is Qualcomm, which is a specialist in semiconductor and wireless technology.
06:45 And there is IBM, which is trying to get our attention here in the DOST regarding initiatives related to artificial intelligence.
06:57 And there is Google, which is interested in providing trainings and capacity building, especially to our so-called start-ups or our students or faculty who are very creative in thinking about making new apps and computer-aided technologies.
07:24 And Google is also interested in providing trainings and capacity building to our faculty and students.
07:34 In the field of health, there are MSD, Viatris, Pfizer, and Roche. And you know, Sir Aljo, the Health Technology Assessment or HTA that was in the Department of Health is now in the Department of Science and Technology.
07:52 And because of the recent transfer to DOST, DOST really needs this type of cooperation so that we can learn from these companies.
08:09 Because these days, public-private partnerships are really in vogue. Research and development cannot be done only in a government agency like DOST.
08:23 DOST, while we are more familiar with private companies, both local and foreign, and not only from America, our capabilities as scientists, engineers, and specialists are more visible.
08:42 So these are the companies in the field of artificial intelligence, pharmaceuticals, MSD, Viatris, Pfizer, and Roche.
08:54 Is there a collaboration between a US-based company and an agency or company here in the Philippines?
09:06 Yes. ATMO is a leading AI meteorological technology company.
09:15 And Secretary Solidum encouraged them to join our agency, Pag-asa, so that we can be more accurate and get the smallest data we can get.
09:33 So that we can get the predictions or estimates that our country is always chasing, like today.
09:46 But let's say, even in normal days, these computational tools can help us in farming, help us in fishing, because at least they can give more accurate data on climate and the right climate temperature
10:13 so that they can have a better harvest.
10:17 What other steps is DOST doing to maintain the good relationship between the Philippines and foreign companies that are interested in partnering with our local companies and agencies?
10:36 That's a good question, Sir Aljo. DOST established a partnership with state universities and colleges, SUCs, because they have funds and extra land.
10:56 And so that they can build a Knowledge, Innovation, Science and Technology Park. What is KIST Park? K-I-S-T. KIST Park is an initiative of DOST together with the Philippine Economic Zone Authority.
11:14 So, KIST Park becomes an eco-zone. At least 1 hectare, if they are allocated in urban areas, and more than 1 hectare they can allocate.
11:27 KIST Park is like a knowledge factory, because there are researchers, scientists, students in the university. And if a locator company is needed, not just in America,
11:43 where they want to do their research and development, or prototyping, or product development, the capacity of our faculty, students, and researchers will be more efficient because they will have collaboration with private companies.
12:05 Maybe we will learn from them in the process. That's a good thing.
