00:00 Ecuadorians, the time has come to end when those condemned by drug trafficking,
00:05 hitmen and organized crime were dictating to the government what to do.
00:09 What we are seeing in the prisons of the country is the result of the decision to face them.
00:14 That is why, from the government, we have undertaken actions that allow us to regain
00:19 control of the centers of freedom deprivation that have been lost in recent years.
00:23 And in response, these narco-terrorist groups pretend to intimidate us
00:28 and believe that we will give in to their demands.
00:30 I have given clear and precise provisions to the military and police commandos
00:35 to intervene in the control of the prisons.
00:37 I have just signed the State of Exception Decree so that the armed forces
00:41 have all the political and legal support in their action.
00:45 I make a call to the citizens, since this fight is for everyone,
00:50 and that they also give their support.
00:52 We live in fear because every day we go out to work,
00:56 we do not know if we will return, if we will return home completely.
01:00 It is a worry for the family, for those who are waiting for us at home.
01:04 I hope that this State of Exception that Dr. Novoa made,
01:22 will give positive results for the population, not for crime.
