Deputy Education Minister Wong Kah Woh told the Dewan Rakyat on Wednesday (June 26) that a total of 399 out of 10,160 candidates for the Malaysian Certificate of Education (SPM) who were absent last year managed to be persuaded to retake the examination.

00:02According to the HPM decision analysis report,
00:05as many as 24,000 candidates, or 6.5%,
00:09are not eligible to accept the procedure
00:12due to failure in the study of history and the language of Malaysia.
00:16My question is,
00:18what is the Ministry's initiative
00:21to ensure that the candidates who are not eligible to accept the procedure
00:25will be re-examined next August?
00:29And what are the steps taken by the Ministry
00:32for the candidates who have failed in all areas of study?

00:42Regarding the issues for the candidates who have failed
00:46or are not eligible to sit for the HPM review,
00:53indeed, the HPM has implemented a procedure
00:58to identify the candidates who are not eligible
01:02so that at the same time,
01:04we can give awareness to these candidates
01:09to re-examine the HPM review.
01:16In this effort,
01:18the HPM has managed to bring back
01:232,199 candidates who were not present
01:26in the HPM review last year
01:30to sit for the HPM review this year.
01:33And this is a bit of a result
01:35of the joint efforts by the Ministry of Education of Malaysia
01:39with schools and parents.
01:43That's number one.
01:44Number two, regarding the candidates who have failed
01:47in the study of history and the language of Malaysia,
01:51the HPM has provided the opportunity
01:56for the candidates to sit for the HPM review
02:03to improve the HPM's decision
02:06and to have a clear opportunity to enter the university
02:10or to obtain the HPM's certificate.
02:16And in this issue,
02:19we offer for the HPM review,
02:23there are three subjects,
02:25History, Malay Language and Mathematics.
02:28And for this year,
02:30this review will be held in August.
02:34And besides that,
02:35in order to encourage our children,
02:37the HPM also offers the opportunity
02:40to patch the HPM review
02:42that allows some of the candidates' best review decisions
02:47to be combined into one HPM certificate.
02:50And this service is offered to the candidates
02:53who have obtained the HPM review certificate
02:56for the first time since 2009
03:00and it is subject to a review
03:03that is closed in a period of three years.
