00:00 Review SPANCO's and Ririyan Barhat's contract for the procurement and management of the
00:06 government's fleet of vehicles.
00:09 This is Kampong MP Lim Lip Eng's call on the government given the ongoing criminal
00:14 proceedings against SPANCO Chairman Tan Kwa Chun.
00:18 Lim also raised doubts concerning the Finance Ministry's previous response to him on the
00:22 matter with the government's agreement with SPANCO still in effect.
00:27 When a written parliamentary reply dated March 12, the Ministry said the government had ensured
00:32 adherence to procurement procedures and conducted due diligence in the contract.
00:37 Lim said he was not satisfied with the Ministry's response and questioned how Pratajaya could
00:42 ensure SPANCO meets its contractual duties when its boss was charged with cheating the
00:48 government.
00:49 The DAP MP also asked about the value of the concession agreement, its expiration date
00:55 and whether the Cabinet approved the contract's award to SPANCO.
00:59 On April 3, Tan claimed trial to a cheating charge.
01:03 He is accused of misleading the Tender Committee on the percentage of Pumibutra shareholding
01:07 in SPANCO, leading to the Finance Ministry awarding the company a Rs 3.9 billion contract
01:13 to procure and manage the government's vehicle's fleet.
