Cameron: Summit is critical moment for food security crisis

Lord Cameron has described the Food Security Summit, aimed at tackling the deepening global crisis, as a "critical moment".

00:00 This is an absolutely critical moment, not just because this silent crisis is growing,
00:06 but because we cannot separate it from other global crises.
00:10 Putin's illegal invasion brought this home as he deliberately sought to rob us of one
00:17 of the world's great breadbaskets.
00:20 His cynicism was plain for all to see.
00:23 He obstructed the Black Sea Grain initiative.
00:26 He then walked away from it.
00:28 He then tried to destroy the very supplies that the world needs.
00:32 But I saw for myself in Ukraine, in the port of Odessa, there is good news.
00:38 Ukraine is pushing Russia back in the Black Sea, and with the new unity facility between
00:44 UK insurance brokers and the government in Kiev, shipping insurance for their food exports
00:50 is affordable once more.
00:52 There is a vital link between food security and development on the one hand, and the problem
00:58 of state fragility and conflict on the other.
01:02 Of course, farmers can farm, traders can trade.
01:06 But without the rule of law, without property and land rights, without peace, without trusted
01:11 institutions, you cannot get your product to market.
01:16 And that's why it is time to change the way we do development.
01:20 We will work as partners on strategies and plans which developing countries can own and
01:26 deliver.
01:27 We will push to unlock the full potential of development finance.
01:31 I want us to watch as all those millennium development, all those multilateral development
01:37 banks, look at their balance sheets, work out how much more they can lend, and we work
01:41 with them to get that money into development, into the poorest countries, helping the poorest
