00:00In the midst of the alarming increase of cyberattacks,
00:03experts are now focusing their attention on the current problems.
00:08Raffy Tima is on the scene.
00:12There are many who are in charge and should be prepared.
00:16That's what experts are discussing in a cybersecurity conference in Makati.
00:20Aside from private companies,
00:21what is alarming is the increasing number of attacks on the government.
00:25For the period January to April of this year alone,
00:29we have had 39 cyber incidents involving government agencies,
00:33three of which have had repeated attacks.
00:37But what experts are focusing their attention on
00:39is the relation of cyberattacks to current problems,
00:42such as what is happening in Ukraine.
00:45Before the current attacks on their territory,
00:47Russia made a cyberattack against Ukraine.
00:51Any move that involves a takeover of Taiwan
00:55or a takeover of certain portions or the entire South China Sea
00:59will have early warning signs in cyberspace.
01:02Their question is,
01:03if China has a cyberattack against institutions in the Philippines,
01:07will there be a mutual defense treaty between the countries and America?
01:10This is not clear yet,
01:12but just now,
01:12some countries are changing their mutual defense treaties.
01:16A number of countries are updating those mutual defense treaties to say,
01:20look, cyber is covered and it should be
01:22because if you use a cyberattack and it kills a bunch of people,
01:26why is that different than a kinetic attack?
01:28According to the Ambassador of Australia in the Philippines
01:30who was a senator in the forum,
01:31they are taking the victims of cyberattacks seriously.
01:34We want to work with you to uphold international law
01:39and the rules and norms of responsible state behavior in cyberspace.
01:45Sound familiar?
01:46A bit like what we're doing in the South China Sea, yes.
01:50Even though America is taking cybersecurity seriously.
01:54We've increasingly begun building cyber into our defense cooperation.
01:59Last year's Balacatan exercise included a cyber defense component
02:03for the first time ever.
02:05Today, several component commands,
02:07combatant commands like the Indo-Pacific Command and Cyber Command
02:12have their own programs with the Philippines.
