00:00 Official spokesperson for the Ministry of Foreign Affairs of Qatar, Mariet Al-Ansari,
00:13 stated the goal is to continue negotiations in the hope of reaching a sustainable truce
00:17 between Israel and Hamas.
00:23 In Venezuela, the closing acts of the days in defense of the esquiva continue, and the
00:27 main authority of the country participates in these rallies together with the people.
00:35 In Panama, the jokur, that's rule, money and love, 406, as unconstitutional, as was
00:41 meant by people demonstrated in the street for the 36th consecutive day.
00:49 Hello, welcome to Frontier South, I'm Ana Rosabal from the TVS News studios in Havana,
00:57 Cuba, we begin with the news.
01:17 Israel and Hamas agreed on a two-day extension of a truce that has passed the Palestinian-Israeli
01:22 bombing of Gaza.
01:24 Any group of Israeli hostages were to be freed Tuesday in exchange for Palestinian prisoners.
01:30 Mariet Al-Ansari, official spokesperson for the Ministry of Foreign Affairs, addressed
01:34 the future of the Israel-Palestine standard truce.
01:38 Our main focus right now, and our hope, is to reach a sustainable truce that would lead
01:45 to further negotiations and eventually to an end to this situation of violence, to this
01:51 war.
01:52 And we have always said that we need the push of the whole international community to make
01:57 sure that that happens.
01:58 However, we are working with what we have.
02:00 And what we have right now is a provision to the agreement that allows us to extend
02:04 days as long as Hamas is able to guarantee the release of at least 10 hostages from their
02:13 side.
02:14 So this is what we have at the moment.
02:16 The director of UNRWA in Gaza stressed the importance of getting aid to all those in
02:21 need and of getting fuel to the water wells in northern Gaza.
02:26 So we've come up through the Israeli-occupied zone north of Wadi Gaza and through Gaza City
02:33 to reach Jabalia.
02:34 We've got six trucks of aid for the people in Jabalia.
02:38 We're also going to go and look at some of the water wells and get fuel to water wells
02:43 and also get some medical supplies to the Jabalia health clinic.
02:47 We have got some very brave UNRWA staff members here who've stayed in Jabalia, working for
02:53 their community, keeping their health clinic open and servicing shelters.
02:57 So it's been really important that we get this support and this aid to our staff here
03:04 so they can support the people here in Jabalia.
03:08 After the humanitarian ceasefire between Israel and Hamas reaches its fifth day, this truce
03:13 is met with skepticism by many, which continue to see how the humanitarian situation in Gaza
03:19 keeps deteriorating.
03:20 A correspondent in the Gaza Strip, Noor Harazeen, bringing us the dates on the situation.
03:28 On the fifth day of the truce between Hamas and Israel, actually this humanitarian truce
03:34 has opened the eyes of Palestinians here on the ground about the deteriorating humanitarian
03:39 situation in Gaza.
03:42 Here in Gaza now only three hospitals, the Shuhada al-Aqsa Hospital in Merkaza and also
03:49 Al-Nasr Hospital in Khan Younis and Al-Najjar Hospital in Rafah, these main three hospitals
03:57 are the only ones operating to treat more than 2.3 million Palestinians living here
04:07 in the Gaza Strip.
04:08 Egypt, yes, they allow hundreds of humanitarian trucks into the Gaza Strip over the past days.
04:14 These trucks are full of water, food, specifically canned food, oil, flour, and also fuel and
04:21 gas.
04:22 However, what we are feeling here on the ground is very slow.
04:26 Why?
04:27 The reason is because of the slow distribution by the UN and other organizations because
04:32 of the lack of fuel.
04:33 The UN has reached a point where they don't have fuel to fill up their cars and their
04:38 buses.
04:39 However, we are hoping, people on the ground, that starting from tomorrow the process will
04:44 be faster and more aid will be delivered to Palestinian people around southern Gaza and
04:51 also to those in northern Gaza.
04:55 Rojava Zinteliso, Gaza.
04:59 Brazilian President Luiz Inácio Lula da Silva begins a tour of the Middle East with first
05:04 stops in Saudi Arabia and the United Arab Emirates, the countries that will join the

05:09 In the Arab country, which from 2024 will be part of the BRICS group of emerging economies,
05:15 of which Brazil is a member, Lula da Silva will participate in a meeting organized by
05:21 the Aronautics Company Embraer and the Brazilian Agency for the Promotion of Exports and Investments.

06:22 Welcome back.
06:23 In Venezuela, national authorities lead an act in defense of the escape of and the set
06:28 up of Jolly Zulia.
06:29 An important event is being held at the Barra Theater in Maracaibo, led by the Venezuelan
06:34 Vice President, Deltzy Rodríguez, together with the Governor of the States, Apsulia Manuel
06:39 Rosales.
06:40 The United Nations and Rosales condemned the silence maintained by the international community
06:45 in the face of the actions carried out by the government of Guyana, which created a
06:50 negative indication for the sovereignty of any nation.
07:00 Venezuela is going to polls again, this time to give the people, said in the territorial
07:04 disputes with Guyana over the Ezequiel area.
07:08 Here are some further details.
07:13 The Guyanese and Venezuelan media publish information about the controversy over the
07:18 Ezequiel almost every day.
07:21 But what has happened in the last two years to put this issue in the priority agenda of
07:26 both countries?
07:28 Let's review this context on the vote next December 3rd.
07:32 The claim of the Ezequiel territory has been a historical demand for Venezuela.
07:37 The debate has grown in the last years, after the judicialization of Guyana in the International
07:42 Court of Justice.
07:43 In Venezuela, social movements and actions of the Parliament have been implemented, which
07:48 resulted in the request of a consultative referendum to the electoral power, to ask
07:53 for actions for the defense of the Ezequiel territory.
07:58 To carry out this referendum with all the people of Venezuela, that all the people of
08:02 Venezuela participate in this new electoral party.
08:08 And that from that 3rd of December, the only voice of Venezuela will come out saying and
08:12 shooting the song of Venezuela is burned in the Ezequiel.
08:16 The Venezuelan National Electoral Council approved five questions related to the rejection
08:21 of international treaties and the actions taken by Guyana, as well as the endorsement
08:26 of the actions and legal reasons of the Venezuelan state, and poses a fifth question of specific
08:32 actions of the territory.
08:36 The people are being asked to do then is not to decide whether it is ours or not, that
08:40 is ours.
08:41 But we were really asking for is there support or the decision in any case on policies to
08:46 be carried out regarding this matter.
08:49 The electoral power has set the schedule for the process, which includes audit, electoral
08:54 campaign, simulation and electoral event, until the voting.
08:58 More than 20 million people are able to vote, and the campaign begins on Monday, November
09:02 6.
09:03 The governing party announced 335 rallies throughout the country, one for each municipality
09:09 calling for the approval of the referendum.
09:14 We will lend a hand to those who support the Venezuelan opposition as long as they are
09:18 purchased for Venezuela.
09:19 We will lend a hand to those who think different or those who do not want to get involved in
09:24 politics.
09:25 This is not a matter of politics, it is a matter of life or death.
09:29 It is a matter of self-respect or strength or sovereignty.
09:33 The referendum has triggered many reactions from the president of Guyana, the United States
09:38 and other regional multilateral organizations.
09:41 For Venezuela, it is a peaceful way to ratify its right over the territory.
09:54 The leadership from the U.S. Army First Security Force, the System Brigade and the Guyana Defense
10:00 Force met November 27 and 28 in Guyana.
10:04 In an official statement, the U.S. Embassy in Georgetown said the U.S. and Guyana Defense
10:09 Forces discussed a common engagement to include strategic planning sessions and processes
10:14 to enhance both countries' military readiness and capabilities to respond to security threats.
10:20 Adding that since 2022, the Staff has conducted several joint training exercises with the
10:25 GDF to strengthen their capacity and capability on the tactical and operational levels.
10:35 The Staff advised to say that we are thankful for the opportunity to train with the GDF
10:39 as our partners and friends.
10:42 We look forward to defending the partnership in the weeks and months to come.
10:46 GDF Lieutenant Colonel Andy Pompey said, "As we witness the positive outcomes of this training,
10:52 we are confident that the benefits will be enduring, impacting not only our force operational
10:58 capabilities but also the professional growth of individual members."
11:06 On Tuesday, the Supreme Court of Justice of Panama decreed as constitutional law 406,
11:13 which establishes the illegality of the mining operations contract between the state and
11:17 the Canadian transnational oil company.
11:19 The decision was anonymous and the information was made public by the President of the Court,
11:24 María Eugenia López, after five days of permanent sessions.
11:28 The ruling was received with rejubilation by the people and organizations that for weeks
11:33 have been keeping a vigil at the highest court awaiting the decision.
11:37 Since October 20th, thousands of citizens organized protests in rejection of the contract
11:42 with the Canadian subsidiary First Quantum.
11:49 As part of the celebration of the 100th anniversary of Panama's independence, the President
11:54 of the Supreme Court of Panama, María Eugenia López, made a decision official.
12:02 As President of the Supreme Court of Justice, I communicate to the nation that the magistrates
12:07 that make up the plenary have unanimously decided to declare unconstitutionally all
12:13 law 406 of October 20, 2023.
12:19 This means that such a law is expelled from the normative system that governs the country.
12:29 Meanwhile on Tuesday in Panama, educators mobilized the Facilital of the Ministry of
12:34 Education in the province of Baraguas to demand a payment of the second half of November.
12:39 Authorities of the Panamanian Ministry of Education confirmed on Tuesday that the institution
12:44 began to withhold the payment of the second half of November to teachers who have not
12:49 showed up to teach their classes after the institution made a call to return to the classroom
12:54 last November 21 due to the national strike and rejection of law 406.
12:58 According to the National Deterrent of Human Resources, the withholding of the salary was
13:04 applied in the half-half of November to 17,495 teachers throughout the country.
13:11 In a sense, Eddie Pinto, leader of the National Union of Educators of Panama, affirmed that
13:16 the teachers' union would sue the minister, the vice-minister and the directors involved
13:20 in the measure.
13:27 The governments of Belarus and Venezuela set up a high-level joint commission as part of
13:31 the construction of a 10-year roadmap.
13:34 The president of Belarus, Alexander Lukashenko, held a meeting on Tuesday with the vice-president
13:39 of planning of Venezuela and the president of the Mexican Commission, Ricardo Menendez,
13:43 to establish the working days between the delegations of both nations towards a new
13:47 stage of growth and mutual benefit for the deployment of the people.
13:51 The mixed commission will work in strategic economical areas such as transportation, petroleum,
13:56 industry, tourism, health and education, among others.
14:05 The challenges are towards the future.
14:06 The challenges are towards a roadmap for the next 10 years to assume the vision from the
14:10 point of view of the financial system, of a new mechanism from the internal financial
14:15 point of view of the relationship, new mechanism from the logistic point of view, new sensitive
14:20 area from the point of view of development of the binational relationship and, above
14:24 all, a vision that both countries share.
14:26 No one has the right to pretend or adapt the internal development vision of the countries.
14:30 No one has the right to impose sanctions or cohesive measures in the development of each
14:34 one of us.
14:35 That is why the shared vision is assumed in a roadmap for the next 10 years.

15:17 Welcome back.
15:18 In India, after 17 days of intense work, rescue teams saved the 41 men trapped in a glass
15:24 barrel tunnel in Uttarakhand state.
15:27 The workers began to be pulled out through an escape pipe on Tuesday night, after the
15:31 last meters of rubble were drilled by hand.
15:35 The first man was brought out at around 8 pm local time.
15:38 Ambulances and helicopters were on standby at the tunnel entrance to Teyata Mansion Hospital
15:44 nearby.
15:45 Prime Minister Narendra Modi called the operation "an amazing example of humanity and teamwork".
15:51 The workers became trapped after a slant line in the early hours of November 12 caused fire
15:56 of the tunnel roof to collapse and become blocked by more than 60 meters of dense concrete
16:01 rubble, rock and twisted metal.
16:17 German Chancellor Olaf Scholz on Tuesday defended his government's free court, spending military
16:23 financial aid to Ukraine before the federal parliament after a court ruling on Khrushchev
16:28 death rules triggered a budget crisis.
16:31 Scholz argued that Berlin's position as one of Kiev's biggest supporters, along with
16:35 the United States, is of existential importance for Ukraine.
16:38 On the other hand, he added that he would be not responsible to get out of support and
16:43 warned that doing so would jeopardize the future of this country.
16:47 In a sense, he also declared that his government will continue to support Kiev as long as necessary.
16:53 Scholz's comments come against the backdrop of the German Supreme Court's ruling that
16:57 the government violated a constitutional rule on following spending plans.
17:06 Inflation and high interest rates across the UK, coupled with federal funding during the
17:10 COVID-19 pandemic, have led to an increase in the number of abandoned animals and have
17:14 stretched the Bristol Animal Rescue Centre to the limit.
17:19 As a result, the privately funded org has had to come out with creative ways to raise
17:23 funds.
17:24 Let's see.
17:27 The Royal Society for the Prevention of Cruelty to Animals has said it is desperately concerned
17:33 about soaring animals abandonments as winter approaches.
17:38 Up until the end of October, the RSPCA in England and Wales have received more than
17:46 17,000 reports of abandoned animals.
17:51 If the trend continues, it is said it is expected to see around more than 21,000 reports in
17:58 2023 compared to the 16,118 reports in 2020.
18:05 I definitely think the cost of living crisis we're experiencing at the moment is a big
18:11 factor.
18:12 People just can't afford insurance and veterinary care and, you know, just to look after their
18:16 dogs in general.
18:17 A lot of the dogs we get in come in as strays as well, so they're picked up by the dog
18:22 warden or the police, which obviously gives us sort of limited background or knowledge
18:27 as to why they were abandoned in the first place.
18:29 But I think, yeah, a big factor at the moment is people actually being able to afford or
18:33 to live in a place that they're allowed to keep a dog, which is really sad.
18:38 Inflation and high interest rates across the UK, plus people abandoning the pets they bought
18:45 during the COVID-19 pandemic, has led to an increase in abandoned animals, while many
18:50 rescue centres are full to bursting as they face an unprecedented winter crisis.
18:58 At the moment we are just taking in strays because we're experiencing such a high level
19:03 of dogs coming in.
19:04 We physically can't accommodate for the strays and for people kind of signing their dogs
19:08 over.
19:09 So at the moment it is animals just coming in that have been, as I said, picked up as
19:13 strays.
19:15 The Bristol Animal Rescue Centre has had to come up with creative ways to bring in money.
19:22 One of the ideas conceived by the staff at the centre was to hold an online Meet Gala
19:27 in December, an event inspired by Vogue magazine's Met Gala in New York, where animals' art
19:35 would be auctioned.
19:37 Armed only with their snouts, paws and natural disregard for the rules of composition, Rossy,
19:45 Alba and a pack of strays currently boarding at the centre have been more than willing
19:51 to help.
19:52 We basically get a canvas, a blank canvas or something similar to that, put some non-toxic
19:59 paint on the canvas, cling film on top of that and then we put their favourite treats.
20:04 So for the dogs here it's usually squeezy cheese or peanut butter or something like
20:09 that.
20:10 And then the dogs will go over, lick it, play with it.
20:13 Sometimes some of our dogs like to walk on it and kind of use their whole bodies to use
20:17 it and it's a really good enrichment activity for them.
20:22 Rossy and Alba are hard at work at their canvases, redefining the essence of abstract art one
20:30 mental work at a time.
20:32 To the untrained eyes, their work at the Bristol Animal Rescue Centre might seem boisterous,
20:38 childish at a time and even just plain messy.
20:42 But the two canines have a much more important job than pleasing the critics.
20:47 Oh, Rossy and Alba, yeah, they're pretty good.
20:52 They might be in the tape one day but maybe not.
20:55 We've just done some really nice artwork with them.
20:57 I'm very proud of them and I'll hang it up on my wall definitely.
21:03 We have come to the end of this news brief but before saying goodbye we want to thank
