00:10a project in Pampanga is a key step for addressing the effects of climate change.
00:18Kenneth Paciente is in the center of the news.
00:23The flooding of Nabilina and her family has reached its peak whenever there is bad weather.
00:28She says that it is not easy, especially in terms of the destruction of their belongings.

00:55a flood mitigation project in Pampanga has been inaugurated.
01:00The Integrated Disaster Risk Reduction and Climate Change Adaptation Project Stage 1, or IDRR-CCA,
01:07was initiated by President Ferdinand R. Marcos, Jr.
01:10According to the President, the project will be of great help in addressing the flood problem,
01:15especially in low-lying areas in the province.
01:18Once it is fully completed, the IDRR-CCA will reduce the flood level
01:23and flood duration from 68 days to 17 days in the municipalities of Macabebe, Masantol, Minalin, and Santo Tomas.
01:33We are very optimistic that this will redound to improving the people's lives
01:38by enhancing the disaster resilience of all our communities.
01:41The various important activities included in the project,
01:45including excavation, dredging, and widening of the river channel,
01:49as well as the construction of a dam to improve flood control.
01:53These were done in four key rivers that flow through Pampanga Bay,
01:57the Third River, Caduang-Tete River, Sapang-Maragul River, and the Eastern Branch Channel.
02:03But the President insisted that even though the project is of great importance,
02:07the whole-of-nation approach to calamities is still needed.
02:10With climate change and with the effects of an increasing overpopulation,
02:17we expect that we will experience more and more of these historic flooding events.
02:22For flood control to work, we must do our part in maintaining our canals and waterways,
02:29and in recycling and properly disposing of our garbage.
02:32Even now, the President insisted that the government should continue to work
02:36to ensure that the initiatives that will benefit and protect the people and nature will be implemented.
02:43In fact, the President's Directive to the DPWH,
02:47which is the Phase 2 of the project,
02:49stated that the President is currently conducting a planning and technical examination.
02:54The province has also suffered perennial loss of life and damage to properties due to heavy flooding.
03:00So it had to be addressed through the construction of these flood control structures.
03:06The project is worth P7.57 billion,
03:10which was funded under the Official Development Assistance
03:13with the help of the Republic of Korea under the Korean Economic Development Cooperation Fund.
03:19The President also expanded the other projects of the government in Region 3
03:23that also address flood problems.
