00:00The Defense Department has called for action against China's growing interference in the opening of the Military Law and Operations Conference of the U.S. Indo-Pacific Command,

00:12the United States' end to Chino Gaston's attack.

00:19The Philippine ships in Escoda Shoal were washed ashore and flooded.

00:24The resupply mission to BRP Teresa Magbanua was stopped there.

00:28And the flares in Subi Reef and Bajo de Macinloc disappeared.

00:32In the midst of the upcoming upheavals of China against the Philippines,

00:36according to the Defense Department, it is time to broaden the understanding of the Mutual Defense Treaty of the Philippines and the United States.

00:43It does not fit the condition that there should be an armed attack against the public vessels of the Philippines before the United States helps.

00:51The public gets fixated on that.

00:53So I think we should broaden the scope of the MDT to face a dynamic and cunning adversary.

01:04Armed attack is defined diplomatically, not legally, by either equal sovereign partner within the alliance.

01:16And Article 3 of the treaty calls for consultations.

01:21The U.S. Coast Guard is ready to help when the Mutual Defense Treaty is invoked,

01:25along with the Chinese ship's attack on the Philippine ship.

01:30The whole point of rules on the water is so that we don't run into each other.

01:35And so this is a clear act of bullying by one individual that wants to exert its influences over another nation.

01:43The United States and other allies in the resupply missions have been escorting each other for a long time.

01:50Certainly, within the context of consultations,

01:53escort of one vessel to the other is an entirely reasonable option within our Mutual Defense Treaty.

02:02The Mutual Defense Board of the Philippines and the United States will discuss this week

02:06the moves against China's aggression and the upcoming exercises.
