00:00 In Ecuador, the electoral campaign for the presidential runoff election to be held on
00:13 October 15 started.
00:19 Turkish President Recep Tayyip Erdogan was welcomed by his Azerbaijani counterpart in
00:23 the autonomous Naxis-run exclave, and in China, Syrian President Bashar al-Assad met Monday
00:32 with the chairman of the Standing Committee of the National People's Congress of China
00:36 in Beijing.
00:44 Hello and welcome to From the South, I'm Luis Alberto Matos from Odilesco Studios in Havana,
00:49 Cuba.
00:50 We begin with the news.
00:51 In Ecuador, the electoral campaign for the presidential runoff election to be held on
00:55 October 15 started.
00:57 The electoral campaign began this Sunday and is expected to end on Thursday, October 12,
01:02 two days before the date of the runoff election.
01:05 According to Ecuadorian legislation, during this period, candidates Luisa Gonzalez of
01:10 the Citizen Revolution Movement and Daniel Novoa for the National Democratic Action Alliance
01:15 may make use of the electoral promotion fund for the second round and promote their proposals.
01:21 Prior to the closing of the campaign, it is expected that the candidates hold a debate
01:25 on October 1, where they will discuss their vision of the economy, security, society and
01:30 politics of Ecuador.
01:38 Brazilian President Luiz Inácio Duda da Silva met with Vietnam's Prime Minister Pham Minh
01:43 Chin on Monday in Brasilia during his official visit to the South American country.
01:47 The Vietnamese Prime Minister's trip to Brazil is aimed at boosting cooperation between their
01:52 nations and accelerating negotiations on the signing of bilateral and multilateral free
01:57 trade agreements.
01:58 His visit is also aimed at strengthening economic ties and focusing on people-to-people cultural
02:03 exports and educational exchanges.
02:06 Vietnamese Ambassador Pham Thi Kim Hoa stressed that the two nations will strive to increase
02:12 bilateral trade revenue to US$10 billion by 2025.
02:17 Chin's official visit, the first by a senior leader of the two countries in 15 years, comes
02:22 at a time when the two countries are preparing to celebrate the 35th anniversary of the founding
02:26 of diplomatic relations, which began on May 8, 1989.
02:35 Monsignor Piorgo Gilbert Tolde, Apostolic Nuncio of Pope Francis in the Dominican Republic,
02:40 called for dialogue to resolve the conflict between the Caribbean nation and Haiti over
02:45 the canalization of the Massacre River.
02:47 Bertoldi led the Mass on the occasion of the Day of the Virgin of Las Mercedes, patron
02:51 saint of the Dominican Republic, in the province of La Vega, where thousands of parishioners
02:56 came to commemorate the feast.
02:59 In his homily at the National Sanctuary, Bertoldi said that the issue of the canal being built
03:03 by the Haitians on the Massacre River, which the two territories naturally share, must
03:09 be resolved through dialogue.
03:11 In this sense, the representative of Pope Francis urged that all voices be heard at
03:16 the talks table, such as those of the farmers and traders who seek to support their families
03:21 in the binational market.
03:28 Cuban Foreign Minister Bruno Rodriguez reported a man threw two molotov cocktails at the Cuban
03:32 Embassy in Washington, the United States.
03:35 The attack occurred hours after the President of Cuba, Miguel Díaz-Canel, returned to Havana
03:40 after having been in New York to carry out various activities and participate in the
03:44 United Nations General Assembly.
03:46 The foreign minister pointed out that there was no damage to personnel and that the details
03:50 of the incident are still being clarified.
03:53 Rodriguez commented that this is the second violent attack against the diplomatic headquarters
03:57 in Washington since April 2020, indicating that on that occasion an individual fired
04:02 an assault rifle at the diplomatic building.
04:11 On Sunday, the Screenwriters Guild and the Alliance of Motion Picture and Television
04:15 Producers in the United States reached a preliminary agreement to establish a new collective bargaining
04:20 agreement.
04:21 This agreement could potentially bring an end to the strike.
04:24 The Actors Union has indicated that the potential agreement addresses all major negotiation
04:29 issues, but the final wording is still awaiting confirmation.
04:32 This dispute is causing delays in most Hollywood productions, even if the agreement is unblocked.
04:39 It will be up to the studios to negotiate with the Actors Union on May 2nd, when writers
04:44 commence their strike, demanding improved working conditions, regulation of artificial
04:49 intelligence and equitable compensation for every rebroadcast of their work, known as
04:54 residual rights.
05:00 In the United States also, another exhibition in New York is showing featuring paintings,
05:05 sculptures and photographs by artists who have been incarcerated using art to address
05:10 the problem of U.S. mass incarceration.
05:12 The exhibition, located in Edinburgh, Harlem, is comprised of works by artists who have
05:17 been incarcerated and offers hard facts such as the nation's exceptionally high per capita
05:23 incarceration rate.
05:24 One of the main artists, Mark Loughney, made a series of hundreds of portraits of detainees
05:29 while incarcerated and said he intends for visitors to take away a sense of humanity
05:34 from the people in prisons.
05:36 On the other hand, U.S. act comedian and art curator, Nicole Fritwood, stressed that at
05:42 the heart of the exhibition is a strong critic of a draconian U.S. prison system that needs
05:47 to change.
05:55 I hope they take away a sense of humanity in the people that are put in prison.
06:04 That sometimes it's not about right and wrong.
06:07 It's not about correcting or betterment.
06:14 When you're putting people in prison, it boils down to money.
06:21 There are better ways to approach that.
06:24 If crime reduction and public safety are the goal, prisons aren't the way to do that.
06:31 Prisons have been known to be a system that reproduces inequality and continues to impoverish
06:37 and make vulnerable the lives of people who are already at the margins of society.
06:44 There's a critique of the system that's at the heart of this show.
06:49 I think art by incarcerated people really speaks for itself in terms of claiming their
06:57 presence in a society dominated by forms of punishment that is meant to lock them out.

07:39 Welcome back from the south.
07:40 Turkish President Recep Tayyip Erdogan on Monday arrived in Azerbaijan's autonomous
07:45 Nakhchivan exclave upon the invitation of his counterpart, Ilham Aliyev.
07:49 Aliyev welcomed Erdogan with an official ceremony before holding one-on-one talks to discuss
07:54 bilateral relations, as well as regional and global issues, particularly the recent developments
07:59 in Nagorno-Karabakh.
08:01 They will later hold a joint news conference.
08:03 The leaders will also attend the groundbreaking ceremony of the Iqdir-Nakhchivan natural gas
08:08 pipeline and inaugurate the modernized Nakhchivan military complex.
08:12 Nagorno-Karabakh and Baku agreed in 2020, in a memorandum of understanding, to supply
08:16 natural gas from Turkey to Azerbaijan's Nakhchivan autonomous republic.
08:20 The project will be realized through a partnership between Turkey's crude oil and natural gas
08:25 pipeline trading company, Botas, and Azerbaijan's state oil company, Sokar.
08:35 Almost 3,000 displaced Armenians from Nagorno-Karabakh have arrived in Armenia since their evacuation
08:40 began on Sunday following Azerbaijan's recent military operation.
08:44 Pictures show refugees, aid workers and military personnel at an aid center in the Armenian
08:49 city of Gordis, as the country welcomes refugees from Nagorno-Karabakh.
08:53 The government of the Armenian Prime Minister Nikol Pashinyan reported that a total of 2,906
09:00 forcibly displaced people had arrived by Monday, of whom 1,100 are staying at a humanitarian
09:06 center in the town of Kornidzor.
09:09 The flow of citizens leaving the enclave is expected to continue, as Azerbaijan announced
09:14 that it will reintegrate the area into its administrative scheme.
09:23 Serbian President Aleksandar Vucic said that three people killed in clashes with police
09:27 in the autonomous province of Kosovo were shot by Kosovar snipers.
09:32 The Serbian leader addressed the press regarding recent events, urging for the restoration
09:36 of order and the protection of citizens.
09:39 This came after separatist authorities in Kosovo accused criminal groups of Serbs of
09:43 committing the murder of Kosovar policemen.
09:46 Vucic denied that the act was planned and instead claimed that it was in response to
09:50 repressive actions taken against the Serbian population by prisoners' agents.
09:55 He called for calm and requested assistance from the international community, informing
10:00 a union of Serbian communities in the northern part of the country, complete with Serbian
10:04 police to prevent any future conflicts.
10:09 Similarly, Serbian President Aleksandar Vucic denounced that the only desire of the separatist
10:16 authorities in Kosovo is to bring the country into a conflict with the North Atlantic Treaty
10:20 Organization.
10:21 Also, during a message to the nation, he reiterated that there will never be recognition of an
10:26 independent Kosovo and that Belgrade will make decisions in this regard and it will
10:31 present to the citizens of the autonomous region of Kosovo a methodology.
10:36 He also informed that the Serbian authorities are still investigating the incident and expressed
10:40 his condolences to the relatives of the murdered Serbs and the Kosovar policemen who lost his
10:45 life.
10:51 In Sweden, more than a hundred people gathered in Stockholm to protest the government's
10:54 decision to join NATO, calling for an end to war and rejecting alliance membership.
11:00 Protesters expressed their opposition to the government's abandonment of Sweden's long-standing
11:05 neutrality.
11:06 Protesters said NATO is not a defence alliance but rather a nuclear-armed alliance, serving
11:11 the interests of the United States and waging wars abroad.
11:14 They say joining NATO could lead to nuclear weapons deployed on Swedish soil, increasing
11:19 the risk of nuclear attack, adding that Sweden's defence should focus on protecting its own
11:25 territory, not fighting overseas wars under NATO command.
11:29 The Swedish-NATO accession issue has been under discussion for nearly a year within
11:33 the military alliance.
11:35 Only the Turkish and Hungarian parliaments are yet to approve its membership.
11:45 The main purpose is that we want to stop the Swedish application to the NATO alliance because
11:51 we don't want to be a part of that.
11:53 We don't want to be a part of a war criminal alliance that is terrorizing all around the
11:57 world and starting war in different innocent countries.
12:02 We had a reputation 20, 30 years ago to be this neutral country.
12:08 We could mediate between different nations in war.
12:15 But now that's all gone.
12:16 We've all just decided to go with the United States side.
12:22 And that's why we meet here, it's because we share these sentiments and we share this
12:29 horror of what the future is going to be like.
12:35 Representatives of the 177 IAEA member states meet from Monday until the 29th of this month
12:41 in Vienna, Austria, for the 67th session of the IAEA General Conference.
12:47 Raffaello Grossi, re-elected Director General of the Agency, stresses that it is not a ban
12:51 on Ukraine or the separation nuclear power plant occupied by Russian forces since March
12:56 2022.
12:57 We continue.
12:58 We are not going anywhere.
13:00 We will continue there.
13:03 Fifty-three missions, comprising a total of more than a hundred agency staff, have been
13:08 deployed as part of the continued presence at all five nuclear sites in Ukraine.
13:14 In the past year, ten rotations of IAEA safety experts have crossed the front lines of war
13:22 to access the plant.
13:25 And we continue our work there, as you can see through our almost daily updates of the
13:31 situation at the plant, which remains very, very fragile.

14:14 Today I'm presented by Charlotte Sadman, Monday, which chairman of the standing committee
14:19 of the National People's Congress of China, Zhao Lijie, in the Chinese capital of Beijing.
14:24 Al-Assad believes that the world needs to transition from a force-based system to one
14:28 that is based on morality.
14:30 He says that China, with its ethical policies and initiatives, should play a leading role
14:34 in this transition.
14:35 The President also praised China for its political support, as the country respects the sovereignty
14:40 of other nations and opposes terrorism.
14:42 Additionally, China has provided economic and humanitarian aid to Syria during the difficult
14:46 times of the siege.
14:48 Zhao Lijie, who was present, emphasized the importance of communication between legislative
14:53 bodies to further strengthen the relationship between the two countries.
15:04 On Monday, Chinese Foreign Ministry spokesman Wang Wenbin said Philippine vessels intruding
15:08 into the adjacent waters of Huangyan Island violated China's indisputable sovereign rights
15:14 and jurisdiction over the island.
15:18 Huangyan Island is an inherent part of China's territory, and China has indisputable sovereign
15:24 rights and jurisdiction over Huangyan Island and its adjacent waters.
15:29 On September 22, a Philippine vessel from the Bureau of Fisheries and Aquatic Resources
15:35 illegally intruded into the waters near Huangyan Island without China's permission, in an attempt
15:41 to run the lagoon of the island.
15:43 Acting within the confines of the law, the Chinese Coast Guard responded appropriately
15:49 by intercepting and repealing the Philippine vessel, displaying professionalism and exercising
15:54 restraint throughout the operation.
16:00 China also condemned the United States' cyber-espionage on Chinese enterprises as it brings great
16:04 risk to China's network security.
16:08 We condemn the irresponsible behavior of the U.S. government.
16:12 Facts have once again shown that the U.S. government, on the other hand, engages in
16:17 pervasive cyber-espionage against China, which brings great risk to China's network security.
16:24 On the other hand, it consciously creates and disseminates false information about so-called
16:30 hacking attacks from China, which is a typical and hypocritical political manipulation.
16:37 The Chinese spokesman also stressed that the U.S. government uses as an excuse the issue
16:42 of national security to suppress Chinese enterprises.
16:47 What is more noteworthy is that the article reveals that the U.S. government has been
16:51 conducting cyber-espionage on Huawei since 2009.
16:55 For a long time, the U.S. has repeatedly suppressed Chinese high-tech enterprises, including Huawei,
17:01 in the name of safeguarding national security.
17:04 And the article points out that even by cyber-espionage, the U.S. government still has not found the
17:10 so-called evidence.
17:12 This fully reveals that the U.S. government suppressed Chinese enterprises not because
17:17 of the so-called national security, but because it was unable to take the lead in normal competition.
17:23 It blocked the development of China's enterprises by illegal and unfair means.
17:30 On Monday, Thai authorities started implementing a visa waiver for Chinese travelers.
17:35 On Monday, senior officials in Thailand welcomed a large group of Chinese tourists who arrived
17:39 at Bangkok's international airport.
17:41 This marked the beginning of a new visa-free entry program, which officials believe will
17:46 give the country's tourism industry a significant boost.
17:49 The government is now planning to promote Thailand's smaller cities as destinations
17:53 for Chinese tourists, in order to encourage them to stay longer.
17:56 Prime Minister Sreta Thavissin has stated that the authorities' top priority is to
18:01 address security concerns among tourists.
18:04 The visa waiver program simplifies entry process for new visitors.
