00:00Good afternoon everyone. This is an update on the Typhoon Gemi that we recently witnessed
00:08550 kilometers north-northwest of Itbayat, Batanes.
00:13This typhoon, Carina, is continuously moving away from our area of responsibility.
00:20This typhoon is also a part of Humina.
00:22Its strong winds reach up to 120 kilometers per hour near its center,
00:28and its downpours reach up to 180 kilometers per hour.
00:32It is moving west-southwest at a speed of 10 kilometers per hour.
00:37This typhoon, or Carina, is a former typhoon,
00:40is continuously having no effect on any part of our country,
00:43but it continues to enhance or strengthen the Southwest Monsoon or Habagat
00:48that is now affecting a large part of Luzon and Cabizayaan.
00:52And we can see here in our latest satellite imagery
00:56that the entire part of Luzon is still covered by clouds due to Habagat,
01:03where this will cause strong rains this afternoon or until later tonight,
01:09especially here in the Ilocos region, Zambales, Bataan, and in the Benguet area,
01:15and other areas in the Cordillera Administrative Region.
01:17So, double attention to our countrymen.
01:20Meanwhile, earlier this afternoon at 2 p.m.,
01:23we had a new circulation or low-pressure area being monitored.
01:28We were able to monitor this at a distance of 985 kilometers
01:32east of southeastern Mindanao.
01:35If we can see here in our satellite imagery,
01:37this is still far from our land,
01:41and it does not have a direct effect on any part of our country.
01:45As of now, there is a small chance that this will become a storm within the next 24 to 48 hours.
01:53But because it is in the ocean, we will continue to monitor it
01:58in case it develops or in case it has an effect on any part of our country.
02:06That is why we will continue to monitor the updates issued by our agency.
02:12This is the latest track of the Bagyong Sea Carina.
02:17We can see that the area of Batanes is still within a yellow circle.
02:23That is why we are still giving warnings in that area
02:26because the Batanes area will still be affected by the strong winds brought by the Bagyong Sea Carina.
02:33This will continue to move towards the southeastern portion of China,
02:38and if it hits the mainland portion of China,
02:42it will continue to weaken the Bagyong Sea Carina.
02:45At the same time as it weakens,
02:47it is also possible that it will weaken in the Southwest Monsoon or Habagat.
02:54And because it is still within the circle of the Batanes area,
03:01that is why our Tropical Cyclone Wind Signal No. 1 is still active there.
03:06We are still warning our fellow countrymen in Bugso and Hangin
03:10about the Bagyong Sea Carina.
03:14And here is our Heavy Rainfall Warning that is active at the moment.
03:18This was initiated by our Northern Rezone PRSD and NCR PRSD
03:24where the area of Ilocos Norte, Ilocos Sur, Benguet, La Union, and Abra is under Rainfall Warning.
03:32Be careful, fellow countrymen,
03:33because we are expecting serious flooding in those areas and in Cordillera.
03:39We expect or are expecting landslides.
03:43So be careful, fellow countrymen,
03:45because for the next three hours,
03:46it is possible for them to experience intense rains.
03:51Sometimes, it is also possible for them to experience torrential or heavy rains.
03:56So be careful, fellow countrymen.
03:59Meanwhile, our Orange Warning is active at Pangasinan and Batanes.
04:04It is also possible for them to experience intense rains for the next three hours.
04:09And our Yellow Heavy Rainfall Warning is active at Zambales, Bataan, Pampanga, and Tarlac.

05:24Pampanga, Bulacan, Cavite, Batangas, and in Occidental, Mindoro.
05:30But tomorrow, because we are expecting that the previous typhoon, Sicarina, will continue to weaken,
05:36that is why we are expecting that it will reduce its impact in Habagat.
05:40So if we can see,
05:41we are expecting 50 to 100 millimeters of rainfall or moderate to heavy rains
05:46in Zambales, Bataan, Pangasinan, and Benguet.
05:50So starting tomorrow, in other areas of Luzon,
05:53it will be mostly cloudy.
05:56There will be rains,
05:57but not as heavy as the rains we experienced yesterday or the previous days.
06:03And when it comes to Saturday,
06:05the areas where it is possible to experience moderate to heavy rains will be less.
06:11So these are the only areas that will receive 50 to 100 millimeters of rainfall,
06:15Zambales, Bataan, and Pangasinan.
06:18So most parts of Luzon, by Saturday,
06:21we are expecting that the weather conditions will improve
06:25because we are also expecting that the effects of Habagat will continue to weaken in a large part of Luzon.
06:33And because we are expecting moderate to heavy,
06:36with the times intense,
06:38rains,
06:39we are reminding our public
06:42to continue to consult their local government,
06:45especially if they live in low-lying areas and in mountainous areas,
06:49because there is a high chance that they will experience floods and landslides again

07:44we are still expecting moderate to strong winds
07:49that will bring Habagat.
07:51Meanwhile,
07:52as I mentioned earlier,
07:53we continue to expect that Habagat will weaken in the next few days,
07:57so by Saturday,
07:58only Batanes,
08:00Ilocos Region,
08:01Zambales,
08:02Bataan,
08:03Marinduque,
08:04Romblon,
08:05and Calayaan Islands
08:07that will bring strong winds that will bring Habagat.
08:13When it comes to the condition of our coastal areas,
08:17we still have high gale warning
08:19here in Batanes,
08:21Northern Coast of Cagayan,
08:22along with Babuyan Islands,
08:23Ilocos Norte,
08:24and Ilocos Sur.
08:26We are still not allowing our fishermen
08:28and also those who have small fishing vessels
08:33because we are expecting high waves
08:37that can reach up to 4.5 meters.
08:41But aside from the areas where we have gale warning,
08:44we are also warning our countrymen
08:46who will sail here in the western section of Luzon
08:49and in the eastern seaboards of our country
08:52because it is still possible for the waves to reach the sea.
