Davao Oriental Rep. Cheeno Almario, Pwersa ng Bayaning Atleta Rep. Margarita Ignacia Nograles, Taguig Rep. Pammy Zamora, and 1-Rider Partylist Rep. Ramon Rodrigo Gutierrez, members of the House Young Guns bloc, said that the bill filed by Davao City Rep. Paolo Duterte that mandates random drug testing to all government officials, including the President, should be studied carefully in light of a Supreme Court decision that mandatory drug tests for all candidates is unconstitutional.

00:00With any legislator, they're welcome to file bills that they deem fit.
00:05But as a legislator, I hope, we're all legislators here, we know the rules that we file, not just to file.
00:15But the intent is good, and I hope the intent for this is good.
00:19There is a Supreme Court case already that deemed unconstitutional a mandatory drug testing if it's going to be deemed included as one of the qualifications for a candidate.
00:38Because that's what the Constitution says.
00:41But I hope he can defend this, and his intent is good.
00:46And to defend this, you have to be able to attend the committee hearing and not pass it on to someone else.
00:53So if this is his bill, we respect it, it will go through the process.
00:59I just hope he can show why he's doing this, and that it's not for any vindication of anything, it's not to single out someone because that would be unconstitutional.
01:15And I hope this applies also to local government units, because as our friends in media know, even in Davao City, there are 37 that tested positive for a random drug test in one department.
01:36So I hope this applies to all.
