00:00A senator was asked where the government's billion-peso fund for the construction of flood control projects will go.
00:09Despite the so-called projects, many places in the country were still flooded
00:14due to the flood of Habagat and Baguiong Karina.
00:17And that's what Ma'am Gonzales is talking about.
00:21The houses in Maycawayan, Bulacan, were completely flooded due to the flood of Baguiong Karina and Habagat.
00:29Some houses were destroyed.
00:31That was seen in the aerial inspection earlier by Senate Public Works Committee Chairman Sen. Bong Revilla of DPWH and MMDA.
00:39They also visited other places in Bulacan, Pampanga, and Camanava.
00:44President Bongbong Marcos was the first to visit Quezon and Rizal.
00:48The President said, the government will return our Comprehensive National Master Plan
00:53to fix the drainage systems, build flood barriers, and improve the early warning systems.
01:00Senate Finance Committee Chair Sen. Grace Poe asked,
01:03where will the government's billion-peso fund for flood control projects go?
01:09It's irritating. It's like Metro Manila and other parts of the country are making a mess.
01:18Meanwhile, the government is spending a lot when it comes to flood control projects.
01:24In 2024, the budget increased to P244 billion pesos.
01:31If you divide that by 365 days, it will come out to P670 million per day.
01:39That's what we are spending on the flood control of DPWH.
01:43In the Senate hearings, they saw that the flood control or irrigation system repair projects are not yet completed.
01:51They also did not see any proof that there was a real dredging.
01:55When asked about the 2025 national budget in the Senate, Poe said,
02:01This is not right for our countrymen.
02:04Their livelihood, work, and safety are under threat because of neglect or because of the current situation.
02:13That's why this program is not being implemented properly.
02:18DPWH explained that more than 5,000 flood control projects across the country were completed from July 2022 until May 2021.
02:27More than 5,000 are still under construction.
02:29In Metro Manila, for example, which is in a state of calamity, 656 flood control projects were completed.
02:35More than 500 are still under construction.
02:38Since the economic activity is here, the carrying capacity of Metro Manila, it will only cause flooding.
02:44If you have a lot of people, you need additional power, water supply.
02:48We need to address this at the same time.
02:50The pumping station in Metro Manila also had a flood, but...
02:55First, let's talk about the intensity and volume of the water.
03:00The Manila Observatory recorded 329 millimeters for 12 hours.
03:05If you compare it to the world, the world has 450 millimeters.
03:10The DPWH is ready to explain and provide data if the Congress will investigate the widespread flooding.
