Questo significa una maggiore qualità della vita, attrattività per il territorio e nuove possibilità di lavoro ma non vanno dimenticati alcuni altri aspetti. Si possono creare occasioni di sviluppo culturale”. Lo ha detto il Direttore Centrale di ARST S.p.a. di Cagliari, Carlo Poledrini, a margine del XVIII Convegno Nazionale di ASSTRA tenutosi a Roma.

00:44so an increase in the quality of the environment,
00:47which from the indirect point of view, as I was trying to say before,
00:53means a greater quality of life,
00:55attractiveness for the territory, new job opportunities.
00:59But we must not forget some other aspects that, in my opinion, are very important.
01:04Cultural development opportunities can be created,
01:07because new technologies also bring with them the need for new skills.
01:12So, for example, in cars, the ability to do maintenance on vehicles that are not yet known,
01:17so the ability to create their own lines of new skills.
01:22In addition, the possibility of stimulating scientific research in the territories
01:26where there are schools, professionals and universities
01:29that can also dedicate themselves to developing these new technologies in concreteness.
01:35Then, finally, we must not forget that for the territory,
01:39having the possibility of having a quality of service with electric buses, rather than hydrogen,
01:45also allows to have, how to say, advantages in terms of costs,
01:51of lower costs for the community.
01:53The investments in the railway sector are, according to the Agency for Government Cohesion,
01:59the longest investments to be made, both with the motorways and the roads.
02:06In reality, the complexities are really very difficult to overcome.
02:10We must say that we can remember that, always according to the data of the Agency for Government Cohesion,
02:18the duration of a public work increases as the volume and cost of the public work increases.
02:24This means that the more expensive the works are, the longer they last.
02:28This would be intuitive, but what is not intuitive is that, for example,
02:32not all regions have the same timing when it comes to the approval of projects and execution.
02:40Therefore, one of the elements on which we should all make an effort to improve
02:46is to bring all administrative activities related to the processes of public intervention
02:54to a positive standard level, which in some regions is also twice as fast as in others.
03:00Therefore, there is a gap between one region and the other,
03:03and the first thing to do is to re-align this timing.
03:06Another element that is neglected and is not much considered, for example,
03:11are the so-called transition times between one phase and the other.
03:15If we consider an intervention divided into three phases,
03:19between design, trust and execution,
03:21we focus a lot on the individual phases
03:25and we do not focus enough on the time that goes between one phase and the other,
03:31which is all bureaucratic and administrative.
03:33In this sense, one of the efforts to be made is to certainly improve the quality of the skills
03:39of our employees, our colleagues, our designers,
03:43to avoid that these times affect the projects so much.
