00:53This after Duterte had refused to defend her budget and answer questions regarding
00:57her confidential expenses in previous years in a House hearing Tuesday, August 27.

01:07the Commission on Audit is tantamount to misuse of public funds.
01:11She adds, the misappropriation of confidential funds and her refusal to offer an explanation
01:16are clear bases for impeachment.
01:19She says Duterte's stonewalling of legitimate questions regarding her use of public funds
01:24showed disrespect for the basic principles of checks and balances, transparency and accountability.
01:29In an interview with Rappler, Manila Rep. Joel Chua says,
01:33If she continues to act that way, siguro we will call for the reduction of her budget.
01:45Three government agencies file a money laundering complaint against 24 people, including dismissed
01:49Bamban Mayor Alice Guo and Cassandra Ong.
01:52The Anti-Money Laundering Council, Presidential Anti-Organized Crime Commission, and the National
01:57Bureau of Investigation filed the complaint August 30 before the Justice Department.
02:02It involves the operation of the raided Philippine offshore gaming operator in Bamban, Tarlac,
02:06but it also includes Ong, who is an officer of leasing company Whirlwind.
02:11The complaint alleges the dozen businesses under Guo's name were meant to conceal the
02:15true nature of their businesses and to make it appear that they are engaged in legitimate
02:19activities.
02:21The former mayor earlier said in a Senate hearing, her name was just used in the POGO's
02:25documents.
02:26She is facing a separate trafficking complaint before the DOJ.
02:31The Banco Central ng Pilipinas terminates its contract with the supplier of national
02:35IDs, Allcard Inc.
02:38Sources tell Rappler, the BSP's monetary board decided on the termination a month ago.
02:43The board cited multiple failures on the part of ACI.
02:48ACI was tapped for the production of 116 million national ID cards.
02:55Under the 2.1 billion peso contract, ACI was supposed to lease printing machines to the
02:59BSP.
03:00The BSP still has its 495 million peso contract with ACI for the personalization of the national
03:06ID cards.
03:08The BSP has yet to comment on how the recent termination will affect this other contract.
03:13ACI earlier lost a bid to supply plastic cards for driver's licenses, partly due to concerns
03:18about their ability to deliver.
03:20While the BSP and ACI are settling their legal dispute, tens of millions of Filipinos will
03:25be left waiting for a physical national ID.
