00:00 We have a transport strike on Monday. We have already talked to Manibela Chairman Mar Valbuena.
00:07 We will talk to Transportation Undersecretary Andy Ortega. Good morning to you sir.
00:14 Susan, good morning. Good morning to all of you.
00:19 Yousef, Manibela said earlier that the Congress and the Department of Transportation agreed to allow jeeps to be registered for a year.
00:30 Is there such an agreement?
00:33 You know Susan, I was in the Congress for the whole hearing.
00:38 It seems like a misunderstanding between one person and one group.
00:44 Because there was no agreement.
00:47 What happened was, a friend of ours, a congressman, suggested that we study the suggestion.
00:58 But what he said that there was an agreement and that it should be done, definitely that did not happen.
01:05 It seems like there's an extension.
01:11 That's right. The most important thing here, and it's clear, when I was in the Congress for the whole hearing, the consolidation is over.
01:21 Everyone agreed and the consolidation is over. The process we are doing is the next phase.
01:28 We still have a lot of things to do. The consolidation is over.
01:34 What we are doing now is our meetings with the majority of sectors in transportation.
01:41 We still have a lot to do and improve so that our program will be better.
01:47 Yousef, you said yesterday that the DOTR and commuters are used to the constant presence of transport groups.
01:54 Manibela said that you are used to seeing the commuters having a hard time. What is your reaction to that Yousef?
02:02 Maybe I said it wrong. We are used to their protests.
02:08 That's why the government should do something to help our commuters. That's what I said that we are used to.
02:16 They have protested many times. We know the places where we need to add vehicles and police.
02:24 Maybe there will be a new protest. That's our statement.
02:32 They do that often and we have improved our way of thinking in the days when they protest.
02:40 Yousef Ortega, will the government deploy more vehicles for commuters, along with transport strikes?
02:48 That's what our countrymen are hoping for. They don't want to be affected by these unforeseen events.
02:54 You're right Susan. We are always deploying rescue vehicles.
03:00 LGUs, MMDA, DOTR, LTO, LTFRB are always ready.
03:06 Every time there are protests, there are rescue vehicles.
03:11 But they are not always deployed because there are places that are not affected.
03:17 We don't want to deploy rescue vehicles because it might affect the legitimate ones who are passing through.
03:24 But because it's spread throughout Metro Manila, it's ready if needed.
03:29 Since the grace period of May 15, will the number of people who are caught in the Colorim trip continue?
03:43 You know Susan, the promise of the government is that we will give them due process. That's very important.
03:49 First of all, we respect the decision of the EILAT that did not consolidate.
03:55 They really don't want to join the program. But even if they decided not to consolidate,
04:01 we will give them due process for the time, maybe next week, that they can be arrested and find documents.
04:10 Due process will be finished by then.
04:14 The government will do what it needs to do. The obligation to not allow too many people, there's no justification in this.
04:23 So the arrest will continue and there might be people who are still trying to travel.
04:31 They need to know what they can face if they are caught in the streets.
04:37 First of all, there are many who did not consolidate. According to our news, they are not letting them pass.
04:44 Maybe they respect what happened and they know they did not consolidate.
04:50 They know there's a process and they are not letting them pass because the penalties and suspension for drivers,
05:01 penalties for operators, if they are eventually caught, because they don't have a franchise.
05:08 Maybe what many are doing is right, not letting them pass, so the situation on the streets can be fixed and their decisions can be continued.
05:19 The Ombudsman has agreed to the petition of transport groups in the PUV modernization program. What action will the DOTR take?
05:30 What you mean is the Supreme Court.
05:33 Yes, the Supreme Court.
05:35 Yes, the Supreme Court petitioned the two groups.
05:38 So if the Supreme Court has a decision to agree to the two groups, we will respect that.
05:47 Of course, we have to respect the decision of the Supreme Court.
05:50 But of course, until that happens, the government will continue to benefit the commuters from the beauty of the program.
06:01 So that's our situation right now Susan.
06:04 Okay. Thank you very much Usec.
06:06 We hope that the deployment of vehicles will be increased for the upcoming transport strike on Monday so that our commuters will not be affected.
06:15 Thank you very much Transportation Undersecretary Andy Ortega. Good morning to you.
06:20 Thank you and good morning to you too.
