Punto de Vista: Proper conduct sa hearing sa Senado at Kongreso

00:21Good morning to all of you in the studio.
00:24One day, we watched a heated debate in the Senate between Senator Riza Contiveros and former Secretary of State Harry Roque.
00:36We also saw that Senator Sherwin-Gonzalian warned Harry Roque that if he doesn't mend his ways, he might be cited in contempt.
00:47Because we saw how Harry Roque didn't seem to listen to Senator Contiveros, and he interrupted him.
00:57Anyway, what is the purpose of a hearing?
01:02A hearing, whether in the Senate or in lower prisons, has two purposes.
01:07The first is what is called a hearing in aid of legislation.
01:10This is where you prepare for a hearing in order to study a proposed law or to study a prevailing problem
01:18so that you can come up with solutions by passing laws.
01:24There is also what is called a hearing in aid of the performance of Congress of its oversight functions.
01:30What is oversight?
01:32Congress oversees and ensures that the laws that it passes are in compliance with the law
01:38and the money allocated or appropriated by the General Appropriations Act is spent properly.

01:53is actually a combination of hearing in aid of legislation and oversight.
