00:08 Following the resolution of the Metro Manila Council, Joseph Moro was found guilty.

00:38 Earlier, at the behest of the Metro Manila Council or MMC, which is formed by the mayors of Metro Manila,
00:43 Metro Manila Development Authority or MMDA, and other government agencies,
00:48 the resolution was passed that prohibits the national roads that are held by MMDA on tricycles, e-trike, and e-bike, and even in the Kulig League.
00:56 There are 11 roads, like Recto, Quirino, Rojas Boulevard, and Taft in Manila.
01:02 The same goes for EDSA, Commonwealth Avenue in Quezon City, and SLX.
01:06 The resolution was passed by the DILG Memorandum Circular 2023-195,
01:11 which prohibits tricycles, pedicabs, and motorized pedicabs on national roads throughout the country.
01:17 The MMC said that it is time for regulations on e-trikes and e-bikes to be in force,
01:23 and that they should not be registered with the Land Transportation Office or LTO, and that non-licensed drivers should be used.
01:29 Last year, e-trikes and e-bikes were hit by more than 500 accidents.
01:33 We have videos earlier where a grade school kid was driving an e-trike, while another kid was riding it.
01:40 The fine for violations of the resolution is P2,500.
01:44 And aside from this, if there is no driver's license, the vehicle will be impounded.
01:49 In April, the Metro Manila Council and MMDA will pass their ordinance to the local governments in Metro Manila
02:00 to say where tricycles, e-trikes, and e-bikes are prohibited and where they are allowed.
02:07 What will we do? To the moon? Will you bring our family?

02:16 Everything. The top is prohibited. We are okay with that.
02:19 The e-trikes that are used as a passenger vehicle and allowed in some cities are not prohibited, not only on national roads.

02:31 What the chairman is saying is that it's within the national roads, NLEX, XSLEX.
02:38 For now, e-bikes and e-trikes in the LTO are not yet required and driver's license is not required to drive them.
02:46 It's just that if they violate our MMC resolution, we will only arrest them there.
