00:12 These are the themes at the centre of the 12th National Environment Congress "Italy on the Frontier",
00:17 which was held through a demonstration dedicated to the frontiers of the ecological transition.

00:47 We must prevent countries with emerging economies from going through the era of gas,
00:51 when you can go from the era of carbon to the era of renewables,
00:54 because today there are technologies, and then we must help developing countries
00:59 to deal with the economic damage, because the extreme events concern the whole planet,
01:07 and then we must transfer the technologies that we started using 200 years ago,
01:14 and we cannot restart them from carbon.
01:16 They must make their economic transformation happen through innovation, immediately.
01:24 The Loss and Damage Fund is extraordinarily important,
01:27 because only the richest countries can help the poorest countries
01:31 to deal with the disasters caused by the climate emergency.
01:35 Among the excellent contributions is that of CONOU,
01:38 the National Consortium of Used Mineral Oils.
01:41 The consortium brings together a range of over 60 companies
01:44 working on the collection and regeneration of exhausted lubricants.
01:48 These are waste products that buy a second life,
01:50 becoming raw materials again.
01:52 The consortium collects and regenerates all the used mineral oil in Italy.
01:58 We bring it to suitable plants that regenerate it completely,
02:02 give it a new life, and it can be reused countless times,
02:06 and it has the same exact characteristics as the oil-based bases.
02:11 For me, today is the harvesters' party,
02:14 because the circular economy requires plants,
02:17 it requires standards, it requires many things,
02:19 but if we don't collect the waste,
02:21 if there are no companies that, in a correct, ethical, legal and serious way,
02:26 go to collect the waste, there will never be a circular economy.
02:29 If in our country the recycling rate of used mineral oils exceeds 98%
02:34 compared to an average of 61% in Europe,
02:37 the merit is the varied realities that are the basis of CONOU
02:40 and that for decades have contributed to creating virtuous processes
02:43 whose positive reflections are not only environmental,
02:46 but also social, health and economic.

02:55 We have supported the recovery and excession of used oil,
