00:00President Ferdinand R. Marcos Jr. initiated a project in Tampanga
00:05hoping to solve the problem of heavy flooding in Central Luzon and Karatig Lugar.
00:11This is what Ken and his patient reported.
00:15The flood of Belina and her family reached Tuhod whenever the weather is bad.
00:21She said it's not easy, especially with the destruction of their equipment.
00:26It's a threat to their safety.

00:39These experiences of Belina and others will be supported by the government.
00:44In the face of the possible effects of this disaster,
00:48a flood mitigation project was initiated in the province of Tampanga.
00:52The Integrated Disaster Risk Reduction and Climate Change Adaptation Project Stage 1, or IDRR-CCA,
00:59was initiated by President Ferdinand R. Marcos Jr.
01:03According to the President, the project is a big help to solve the flood problem,
01:07especially in low-lying areas in the province.
01:10Once it is fully completed, the IDRR-CCA will reduce the flood level and flood duration
01:17from 68 days to 17 days in the municipalities of Macabebe, Masantol, Minalin, and Santo Tomas.
01:26We are very optimistic that this will redound to improving the people's lives
01:30by enhancing the disaster resilience of all our communities.
01:34Various important activities were included in the project,
01:37including excavation, dredging, and widening of the river channel,
01:41as well as the construction of a dam to improve flood control.
01:46These were done in four key rivers flowing through Pampanga Bay,
01:49the Third River, Caduang Tete River, Sapang Maragul River, and the Eastern Branch Channel.
01:56But the President insisted that even though the project is a big deal,
01:59the whole-of-nation approach to calamities is still needed.
02:03With climate change and with the effects of an increasing overpopulation,
02:09we expect that we will experience more and more of these historic flooding events.
02:15For flood control to work,
02:16we must do our part in maintaining our canals and waterways,
02:21and in recycling and properly disposing of our garbage.
02:25Even so, the President insisted that the government should continue to work
02:29to ensure that the initiatives that will benefit and protect the people and the environment will be implemented.
02:35In fact, the President's directive to the DPWH,
02:39that Phase 2 of the project should be completed,
02:42which, according to the President, is currently being conducted through planning and technical examination.
02:46The province has also suffered perennial loss of life and damage to properties due to heavy flooding.
02:53So it had to be addressed through the construction of these flood control structures.
02:59The project, which was funded under the Official Development Assistance,
03:06with the help of the Republic of Korea under the Korean Economic Development Cooperation Fund,
03:11was also expanded by the President.
03:13Other projects of the government in Region 3 also address flood problems.
