More than 4,500 cases of bullying have been recorded as of October of this year, says Deputy Education Minister Lim Hui Ying.

She told the Dewan Rakyat on Wednesday (Nov 1) that the ministry has received 4,994 reports so far, which is an increase from 3,887 cases last year and 326 cases in 2021.

00:06 One of the efforts that has been taken to ensure that this trend is handled is as follows.
00:12 KPM has launched seven KPM's top priorities.
00:16 Through the two priorities of KPM's top priorities, KPM gives pressure to the aspect of human dignity
00:24 through the development of morals and integrity to give birth to a good and more intelligent child
00:30 by creating a harmonious atmosphere that avoids negative effects such as sexual harassment,
00:37 bullying, extremism, gangsterism and vandalism.
00:41 KPM has issued a letter of approval for the 4th year of the 2002 School Safety Program.
00:48 The School Safety Program is carried out in all schools across the country.
00:52 The program aims to create a safe school environment so that students can carry out
00:59 their teaching and learning activities as well as their co-curriculum activities without interference from any parties
01:06 including the perpetration of gangsterism, vandalism and bullying among students.
01:11 KPM has been monitoring and taking proactive steps to handle social harassment among students
01:17 by all principals and teachers.
01:19 KPM has issued a letter of approval for the 6th year of the 2002 School Safety Program
01:25 to handle the issue of safety of gangsters and thugs.
01:29 Among the actions that the school should take are to hold a petition in schools and dormitories,
01:35 to strengthen the school and dormitory discipline authority,
01:39 and to take action and punish students who commit bullying in schools or dormitories.
01:46 Anti-bullying authority has been established in every JPN through the authority to handle the national discipline.
01:55 To strengthen the relationship between teachers and students through the practice of teacher-teacher love in schools,
02:02 through the KPPM 4th letter of 2012,
02:07 the practice of teacher-teacher love is intended to implement the love culture among school students,
02:14 to strengthen the relationship between teachers and students and to strengthen the relationship between students.
02:19 This effort can reduce the risk of social harassment in schools.
02:24 To work closely with the police in Raja Malaysia through the school-school relationship officer, PPS.
02:31 Every middle and low school has a PPS who always accompanies and works with the school,
02:39 including holding a program to prevent bullying.
02:42 Providing a reporting channel for the school to file a bullying case to the KPPM.
02:48 At present, the KPPM has provided a bullying complaint portal that allows school students,
02:54 including students and parents, as well as the public to file a complaint directly to the ministry,

03:03 There are four main channels for the bullying complaint portal,
03:06 through the public complaint management system, SISPA, KPPM, email, telephone lines and WhatsApp applications.
03:15 Providing counselling services to students who are tempted to commit a crime against other students.
03:22 And currently, the KPPM has launched a bullying crime management guide at the Institute of Education.
03:29 This guide is referred to all parties in the Institute of Education in clarifying the understanding of bullying crimes
03:39 and its implications and roles in dealing with bullying crimes, especially against bullies and bullies victims.
03:47 The KPPM is always committed to increasing the level of students' awareness to prevent bullying in schools.
03:55 The KPPM also highly appreciates the role of the PIBG, the NGO and local communities
04:04 that are always working with the school to deal with bullying in the students.

04:11 Regarding the procedure or procedure for a student to report a bullying or harassment,
04:22 I would like to ask, does the Ministry study the impact of the existing procedure or SOP
04:29 and can we know how many cases have been referred according to the procedure just now
04:37 and how many cases have been solved?
04:43 And is there a plan from the Ministry to work together to create an Anti-Bully Act?
04:55 And we know that this sexual harassment, sorry, this bullying harassment is not only with students,
05:04 but it also involves adults.
05:07 There is always a monitoring mechanism in the education system in Malaysia
05:11 that ensures teachers and individuals who work with children, especially the bullies,
05:17 to conduct an investigation.
05:19 In Australia, we have Working with Vulnerable People Registration,
05:23 which is a direct assessment of the qualifications of a person working with the bullies
05:28 involving criminal record investigation and police action.
05:34 So we need a mechanism to check.
05:39 So my question is about what I just mentioned. Thank you.

05:52 Regarding the number of cases of bullying that have been recorded,
05:58 the Ministry of Education in Malaysia always considers the bullying issues involving KPM students.

06:11 I only have three years.
06:15 In 2021, when I was still an MCO,
06:23 a total of 326 cases were recorded in 2021.
06:29 In 2022, there were 3,887 cases.
06:35 In 2023 to October, a total of 4,994 cases were recorded.
06:47 All these cases have been investigated and the investigation has been taken,
06:54 especially in terms of guidance and counselling.
06:58 As I mentioned earlier, the bullying case involves many parties.
07:06 Not only from parents, NGOs, we also need involvement from NGOs, local communities.
07:15 Our goal is to ensure that the bullying case can be reduced
07:20 and especially the bully and the victim will be given proper guidance.
