00:11I will show you what is happening now.
00:14Almost the whole country is exposed to cloudy skies and rains, especially in this western section.
00:23Southwest Monsoon is affected from Southern Luzon to Mindanao.
00:33This is our latest update on Bagyong Hiner and the other typhoons outside the PAR.
00:43Bagyong Hiner is located 290 km east of Tuguegarao City, Cagayan.
00:50The strong winds of Bagyong Hiner, which is at 55 km per hour, are still present.
00:57This is near the middle and the opening is at 70 km per hour.
01:04We expect this to move north-westward at a speed of 10 km per hour.
01:10Meanwhile, the typhoon outside the PAR is Tropical Storm with an international name, Pulasan.
01:18It is currently 2,190 km east of Central Luzon.
01:26The strong winds are at 65 km per hour and the opening is at 80 km per hour.
01:35We expect this to move west-northwest at a speed of 35 km per hour.
01:43The reason why the entire country's skies are cloudy is due to Southwest Monsoon and Bagyong Hiner.
01:54Bagyong Pulasan, as you can see, is far away from our country.
02:00Therefore, there is no direct effect on our weather right now.
02:04In the forecast track of Bagyong Hiner, the direction is generally westward.
02:15We expect this to pass mostly through Northern Luzon.
02:21Tonight or tomorrow morning, we expect this to land in the area of Isabela or Aurora.
02:36Tomorrow morning or in the afternoon, we expect this to land in the coastal waters of La Union and Pangasinan.
02:51If this does not change, we expect that tomorrow late evening or Wednesday morning, Bagyong Hiner will be outside the PAR.
03:14Meanwhile, this is Bagyong with the international name Pulasan.
03:22If its direction remains the same, we expect that tomorrow night, it will be inside the Philippine Area of Responsibility.
03:36If it is inside the PAR, we will call it Helen or letter H.
03:42We expect that it will be outside the PAR on Wednesday morning.
03:49We expect that Bagyong Pulasan or Helen will be strong as it passes through the ocean and may reach the Sibir Tropical Storm.
04:07The movement of Pulasan or Helen inside the PAR is similar to the movement of Bagyong 30.

04:53Isabela, Quirino, Nueva Vizcaya, Apayao, Calinga, Abra, Ipogao, Mountain Province, Benguet,
05:04Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Sambales, Tarlac, Nueva Ecija, Aurora,
05:15and Northern portion of Quezon, along with Jolilo Islands.
05:20In these areas, there will be strong winds and strong rains.
05:29Here are the expected rainfall levels for Bagyong, Hiner, and Southwest Monsoon or Habagat.
05:40We divided it into two categories, heavy to intense, where the amount of rain is from 100 to 200 mm,
05:50and moderate to heavy rains, where the amount of rain is from 50 to 100 mm.
05:59So, until tomorrow afternoon, we are expecting heavy to intense rainfall in Palawan, Occidental Mindoro,
06:11Aklan, Antique, Negros Occidental, Cagayan, Isabela, Quirino, and Aurora.
06:19Meanwhile, moderate to heavy rains in 10 parts of Mimaropa, 10 parts of Western Visayas,
06:2810 parts of Negros Islands Region, Bicol Region, Cordillera, 10 parts of Cagayan Valley, Ilocos Norte, Nueva Ecija, Bulacan, Quezon, and Rizal.
06:43So, from tomorrow afternoon until Wednesday afternoon, we are expecting heavy to intense rainfall in Palawan, Occidental Mindoro,
06:56Aklan, Antique, Negros Occidental, Cagayan, Isabela, Apayaw, Mountain Provinces, Calinga, Ifugao, Aurora, and Jolilo Islands.
07:11Moderate to heavy rains in Metro Manila, Calabarzon, 10 parts of Mimaropa, 10 parts of Western Visayas,
07:2410 parts of Negros Islands Region, Bicol Region, Central Visayas, Ilocos Region, 10 parts of Cagayan Valley,
07:3410 parts of Cordillera, and 10 parts of Central Lizon.
07:41From Wednesday afternoon until Thursday afternoon, we are expecting heavy to intense rainfall in Occidental Mindoro.
07:52Meanwhile, moderate to heavy rains in Metro Manila, Sambales, Bataan, Aklan, Antique,
08:0110 parts of Mimaropa, Cagayan, Boboyan Islands, Isabela, and Apayaw.
08:10So, for the mentioned areas, we remind you to continue to be careful and to be alert
08:18because there are still signs of landslides and flash floods, especially in low-lying areas near rivers and mountains.
08:27And because of the Southwest Monsoon, we are expecting strong winds, especially in coastal areas and high-lying areas.
08:43Today, we are expecting strong winds in Batanes, Mimaropa, Bicol Region, Visayas, Zamboanga Peninsula, Northern Mindanao, Caraga Region, and Davao Region.
09:04Tomorrow, we are still expecting strong winds in Batanes, Mimaropa, Bicol Region, Visayas, and Northern Mindanao.
09:14By Wednesday, we are still expecting strong winds in Sambales, Bataan, Pampanga, Bulacan, Metro Manila, Calabarzon, Mimaropa, Bicol Region, Visayas, and Mindanao.
09:36Because of the strong winds of the Southwest Monsoon, today, we issued a Gale Warning,
09:45where we are expecting high waves from 2.8 to 4.5 meters.
09:56So, as you can see in red, these are the areas under the Gale Warning.
10:03The areas under the Gale Warning are in Occidental Mindoro, Palawan, Negros Occidental, Iloilo, Antique,
10:16Kaluya Islands, Aklan, Bohol, Cebu, Siquijor, Negros Oriental, Southern Leyte, Zamboanga del Norte, Camiguin, Dinagat Islands, and Surigao del Norte.
10:36This means that our countrymen are not allowed to travel, especially those who use small sea vehicles, because the waves will reach up to 5 meters.
