00:00 It is an honour to address you today at the threshold of two dynamic events in the global
00:08 defence and security ecosystem.
00:13 We gather in the spirit of unity, concord and shared purpose, mindful of our mission,
00:23 which is to fortify global peace and security through collaboration and innovation.
00:31 Malaysia is honoured to host this vital assembly of minds.
00:36 Our holistic approach to global challenges is underscored by the advocacy for peaceful
00:44 resolutions with sustainable development.
00:48 The commitment to collaborative security efforts reaffirms our role as active participants
00:55 in shaping a safer, more stable world for generations to come.
01:02 And it is pertinent to me to address this important issue in the context of our system,
01:10 regional collaboration within ASEAN, firm on the issue of neutrality.
01:17 In Malaysia specifically, believing in a very forceful foreign policy position, observing
01:30 the importance of peace and neutrality, and continue to establish excellent relations
01:37 with countries in the West, United States, America and Europe, forging greater collaboration
01:44 with Africa, Latin America, and extending our partnership, our strategic partnership
01:51 to China, India and the rest of Asia.
01:54 So we are quite an extraordinary and unique place, one of the few countries that would
02:03 affirm our neutrality and establish excellent correlations with all countries of the world.
02:10 We convene not just as representatives of our nations, but as partners in a collective
02:18 endeavour to address the pressing defence and security-related challenges of our time.
02:26 Your presence, Excellencies, Ladies and Gentlemen, here, from far and wide, is a testament to
02:35 the joint efforts and the shared responsibilities for securing a safer and more resilient future.
02:46 Over the next three days, the proceedings will present unique opportunities for meaningful
02:53 and reasoned dialogue, knowledge exchange and the forging of partnerships that transcend
03:00 borders.
03:01 They should spur our collective resolve to confront and overcome the complexities of
03:09 modern defence and security landscapes.
03:14 Our theme, "Building Resilient Nations for the Next Generation", challenges us to look
03:21 beyond our horizons and innovate in ways that fortify our nations against multifaceted threats.
03:30 It is a clearing call to lay the groundwork for a better world where tomorrow's generations
03:37 can thrive in peace, safeguarded by the robust defences and strategic partnership that we,
03:45 the present generation, cultivate today.
03:49 This theme should then resonate within all of us as we confront an increasingly fragmented
03:57 global landscape while facing global challenges that threaten our collective security and
04:04 prosperity.
04:06 These escalating threats are pushing the world towards an unprecedented turning point, demanding
04:15 a unified, reasoned response.
04:20 The digital realm, our so-called "second reality", faces relentless cyber-attacks that
04:28 threaten to compromise our most sensitive data, undermining our security and the trust
04:36 upon which our societies and economies stand.
04:42 Social concerns and the scarcity of resources exacerbate these tensions.
04:50 Climate change is not a distant threat but a present crisis, impacting food security,
04:58 causing natural disasters and displacing communities.
05:03 As societies wobble under these pressures, what is termed as "post-normal times",
05:11 the spectre of crumbling economies looms large, undermining the prospect of future
05:19 prosperity.
05:20 Excellencies, Ladies and Gentlemen,
05:23 In the light of this, it is clear that the challenges we face are not isolated but interconnected
05:33 elements of a broader global crisis.
05:38 This demands a collective response and strategy.
05:42 And it is here that DSA and NSSTATSEC Asia 2024 shine as beacons of hope.
05:53 In the coming days, we have a tremendous opportunity for crucial dialogue among nations, defence
06:00 sectors and security industries.
06:02 To our local defence industries, I say to you, CAPTM, seize this opportunity to showcase
06:10 our capabilities and innovations on the global stage.
06:15 Your dedication and ingenuity have been instrumental in shaping Malaysia's defence landscape.
06:23 And now is the time to demonstrate your expertise.
06:27 Let your pavilion stand as beacons of excellence, highlighting not just our technological prowess
06:35 but also our commitment to collaboration and partnership for peace.
06:41 I urge all participants who come together to share knowledge, to innovate, to exchange
06:47 new technologies and ideas and to forge partnerships.
06:52 I believe that the events and deliberations of the next three days will serve as catalysts
07:00 for positive change towards a secure future for us and for the generations to follow.
07:08 Together let us rise to the occasion, for the stakes have never been higher.
07:15 Together we can build a resilient world, a testament to the strength found in unity.
07:22 The future is in our hands.
07:25 Let us shape it with hope, determination and courage of our convictions.
