00:51 The President of Venezuela, Nicolás Maduro, described the meetings in St. Vincent and
00:54 the Grenadines as historic and a triumph for the Bolivarian peace diplomacy.
00:58 During an extended Security Council with the military high command, the Venezuelan President
01:03 pointed out that it was fair and necessary to develop the consultative referendum for
01:07 the Guayana and Zequiba so that the population could determine the terms of the future of
01:11 the Zequiba.
01:12 In addition, he emphasized that they have kept on overcoming the test to consolidate
01:17 peace and internal security in the country.
01:19 Maduro also highlighted the success of the monolithic union of the Bolivarian National
01:24 Armed Forces and the libertarian and unionist vocation of Venezuela before Latin America

04:31 in order to guarantee peace in Colombia.
04:33 The closing ceremony of the dialogue cycle was presided over by the Mexican Minister
04:37 of Foreign Affairs, Alicia Barzana.
04:40 During her speech, she recalled the importance of this meeting not only for peace in Colombia,
04:44 but also for stability of the region.
04:50 On Sunday in Chile, people go to the polls for a second referendum on a proposed new
04:54 constitution drafted by the Constitutional Council.
04:57 Polling stations open at 8 o'clock in the morning and will close at 6 o'clock in the
05:01 evening local time.
05:02 Some 15.4 million voters, among them 127,552 residing in 65 countries, are qualified to
05:09 vote on this referendum to decide the latest version for a new Magna Carta drafted by the
05:14 Constitutional Council.
05:16 Electoral officials have urged people to exercise their vote in a peaceful manner without any
05:20 violent incidents, and they have also reminded people that those who may choose not to vote
05:26 are risking being fined anywhere from 32,000 to 192,000 pesos, equivalent to $37 and $221.
05:38 Also in Chile, since early Sunday morning, people have been going to police stations
05:41 to apologize for not voting in the constitutional referendum in a country where voting is mandatory.
05:47 This has been the case despite the fact that the law only extends from voting duty those
05:51 who may be out of the country, those living over 20 km away from polling stations, or
05:56 those having a serious impediment duly proven before a competent judge.
06:00 According to data provided by Chilean police, so far over 100,000 people have been excused
06:05 from taking part in this Sunday's referendum.

14:40 In Serbia, more than six million citizens are called to the polls to vote in Sunday's
14:45 early parliamentary elections, where 8,000 polling stations open their doors at 7 a.m.
14:49 local time.
14:50 In these early elections, voters elect deputies to fill the 250 seats in parliament for a
14:55 term of four years.
14:56 Serbians also hold elections for the Assembly of the Northern Region of Vojvodina, as well
15:00 as municipal elections in Belgrade and 64 other towns.
15:05 Polling stations are expected to close at 8 p.m. local time, with early results expected
15:09 to be announced a few hours later.
15:15 Serbian citizens voice the importance of voting as a way to achieve the changes that society

15:48 On Sunday, Chad citizens went to the polls to vote in a referendum for a new constitution.
15:53 This is a crucial stepping stone towards scheduled elections next year, which could return the
15:58 country to civilian rule.
15:59 Mahamad Idris Deby was declared the head of state after his father's death in April 2021.
16:03 Instead of following the Chadian constitution's line of succession, opposition political parties
16:08 at the time called the handover a coup d'état, but later agreed to accept Deby as interim
16:13 leader for 18 months.
16:15 However, last year the government announced it was extending the transition for two more
16:18 years, which led to protests across the country.
16:21 The new constitution proposes a decentralized state.
