00:00Self-Defense Reliant Posture Revitalization Act.
00:03We will talk with Colonel Francel Margaret Padilla,
00:07the spokesperson of the Armed Forces of the Philippines.
00:10Colonel Padilla, good afternoon.
00:12Good afternoon, Commissioner. Good afternoon to you, and it's nice to be back here.
00:17When did President Marcos Jr. pass the Self-Reliant Defense Posture Revitalization Act?
00:23What is the main objective of this law?
00:28Sir, the main objective of this is to revitalize our local defense economy, so to speak.
00:35So, by the term itself, self-reliant defense posture,
00:40we have what we call a defense economy.
00:43So, those are the armaments, everything from uniforms to everything that our defense industry,
00:50our defense personnel actually use.
00:52This is a very big thing.
00:54If we have self-reliance, we can make use of what we have in our own country.
01:02I was surprised earlier when I was talking to you that most of our equipment,
01:08even the uniforms that I would think are made in our country, are imported.
01:14Yes, ma'am, but we have a very good textile industry also here in the Philippines.
01:19We also have a very good shoe industry in Marikina.
01:23We have that.
01:24Used to be, we have the ang tibay shoes that were used by the soldiers.
01:28So, it's really very good to note that this law can bring those back eventually.
01:34Yes, that's a great prospect, and we're really looking forward to that
01:39so that we can use our own, our own textiles.
01:43Yes, ma'am.
01:45I think they're developing the PTRI.
01:47It's developing a textile specifically for the military.
01:50Yes, ma'am.
01:51So, we're looking at all of this, and this bill is a very good step in the right direction,
01:55and it's a very welcome thing that happened for the Armed Forces of the Philippines.
02:01And not just that, it's not just the uniforms and everything,
02:07but we're also looking at armaments, equipment, and the contemporary new challenges that we're facing.
02:12So now, our warfare has changed from kinetic to non-kinetic,
02:16or what we say as unconventional warfare.
02:19So, here's the use of technology, cyber security, electronic warfare, all of that is included.
02:25Ah, okay.
02:26I'm just curious, where do we usually get, let's say, ammunition or arms
02:33that are not made in the Philippines?
02:35Yes, ma'am.
02:36We source from different countries.
02:37Every time we have modernization projects,
02:40we have a technical working group who does research on what's the best to be procured by the Philippines.
02:46So, with this law, complementing it, sir, ma'am,
02:50what it complements is the comprehensive archipelagic defense concept.
02:54So, this law will complement that, as well as the modernization project,
02:59the program of the Armed Forces of the Philippines.
03:01So, these are all connected to one another.
03:03Will we be able to make our own arms?
03:07Yes, ma'am.
03:08Over and above that, even the assembly or the production,
03:13where our strengths are, we will leverage on that.
03:17Okay.
03:18So, what are the specific areas that this law prioritizes
03:22to strengthen our national defense industry?
03:26And what is the long-term effect of this?
03:30This will be a partnership with the government,
03:34non-government, our private sector,
03:37and, of course, the academe.
03:39So, from research and development down to what are our strengths here in the country,
03:44we will make use of that.
03:46So, if we have a production line that is available,
03:49then we'll make use of that.
03:50Or if not, we'll just import minimally.
03:54At least, even in the assembly, we can do it here.
03:58How will this law help strengthen the Armed Forces of the Philippines?
04:04As I said, it will complement the comprehensive archipelagic defense concept.
04:08So, it's all-encompassing in terms of what it will help.
04:11Over and above that, it will also help our industries,
04:15local industries, to be part of national security as well.
04:19And over and above that,
04:21the strength of this law will help the economy of our country.
04:27It will create more jobs.
04:28And, of course, the defense economy will help the economy of the nation as a whole.
04:33How many soldiers do you have now?
04:37Roughly, ma'am, we are around 100,000 plus.
04:40Plus, of course, we have the reservists,
04:42numbering to millions.
04:45So, it's really a big thing.
04:47When we see it in other countries,
04:49the portion of GDP is big.
04:51That is really part of what we call the defense economy.
04:57It's not the expense, but the income.
05:02So, it's really a big thing if this can be leveraged by our country.
05:06That's a lot. 100,000 shoes.
05:08That's why we have a lot of collections in AFP.
05:11Yes, sir. We are avid taxpayers.
05:15Yes.
05:16There should be an award for AFP, right, sir?
05:19Okay. Please explain what will be the role of the Department of National Defense and AFP
05:25in implementing the Self-Reliant Defense Posture Revitalization Law.
05:29This one, ma'am, we work in partnership.
05:32Of course, we are guided by the Department of National Defense.
05:36They also have our government arsenal.
05:38It's under the Department of National Defense.
05:41So, they produce our bullets, our ammunitions.
05:47So, all of that, what will be the role of AFP
05:52in terms of this comprehensive archipelagic defense concept,
05:56and of course, the modernization project,
05:58that will be our partnership with the DND.
06:02Can you explain your statement that this will also help in the utilization
06:08and enhancement of indigenous materials?
06:11What does this mean and why is it important?
06:15That's right, sir. That's what we said.
06:17The materials that we have here within the Philippines are very robust.
06:22We are very, very rich in resources.
06:24And over and above that,
06:26the Filipinos, inherently, we are very innovative
06:29and our countrymen really have a lot of skill sets.
06:35So, we want to make use of that,
06:37and of course, in joining them to be part of national security in this aspect.
06:43So, I guess, DOST is also with you
06:45because they are the ones who can do,
06:47at least like I mentioned earlier,
06:49the Philippine Tropical Fabric, PTRI, Research Institute.
06:54Yes, ma'am.
06:55And other things that you need for the AFP.
06:58Yes, ma'am. That's why I said, this is in partnership,
07:00not just with the DND, but other government agencies
07:03as well as private entities and the academe,
07:07the universities, because they do a lot of research.
07:10Okay. What are the challenges that the armed forces may face
07:14in their transition to a more self-reliant defense posture?
07:19And what will this help in national security,
07:22aside from our military capabilities?
07:25Yes, ma'am.
07:27Of course, there will always be challenges
07:29because wherever there's change that's happening,
07:32there's always going to be transition.
07:34So, we intend to overcome this by, of course,
07:37having the right partners in this,
07:39doing a lot of research for all of these things.
07:42But, historically, we have proven that
07:45we can produce internally different kinds of equipment
07:50for our armed forces.
07:52So, we have equipment that we make.
07:56Even inside the armed forces,
07:58I have actually a classmate who was able to invent
08:02a robot that will detonate EOD.
08:07So, there's also the danger to human lives
08:10because of that.
08:12So, we can make use of this law
08:14so that we can support these initiatives.
08:18Okay. In other talks, Colonel,
08:20we have a question from our media partner,
08:22Patrick De Jesus of PTV.
08:24What is the update on the AFP's assistance in Batanes
08:28where air assets were utilized
08:30and how much assistance was provided
08:32from the U.S. using their own military assets?
08:36Ma'am, the operations and the exercises that we do
08:40are heavy not only on defense
08:44but also on humanitarian assistance
08:46and disaster response.
08:48And the exercises that we do in Balikatan,
08:52in LACNIV exercises,
08:54this is the actual implementation,
08:56the actual incident that happened.
08:58And you can see how we are using the training
09:02that we have conducted in real life
09:04that this is happening.
09:06And we also saw the support
09:08of our nations that are well-meaning
09:10and like-minded
09:12so that we can do these operations
09:16such as humanitarian assistance
09:18and disaster response.
09:20Patrick has a follow-up.
09:22Did EDCA sites make a contribution
09:24to the HADR response?
09:26Our EDCA sites are multi-role facilities.
09:30So, this actually enhanced
09:33our interoperability with other nations.
09:35So, these EDCA sites are inside camp
09:40and they serve not just as a fisherman's shelter,
09:44evacuation sites,
09:46and also a hub for us
09:48to actually coordinate
09:50with one another on how these operations will ensue.
09:54What is your message to our fellow countrymen
09:56who are watching us now?
09:58To our fellow countrymen,
10:00rest assured
10:02that the Armed Forces of the Philippines
10:04is here for you
10:06to protect the people and secure the state
10:08and of course, our sovereignty.
10:10In everything that is happening,
10:12we feel the support of the people
10:14and our government
10:16and that support fuels the Armed Forces of the Philippines
10:18to perform our mandate to the letter.
