Home Ministry studying developing National Border Control System using AI

The Home Ministry is conducting a feasibility study for the National Border Control System (NBCS) to enhance border security with artificial intelligence (AI) technology.

During a Dewan Rakyat session on Monday (July 15), Deputy Home Minister Datuk Seri Dr Shamsul Anuar Nasarah stated that the NBCS will feature advanced surveillance and AI for unsupervised operations, intelligent control, rapid real-time information sharing, and continuous surveillance to ensure national stability.

In response to a question from Datuk Adnan Abu Hassan (BN-Kuala Pilah) regarding upgrading entry facilities with facial recognition, Shamsul Anuar mentioned that the ministry is developing the Automatic Biometric Identification System (ABIS), a biometric system with AI capabilities, expected to be operational by 2026.

00:30the Malaysian National Security Agency, APMM, and the National Security Agency,
00:34have taken the necessary steps,
00:36including improving the technology capabilities in ensuring the security of our borders.
00:43For your information,
00:45the use of technology at the border is very important
00:48in improving the security of our borders,
00:51given the complex and dynamic tasks at the border.
00:56As a result, the KDM has always promoted the use of new technologies.
01:11A recent innovation in the development of technology
01:15is to strengthen the national border security agency.
01:19In strengthening the national border security control,
01:24the KDM, through APMM, has used the latest technology
01:29that is capable of dealing with various forms of security threats
01:34to the maritime borders, such as SWASLA, C4ISR,
01:40and the Coast Guard SASAT system to assist maritime search operations.
01:45Meanwhile, for PGA and PDRM operations,
01:49they have also used the latest technology.
01:53The camera has been closed,
01:54which is the border monitoring system.
01:57Part of the border area and the border wall at the main border are released.
02:02At the same time,
02:04PGA and PDRM in the design of technology use
02:08in the control of security risks in the operational area.
02:12For your information,
02:13PGA has designed for drones and radars,
02:18both of which are in the process of production.
02:22As an effort to strengthen the use of AI,
02:28in the control of border security,
02:30the KDM is now in the process of conducting research
02:33on the feasibility of building a system,
02:35the National Border Control System, NBCS.
02:41The proposal of the NBCS development
02:44is part of the KDM's strategic steps
02:46to strengthen the control of border security in Malaysia
02:49through the latest technology,
02:51in line with the development of technology around the world.
02:54For your information,
02:55the development of the NBCS system in this proposal
02:58will be completed with the latest monitoring system and AI technology
03:03to enable operations without monitoring,
03:06smart control process,
03:08dissemination of information in a timely manner,
03:10in real time,
03:12and continuous monitoring.
03:15For your information,
03:16in order to protect the borders of Malaysia,
03:20for the sake of security, stability, and national security,
03:23the use of AI technology
03:26will enable effective object detection
03:30as well as avoiding fake movements,
03:34and it can help the security forces
03:37in making decisions to improve the stability
03:40of the entire border control system.
03:43For now,
03:44the KDM is in the process of studying
03:46the feasibility of the use of the National Border Control System
03:51under the third rolling plan,
03:54the 12th Malaysia Plan.
03:56This study is carried out by the Malaysian Civil Security Institute,
04:00IPSOM, KDM,
04:02through the assembly of researchers
04:04and experts from civil universities
04:06which started on September 7, 2003
04:10during the 14-month study period
04:12and will end in November.
04:14Thank you.
04:43...using the biometric system
04:45and facial recognition system
04:47to facilitate and smooth the border control system.
04:50Thank you.
04:59...through the gym,
05:04the KDM is developing a biometric system
05:07using AI technology
05:10called Automatic Biometric Identification System,
05:15IBIS,
05:16as part of the NICE project.
05:19This system is expected to be ready
05:21to be used in 2026.
05:24Thank you.
