00:00President Ferdinand R. Marquez Jr. is aiming at the government agencies to give a warning
00:07in the face of calamities.
00:09He also promised the DPWH to continue to improve flood control projects.
00:15However, he needs to aim at the big problem in the garbage.
00:20Alan Francisco is in the center of the news.
00:24Metropolitan Manila Development Authority, or MMDA,
00:30found that more garbage was collected in Bagyong Karina compared to Bagyong Ondoy in 2009.
00:37In terms of garbage, sir, where did more garbage collect?
00:41Well, almost all flooded areas are left with garbage.
00:46And even our pumping stations are almost full of garbage.
00:52We collect 10 to 12 truckloads of garbage.
01:01That's just on the MMDA side.
01:03There are no regular garbage collectors, contractors of the LGU.
01:11One of the reasons for the increase in garbage is the increase in population.
01:1515 years since Ondoy was flooded,
01:18this garbage is one of the main reasons for the flood.
01:22According to the Department of Public Works and Highways,
01:2570% of the internal drainage or waterways in Metro Manila are full of garbage.
01:32This is what they are now fixing, along with other government agencies.
01:38The DPWH also said that the projects in the past years were effective
01:44against flooding in the National Capital Region.
01:46That is why the Pondo ng Bayan is considered a well-spent money for flood control.
01:52For me, I think it helped a lot actually.
01:56It helped a lot, the initial flood control programs that have been implemented over the years.
02:02We cannot say that it was a waste.
02:04And this is evident enough that what we are saying about Ondoy,
02:11the floodwaters stayed in Metro Manila for more than two weeks.
02:16But now, with some of the flood control projects that were implemented over the years,
02:22the engineering interventions and other projects that were implemented,
02:29we can see that the floodwaters have receded quite faster in Ondoy.
02:36DPWH Secretary Manuel Bonoan assured that the Pondong used in infrastructure
02:42to reduce flooding, not only in Metro Manila, but in other parts of the country.
02:48MMDA Chairman Romando Artes agreed.
02:52We need it now, immediate protection of low-lying areas through flood control projects all over the country.
03:00Because the river basin program is holistic,
03:04but it may take a little time to implement all the components of the river basin program.
03:10Regarding if the money was wasted, I don't think so.
03:13Because there are areas that used to be flooded,
03:18like Vista Royal in Quezon City and LGV.
03:22In Ondoy, the water almost reached the people there.
03:27But in Baguio-Carina, there is no flood in those subdivisions.
03:34That is because of the flood control measures and projects implemented by DPWH,
03:40particularly in Marikina River and Pasig River.
03:44MMDA also stated that they lost almost P800 billion in their budget for flood control in the past two years.
03:52So the P787.6 billion is fake news.
04:00In fact, in the history of MMDA, we are already 49 years.
04:06Maybe our total budget in those 49 years is less than P87 billion.
04:13So it is wrong to spread the post that the MMDA budget for flood control projects is P787.6 billion in the past two years.
04:26More than 5,000 flood control projects were completed by DPWH under the leadership of President Marcos.
04:33But the agency admitted that there is still a lot to be done to reduce the flooding.
04:39This is part of the order of President Marcos to the government agencies,
04:43such as ensuring that the public will receive a warning or warning in case of a near flood,
04:49including clear instructions or guidance on where to run,
04:54to always be on time, and to ask for help whenever there is a flood.
